Air Quality: Nonattainment Area Boundary Recommendations
 Expand the county role in developing recommendations for nonattainment area
boundaries.
Animal Care & Control: Home Quarantine
 Allow eligible, unvaccinated dogs to participate in a home quarantine program after
a bite incident.
Clerk of the Board: Special District Hearing Timeframe
 Modify the timeframe for the hearing to form an Irrigation Water Delivery District
from 20-40 days to 20-60 days.
Office of Budget & Finance: Expenditure Limit Penalty Waiver for Opioid Settlement
Funds
 Extend the FY 2027 penalty waiver/relief for the use of opioid settlement funds in
excess of a county’s expenditure limitation.
Office of the Medical Examiner: Minor Autopsy Records
 Amend statute to restore the ability of the Office of the Medical Examiner to use
anonymized images of minor decedents created during a death investigation for
legitimate medical education and research purposes.
Stakeholder Engagement:
Flood Control District: Stormwater Recharge
 Convene relevant stakeholders to discuss allowing flood control districts to earn
long-term storage credits for qualifying stormwater and recharge water at permitted
flood control facilities.
