City Council Report Date: September 28, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Ten-Month Use of a Cooperative Term Contract with Renewal Options for the Purchase of Security and Protection Systems for the Mesa Police Department (Citywide) Recommendation Council is requested to approve the award as recommended. The Mesa Police Department and Procurement Services recommend authorizing the purchase using the State of Arizona cooperative contract with APL Access and Security, Inc. within the existing combined annual contract amount of $1,000,000.00. Background / Discussion This contract provides equipment, parts, installation, maintenance, repair, and technical support for physical security systems used at City-owned buildings and facilities. These systems include electronic door access, intrusion alarms, security cameras, and related equipment used to control access to and protect City-owned facilities and property. Mesa Police Department Information Technology coordinates these services for Police Department facilities and supports similar physical security projects for other City departments. On July 1, 2024, Council approved the use of two cooperative contracts for Security and Protection Systems in a combined total amount of $1,000,000 annually. These included the OMNIA Partners/Region 4 ESC – TX cooperative contract with ADT Commercial, LLC and Convergint Technologies, LLC, (Contract No. 2024192) and the State of Arizona cooperative contract with APL Access and Security, Inc. (Contract No. 2024194). The previous State of Arizona cooperative contract with APL Access and Security, Inc. expired on July 28, 2026. Following a new solicitation, the State of Arizona awarded a new contract to APL Access and Security, Inc. The City is requesting authorization to utilize the newly awarded State contract (APL) while continuing to utilize the existing OMNIA Partners (ADT and Convergint) cooperative contract. Continued use of both cooperative contracts will provide the City access to a wide range of equipment and services, including comprehensive security systems and integration solutions. Each vendor will provide the qualified personnel and resources necessary to fulfill the City’s requirements and deliver the required services and materials. No increase to the previously approved annual amount is requested. The combined annual amount for both cooperative contracts will remain at $1,000,000. The State of Arizona cooperative contract has been competitively bid and meets the City’s procurement requirements. Utilizing the State of Arizona contract allows the City to receive competitive rates based on a formally solicited agreement. The City believes the pricing is fair and reasonable and soliciting for these products and services would not result in the City receiving more favorable pricing or terms.
