RESOLUTION NO. R2026-034

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YUMA, ARIZONA, AUTHORIZING AND APPROVING AN  INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF YUMA AND YUMA UNION HIGH SCHOOL DISTRICT NO. 70, TO PROVIDE A SCHOOL RESOURCE OFFICER ON PARTICIPATING SCHOOL GROUNDS TO CONTRIBUTE TO A SAFE ENVIRONMENT CONDUCIVE TO TEACHING AND LEARNING
			
WHEREAS, the School Safety Program was established by Arizona Revised Statutes (“A.R.S.”) § 15-154 in 1994 for the purpose of placing School Resource Officers (“SRO”) and Juvenile Probation Officers (“JPO”) on school grounds to contribute to safe school environments conducive to teaching and learning; and, 

WHEREAS, the Yuma Union High School District No. 70 (“District”) and the City of Yuma (“City”) are authorized by A.R.S. § 11-952 et seq., Article III, Section 13, of the Yuma City Charter, and A.R.S. § 15-342.13 to enter into agreements for the joint exercise of any power common to the contracting parties as to governmental functions necessary for the public health, safety and welfare, and the proprietary functions of such public agencies; and,

WHEREAS, the District and the City desire to work in cooperation with one another to further the goals of the approved School Safety Program and shall accept the roles and responsibilities as established in the School Safety Program guidelines; and,	

WHEREAS, through this Agreement, the Yuma Police Department (“YPD”) will assign four SROs for successive 10-month periods to the District to perform the services listed in the agreement. 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yuma as follows: 

SECTION 1:  The City Council finds entering into an intergovernmental agreement with Yuma Union High School District No. 70 for the purpose of placing an SRO on school grounds is in the public interest by promoting a safe and prosperous learning environment. 

	SECTION 2:  On behalf of the City of Yuma, the City Administrator is authorized and directed to execute the document titled Intergovernmental Agreement between Yuma Union High School District No. 70, which includes Yuma High School, Kofa High School, Cibola High School, and Gila Ridge High School, and The City of Yuma through the Yuma Police Department, attached and incorporated into this Resolution by reference.
