D R A F T WORK SESSION OF THE COMMON COUNCIL OF THE CITY OF EL MIRAGE EL MIRAGE CITY COUNCIL CHAMBERS 10000 N. EL MIRAGE ROAD 4:30 PM -TUESDAY, SEPTEMBER 15, 2026 Minutes 1. ROLL CALL Present: Mayor Alexis Hermosillo; Vice Mayor Jacquelyn Parsons; Councilmember Monica Dorcey; Councilmember Ryan Eldridge; Councilmember Anita Norton; Councilmember Donna Winston (online) Absent: Councilmember Scottie Gentry 2. CALL TO ORDER 3. WORK SESSION PRESENTATION 1. Electric Bicycle and Electric Scooter Ordinance Discussion (Police) Tim Mason, Assistant Police Chief, presented a draft proposal for an E-Bike and E-Scooter Ordinance. Currently, the El Mirage City Code does not address E-Bikes and E-Scooters. An ordinance change is requested to better align with the Arizona Revised Statutes and surrounding jurisdictions. Ordinance requirements would mirror the Arizona Revised Statutes, including provisions on E-Bikes, E-Scooters, and bicycles. This includes adhering to traffic laws and following posted speed limits. The proposed changes to the El Mirage City Code include: E-Bikes and E-Scooters cannot be ridden on sidewalks except on multi-use or shared paths, such as Basin Park, unless prohibited by a sign or traffic control device. Age restrictions include: under 12 can not operate an E-Bike or E-Scooter, under 14 can not operate a Class 1 or Class 2 E-Bike, and under 16 can not operate a Class 3 E-Bike. Additional proposed changes would include bicycles not being ridden on sidewalks, with the following exceptions: the rider is under the age of 18; traffic control devices allow riding on the sidewalk; or riding on multi-use or shared paths that require safety equipment. Current penalty provisions remain unchanged, and the existing structure now applies to violations involving E-Bikes and E-Scooters. Council discussion included who would enforce the ordinance, mandating helmet use, penalties, extra passengers, bans on reckless operation, citing the child or the parent, providing education versus punishment, alignment with state statute, and a review and recommendation from the El Mirage Youth Advisory Commission. 4. EXECUTIVE SESSIONS 1. Consideration and action to convene into Executive Session pursuant to A.R.S. § 38-431.03(A)(3) and (A)(4) to receive legal advice from counsel regarding pending or potential litigation.
