Pursuant to A.R.S. § 38-431.03(A)(3) the Council may, by majority vote, recess or adjourn to
executive session at one or more times during the meeting, as needed to confer with the City
Attorney for legal advice regarding any item listed on this agenda.
1. Call to Order/Invocation/Pledge of Allegiance/Roll Call
Mayor Orsborn called the meeting to order at 6:00 p.m.; Susan Cheatham with Susan Cheatham
Ministries led the invocation; Councilmember Heustis led the Pledge of Allegiance.
Members Present: Councilmember Youngker, Councilmember Berry, Councilmember HagEstad,
Councilmember Beard, Councilmember Heustis, Vice Mayor Goodman, and Mayor Orsborn.
Members Absent: None.

the City of Buckeye.

Consent to Formation of a Maintenance Improvement District (MID); declaring the

ordering the recording and filing of this Resolution.

the "City of Buckeye Maintenance Improvement District No. MID-2026-003"; and
ordering the recording and filing of this Resolution.

Agreement (Contract No. 32600104) between the City of Buckeye, an Arizona
municipal corporation, and Huitt-Zollars, Inc. a Texas corporation, related to the
second phase of the Buckeye Area Drainage Master Plan Update; and authorize the

City Manager to execute and deliver said Change Order on behalf of the City of
Buckeye.

Council approved Change Order No. 1 to the Professional Services Agreement (Contract No.
32600104) between the City of Buckeye, an Arizona municipal corporation, and Huitt-Zollars, Inc. a
Texas corporation, related to the second phase of the Buckeye Area Drainage Master Plan Update;
and authorize the City Manager to execute and deliver said Change Order on behalf of the City of
Buckeye.
*4.L Council to take action on the Memorandum of Understanding (MOU) between the City
of Buckeye and the Buckeye Valley Chamber of Commerce relating to economic
development services; authorizing the City Manager to execute and deliver said MOU
on behalf of the City of Buckeye; and authorizing a budget transfer of $20,000 from
the General Fund Contingency to Economic Development.

Retirement System (PSPRS) Pension Funding Policy for fiscal year 2027 and
accepting the City's share of the assets and liabilities under the system based on the
system's actuarial valuation report; and providing for repeal of conflicting
resolutions.

(PSPRS) Pension Funding Policy for fiscal year 2027 and accepting the City's share of the assets
and liabilities under the system based on the system's actuarial valuation report; and providing for
repeal of conflicting resolutions.
*4.O Council to take action on Ordinance No. 05-26 adopting the establishment and levy of
an annual assessment by the governing body of the Street Lighting Improvement
Districts (SLIDs) set forth in said Ordinance for fiscal year 2027, beginning July 1,
2026 and ending June 30, 2027, upon each property within the District, a certain sum
sufficient to raise the amounts estimated to be required in the annual budget.

assessment by the governing body of the Street Lighting Improvement Districts (SLIDs) set forth in
said Ordinance for fiscal year 2027, beginning July 1, 2026 and ending June 30, 2027, upon each
property within the District, a certain sum sufficient to raise the amounts estimated to be required in
the annual budget.

*4.P Council to take action on Ordinance No. 14-26 levying upon the assessed valuation of
the property within the City of Buckeye, subject to primary and secondary taxation a
certain sum upon each one hundred dollars ($100.00) of valuation sufficient to raise
the amounts estimated to be required in the annual budget for the purpose of paying
for various expenses; to raise the amount estimated to be received from other
sources of revenues; providing funds for various bond redemptions, for the purpose
of paying principal and interest upon bonded indebtedness; all for fiscal year ending
the 30th day of June, 2027; and directing the City Clerk to record a copy of this
Ordinance.

Wastewater Watson Road Community Facilities District (CFD) Reimbursement Fund

conform.

*4.S Council to take action on Resolution No. 55-26 approving the 2026 Library Services
Technology Act (LSTA) Subgrant Award through the Arizona State Library, Archives
and Public Records, a Division of the Arizona Secretary of State; and authorizing the
City Manager to accept said Subgrant Award on behalf of the City of Buckeye.

Council adopted Resolution No. 55-26 approving the 2026 Library Services Technology Act (LSTA)
Subgrant Award through the Arizona State Library, Archives and Public Records, a Division of the
Arizona Secretary of State; and authorizing the City Manager to accept said Subgrant Award on
behalf of the City of Buckeye.
*4.T Council to take action to ratify and approve the submission of a grant application
under the “BJA FY25 Comprehensive Opioid, Stimulant, and Substance Use, Site-
Based Program” grant opportunity to the Bureau of Justice Assistance through the
United States Department of Justice, with a grant request in the amount of $1,300,000

and a non-required $435,705 match from the City of Buckeye, with total project cost of
$1,735,705 over a period of 36 months; and authorize and direct the Mayor, City
Manager, City Attorney, and City Clerk to take all steps necessary to cause the
execution and delivery, and carry out the purpose and intent of, said grant
application.

and Real Property Purchase Agreement between the City of Buckeye, an Arizona
municipal corporation, and Mattamy Arizona LLC, a Delaware limited liability
company; and authorize the Mayor to execute said Addendum on behalf of the City of
Buckeye.

Council approved the Addendum to Second Amendment to Bid Submission and Real Property
Purchase Agreement between the City of Buckeye, an Arizona municipal corporation, and Mattamy
Arizona LLC, a Delaware limited liability company; and authorize the Mayor to execute said
Addendum on behalf of the City of Buckeye.
5. Public Hearings / Non-Consent - New Business
5.A Council to hold a public hearing only related to the annexation of four parcels of land
totaling 49.617 acres located approximately 1,350 feet south of the southwest corner
of 269th Avenue and the Lower Buckeye Road alignment.
Staff Liaison: Ken Galica, Planning Manager
Mr. Galica presented information on a proposed annexation of approximately 49.617 acres located
south of Lower Buckeye Road and 269th Avenue. The property is currently designated Business
Corridor and zoned Rural-43 in Maricopa County. He noted that future requests related to the
property, including General Plan and Community Master Plan amendments, may be brought
forward for Council consideration; however, approval of the annexation would not obligate Council
to approve any future applications. Mr. Galica reported that the annexation complies with applicable
statutory requirements and would subject future development to City standards. He recommended
conducting the public hearing and returning the annexation for Council consideration at a future
meeting. Mayor Orsborn opened a public hearing at 6:17 p.m. to hear citizen input regarding the

proposed annexation. There being no public comment, Mayor Orsborn closed the public hearing at
6:18 p.m.
6. Comments from the Mayor and Council
Vice Mayor Goodman recognized and thank Rob Roach and the Grants Team for their efforts to
apply for and secure several million dollars in grant funding for the City.
7. City Manager's Report and Summary of Current Events
Mr. Sandstrom presented a summary of current events.
8. Proposals for Future Agenda Items – None.
9. Adjournment
There being no further business to discuss, Mayor Orsborn adjourned the meeting at 6:21 p.m.
