1. ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Jacquelyn Parsons; Councilmember Monica
Dorcey; Councilmember Ryan Eldridge; Councilmember Scottie Gentry;
Councilmember Anita Norton; Councilmember Donna Winston (online)
2. CALL TO ORDER - meeting called to order at 6:00 p.m.

3. PROCLAMATION
1. Consideration and action to proclaim October 4-10, 2026, as Fire Prevention Week in the
City of El Mirage. (Fire)
Mayor Hermosillo proclaimed that October 4-10, 2026, is Fire Prevention Week in the City
of El Mirage.
4. CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so
at this time. Comments shall be limited to three (3) minutes per person and shall be
addressed to the City Council as a whole. At the conclusion of the Call to the Public,
individual City Council Members may (1) respond to criticism made by those who have
spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the
matter be put on a future agenda.
Miguel Santiago Ramirez, a citizen, gave background on Mexican Independence Day and
shared his concerns regarding Flock cameras and automatic license plate readers.
Todd Balash, a resident, stated that he has reviewed the Mountain States Pipe contract
and that a warranty was included in its language. He requested that the council members
review the contract and enforce the warranty that was included.
Jim McPhetres, a resident, shared his concerns about the use of Flock cameras in El
Mirage. He stated he is aware of the Mountain States Pipes contract, and the warranty
does not expire until next year, and the council should hold them responsible for the meter
failures. He also expressed concern about the agenda item to purchase additional police
vehicles.

Angelina Estrada, a resident, expressed her concerns regarding the use of Flock cameras.
5. CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion
is desired regarding any Consent Agenda Item, that item will be removed from the
Consent Agenda and voted on separately.
1. Consideration and action to approve the minutes of the City Council Work Session and
Regular City Council meeting held Tuesday, September 1, 2026. (City Clerk)
2. Consideration and action to enter into a one (1) year extension of the agreement between
American Medical Response (AMR) and the City of El Mirage for Emergency Medical
Transport Services. (Fire)
3. Consideration and action to reject bids from City procurement for Roof Re-sealing Services
at the City Hall facility (EM26-URR01). (Public Works)
4. Consideration and action to approve the purchase of goods and services from Empire
Southwest LLC for backup generator maintenance for FY27 for City facilities in an amount
not to exceed $42,962.04 and to authorize the finance department to make any necessary
transfers. (Public Works)
5. Consideration and action to authorize City Manager to enter into contract extension with
Entellus Inc for On-Call Geographic Information System (GIS) support per City of El Mirage
contract PW23-RFP-GIS01. (Public Works)
6. Consideration and action to approve the purchase of five Police Vehicle Radios for five
2027 Ford Explorers from Motorola Solutions under AZ State Contract CTR046830 at a
cost of $41,245.07 (Police).
At the request of Councilmember Eldridge, Consent Agenda Item 5.6 was pulled
for consideration and action on the Regular Agenda as 6.1.
7. Consideration and action to approve the purchase of five 2027 Ford Explorers through the
vehicle replacement program at a cost of $255,260.75 from Peoria Ford under AZ State
Contract CTR059322 (Police).
At the request of Councilmember Eldridge, Consent Agenda Item 5.7 was pulled
for consideration and action on the Regular Agenda as 6.2.
Vice Mayor Parsons moved to approve Consent Agenda items 5.1-5.5, seconded
by Councilmember Dorcey.
Motion passed 7/0
6. REGULAR AGENDA
6.1 Consideration and action to approve the purchase of five Police Vehicle
Radios for five 2027 Ford Explorers from Motorola Solutions under AZ State
Contract CTR046830 at a cost of $41,245.07 (Police).
Mayor Hermosillo stated this item was pulled for discussion by Councilmember Eldridge.

Councilmember Eldridge asked if any of the older radios or their parts were being reused.
Assistant Chief Mason stated that whenever possible, the older radios and parts are
repurposed.
Councilmember Norton-McDaniel asked why the price of radios has increased. Assistant
Chief Mason stated that Motorola is the current supplier and that he could only speculate
as to why, possibly due to inflation.
Vice Mayor Parsons moved to approve the purchase of five Police Vehicle Radios
for five 2027 Ford Explorers from Motorola Solutions under AZ State Contract
CTR046830 at a cost of $41,245.07, seconded by Councilmember Dorcey.
Motion passed 6/1 (NAY: Councilmember Gentry)
6.2. Consideration and action to approve the purchase of five 2027 Ford
Explorers through the vehicle replacement program at a cost of $255,260.75
from Peoria Ford under AZ State Contract CTR059322.
Vice Mayor Parsons moved to approve the purchase of five 2027 Ford Explorers
through the vehicle replacement program at a cost of $255,260.75 from Peoria
Ford under AZ State Contract CTR059322, seconded by Councilmember Dorcey.
Motion passed 4/3 (NAY: Councilmember Eldridge, Councilmember Gentry,
Councilmember Norton-McDaniel)
7. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS
The City Council may not act upon any matter in the City Manager's summary, but may
have general comments or questions.
8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS
The Mayor and City Council may not discuss or act upon any matter in the summary
unless the specific matter is properly noticed for legal action.
Councilmember Dorcey stated that she was really pleased with the recent edition of the El
Mirage Connect Newsletter.
Councilmember Eldridge stated that he recently participated in a ride-along with the Parks
Department. He thanked the staff for being very responsive.
Councilmember Gentry asked residents to support Dysart High School.
Councilmember Winston stated the El Mirage Connect Newsletter was fabulous.
