RESOLUTION NO. R2026-045

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YUMA, ARIZONA, REPEALING RESOLUTION R2019-034 AND ADOPTING THE CITY OF YUMA EMERGENCY OPERATIONS PLAN 2026


WHEREAS, Arizona Revised Statutes Section 26-308(B) provides that each incorporated city of the State of Arizona shall establish and provide for emergency management within its jurisdiction in accordance with state emergency plans and programs; and,

WHEREAS, the City of Yuma recognizes the need for a current emergency operations plan designed to facilitate coordinated emergency response during periods of crisis; and,

WHEREAS, the City Council adopted the City of Yuma Emergency Operations Plan 2018 by Resolution R2019-034, which repealed Resolution R2011-29 and adopted the 2018 plan; and,

WHEREAS, the City is updating its Emergency Operations Plan in 2026, and the updated plan is intended to strengthen emergency preparedness and response coordination through training exercises with City staff, regional partners, and elected officials; and,

WHEREAS, the City of Yuma Emergency Operations Plan 2026 is intended to replace the City of Yuma Emergency Operations Plan 2018; and,

WHEREAS, the City of Yuma Emergency Operations Plan 2026 will be reviewed annually and administratively amended as necessary to reflect organizational changes, lessons learned, emerging threats, and evolving best practices.

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Yuma as follows:

SECTION 1: Resolution No. R2019-034 dated September 4, 2019 is repealed.

SECTION 2: The City of Yuma Emergency Operations Plan 2026, attached as Exhibit A and incorporated into this Resolution by reference, is adopted.

SECTION 3: A copy of the City of Yuma Emergency Operations Plan 2026 shall remain on file in the Office of the City Clerk.

SECTION 4: The City Administrator, Fire Chief, Emergency Management Director, and other appropriate City officials are authorized and directed to take all actions necessary to implement the purposes of this Resolution.

SECTION 5: If any section, paragraph, clause, or provision of this Resolution is held invalid or unenforceable, the invalidity or unenforceability shall not affect the remaining provisions.
