Regular City Council Meeting Agenda of July 1, 2026 Motion Consent Agenda Items C.3 through C.8 – Cooperative Purchase Agreements: Information Technology Products and Services; SCADA Server Refresh; Cyclical Laptops and Monitors Refresh Project; Cyclical Network Refresh Project; Cyclical Public Safety Radio Equipment Refresh; and Axon Software Motion Consent Agenda Item C.10 and C.11 – Sole Source: Human Resources Software Subscription Renewal; and Tyler/New World Enterprise Resource Planning Software Subscription Renewal Discussion • The annual technology procurement authorization of $8.8 million represents the total anticipated technology purchases across all departments and funds. Individual technology purchases exceeding $100,000 are identified separately for transparency and procurement compliance purposes and are included within, not in addition to, the overall authorization amount. (Martinez/Kirk) ____________ Legal/Personnel Matter – Discussion and possible action on a censure resolution. Joseph Estes, Special Legal Counsel, reminded City Council that discussions held during Executive Session are confidential and may not be disclosed or revisited during the public meeting. Public discussion is limited to matters appropriate for open session consideration, while the substance of Executive Session discussions remains confidential. Morales read a statement addressing recent allegations regarding the disclosure of Executive Session information, responded to concerns raised by members of the public, commented on the related review process, and stated that he had asked the Arizona Attorney General to review whether the matter was handled appropriately and whether proper legal guidance had been provided. Executive Session/Adjournment Motion (Morales/McClendon): To adjourn the meeting to Executive Session. Voice vote: approved 6-0.
