1. CALL TO ORDER - meeting was called to order at 5:35 p.m.

3. CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any
Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately.
1. Consideration and action approving the minutes of the Fire and Police Local Board meeting, held on
December 9, 2025.
David Cleveland moved to approve Consent Agenda item 3.1, seconded by William Flohr.

4. REGULAR AGENDA
1. Fire Local Board
a. Consideration and action to ratify and reappoint William Flohr to the Public Safety Personnel
Retirement System (PSPRS) Fire Local Board for a four-year term.
Chairperson Hermosillo moved to approve agenda item 4.1 a, seconded by David Cleveland.
Motion passed (3/0)
b. Consideration and action approving the Public Safety Personnel Retirement System (PSPRS) new
membership applications. (Fire)
Wlliam Flohr moved to approve agenda item 4.1 b, seconded by David Cleveland.
Motion passed (3/0)
2. Police Local Board
a. Consideration and action ratifying the appointment of Brandon Clark, Police Department
representative to the City of El Mirage Police Local Board - PSPRS
Chairperson Hermosillo moved to table this item until the next meeting.

b. Consideration and action ratifying the appointment of Kevin Spoljarick, Police Department
representative to the City of El Mirage Police Local Board - PSPRS
Chairperson Hermosillo moved to table this item until the next meeting.
c. Consideration and action approving the Public Safety Personnel Retirement System (PSPRS) new
membership applications. (Police)

5. CALL TO THE PUBLIC
6. SCHEDULING AND ANNOUNCEMENTS — The Board may not discuss or act upon any matter
unless the matter is properly noticed for legal action.
Board secretary Orlanda Thompson informed the board of the reappointment of Cyntha Marano as
the citizen board member, her term will expire as of February 2030.
Informed the board that they are required to take a mandatory training within 180 days of
appointment and that she will be sending the links for the training via email.
The next meeting is tentatively scheduled for September 29, 2026.
7. ADJOURNMENT - The meeting was adjourned at 5:42 p.m.
