Subject: Use of a Cooperative Contract for the Purchase of One Sewer-Cleaning and
Vacuum Truck (Replacement) for the Fleet Services and Water Resources
Departments (Citywide)
Recommendation
Council is requested to approve the award as recommended.
The Fleet Services and Water Resources Departments and Procurement Services
recommend authorizing the purchase using the HGACBuy cooperative contract with Kaiser
Premier, LLC in an amount not to exceed $965,700, based on estimated requirements.
Background / Discussion
The Fleet Services Department and Water Resources Departments are requesting the
purchase of one (1) AquaStar combination sewer-cleaning and vacuum truck to replace a
piece of equipment that has met the Fleet and OMB criteria for replacement. Wastewater
Utility uses the AquaStar to clean and maintain sanitary sewer mains, storm drains, catch
basins, lift stations, and wet wells by removing grease, sediment, debris, and other
obstructions. The vehicle also supports emergency response to sewer backups and
flooding and can perform hydro excavation to safely expose buried utilities while minimizing
the risk of damage to underground infrastructure. The truck also has an onboard water
recycling system, allowing it to reuse water collected during cleaning instead of making
frequent trips to refill. The unit being replaced will be traded, auctioned or sold.
The HGACBuy cooperative contract has been competitively bid and meets the City’s
procurement requirements. Utilizing the HGACBuy contract allows the City to receive
competitive rates based on a formally solicited agreement. The City believes the pricing is
fair and reasonable and soliciting for this product would not result in the City receiving more
favorable pricing or terms.
