City Council Report Date: October 5, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Use of a Cooperative Contract for the Purchase of One E-One Cyclone Chassis 95' Rear Mount Platform (Replacement) for the Mesa Fire and Medical Department (Funded by Apparatus Public Safety Bond Funds) (Citywide) Recommendation Council is requested to approve the award as recommended. The Mesa Fire and Medical Department and Procurement Services recommend authorizing a change in vendor and type of apparatus, using the Sourcewell cooperative contract with Fire Truck Solutions in an amount not to exceed $2,428,503, based on estimated requirements. Background / Discussion In lieu of the previously approved tiller ladder, the Mesa Fire and Medical Department is requesting the purchase of one E-One Cyclone Chassis 95' Rear Mount Platform, as an essential need to support critical emergency operations. The current unit, a 2016 model with 112,000 miles, has exceeded its reliable service life and no longer meets the operational demands placed on it. The unit being replaced will be traded, auctioned or sold. In 2024, Council approved the Fire Department to purchase a Pierce tiller truck based on a recommendation from the department’s Ladder Committee. In 2026, prior to the start of production, the department reviewed the planned purchase and determined that a rear- mount ladder truck would better align with its current fleet and operational needs. Because production of the tiller had not yet begun, the department was able to consider alternative apparatus configurations and elected to cancel the Pierce tiller order. The E-One rear- mount ladder truck is similar in design and operation to the ladder trucks currently in the department’s fleet. The decision to pursue an alternative apparatus was based on operational, training, and staffing considerations identified by members of the Ladder Committee. Unlike the department’s existing ladder trucks, a tiller requires specialized training and two Engineers to operate rather than one. Because the department would have only one tiller in its fleet, the apparatus would need to be taken out of service for training, potentially affecting its availability for operations. Additionally, the specialized training requirements would limit the number of personnel qualified to operate the apparatus, creating potential staffing challenges when covering vacancies. These considerations supported the department’s decision to select an apparatus configuration that is more consistent with its existing fleet and staffing model. The current, estimated delivery is 586 days (19-20 months) after the receipt of order. The Sourcewell cooperative contract has been competitively bid and meets the City’s procurement requirements. Utilizing the Sourcewell contract allows the City to receive competitive rates based on a formally solicited agreement. The City believes the pricing is fair and reasonable and soliciting for this single unit would not result in the City receiving more favorable pricing or terms.
