DESIGN REVIEW BOARD Business Item IV.C COMMUNICATION The Boulevard (PZ-26-0054) To: Design Review Board Members From: Randy Proch, Planning & Community Development Director Meeting Date: 10/1/2026 RECOMMENDED MOTION: MOVE TO RECOMMEND APPROVAL TO THE ZONING ADMINISTRATOR FOR THE PROPOSED THREE-STORY COMMERCIAL BUILDING 'THE BOULEVARD', FILE NO. PZ-26-0054, SUBJECT TO THE EXHIBITS PROVIDED BY THE APPLICANT AND STIPULATIONS 1 AND 2. BACKGROUND/DISCUSSION: The proposal is to build a new three-story 6,952 square foot commercial building within the existing parking lot located at the northwest corner of Old Litchfield Road and Wigwam Boulevard, known as the Tierra Verde Shopping Center. The location would be known as "170 W. Wigwam Boulevard" and is zoned NC PD. The applicant has separately brought forward and received recommendation from the Design Review Board for another building within the site to the north, known as The Venue. That project, along with this project, requires rezoning the entire parcel to City Center (CTR) to match the remainder of the downtown parcels. The rezoning will create the avenue for the decreased setbacks, parking requirements, and building heights. As presented, the project does not comply with any current Neighborhood Commercial standards. The current proposal, The Boulevard, would not impact the adjacent efforts to create the updated fire lane. It should also be noted that the proposed third story is not supported within CTR, due to the proximity to Wigwam Boulevard. Any projects within 150 feet of the right-of-way are restricted to two stories to reduce overbearing onto the adjacent residential homes. Through the Development Agreement and Council action, an increased height may be considered as part of the action. The proposed architecture is consistent with the CTR standards found within Litchfield Square, with some concerns along the northern facade that will be discussed as part of the presentation. Staff is advancing this proposal to the DRB under the Enhanced Track for recommendation and has not received any public comments on this proposal. STAFF RECOMMENDATION: Staff requests that the Design Review Board take the following action: Recommend approval to the Zoning Administrator, subject to the exhibits provided by the applicant and stipulation 1. and 2. 1. Staff approval cannot occur until the property has been rezoned to City Center (CTR) zoning district. 2.
