MINUTES PARKS AND RECREATION COMMISSION IN-PERSON ONLY MONDAY HAL JENSEN RECREATION CENTER JUNE 15, 2026 2403 N. IZABEL ST. 4:00 P.M. 1. Call to Order Chair Parsons called the meeting to order at 4 PM. 2. Roll Call NOTE: One or more Commissioners may be in attendance through other technological means. Chair Stephen Parsons, present Commissioner Lisa Lamberson, absent Vice Chair Austin Kerr, present Commissioner Jill Christensen, present Commissioner Neil Frazier, absent Commissioner Josh Stackhouse, absent Commissioner Camille Diab, present Councilmember Representative: Anthony Garcia, present Staff present: Rebecca Sayers (PROSE Director), Amy Hagin (PROSE Assistant Director), Tyrone Johnson (Recreation Manager) Crystal Warden-Gant (HJRC Supervisor), Lori Reynolds (PROSE Administrative Specialist) 3. Land Acknowledgement The Flagstaff Parks and Recreation Commission humbly acknowledges the ancestral homelands of this area's Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home. 4. Approval of Minutes - May 18, 2026 Commissioner Kerr moved to approve the May 18, 2026 minutes as attached. Commissioner Christensen seconded the motion. Motion carried. 5. Open Call to the Public This portion of the meeting is for items that are NOT on the agenda. The Commission cannot act on items presented during the public participation of the agenda. The Commission is prohibited by the open meeting law from discussing or considering the item until the item is officially placed on an agenda. Please limit comments to five minutes. 6. Discussion Items A. Tour of new gaming room at Hal Jensen Recreation Center Tyrone Johnson introduced Commissioners to Crystal Warden-Gant, supervisor at Hal Jensen Recreation Center (HJRC). Crystal led Commissioners on a tour of the HJRC facility, highlighting recent facility improvements, program offerings, and ongoing efforts to expand community engagement. The tour began in the facility's gaming areas. Crystal explained that the main gaming room received a fresh coat of paint several months ago in preparation for the installation of new gaming equipment. The room has since been furnished with several new lounge chairs, three large-screen televisions used for Nintendo Switch and PlayStation gaming, and a newly acquired Pac-Man arcade machine. Commissioners then visited the newly renovated gaming lounge, where they observed several youth actively utilizing the space - playing games online while another youth demonstrated the facility's virtual reality (VR) gaming equipment. Crystal shared that the gaming rooms experience significant participation during the school year, particularly during lunch periods and after-school hours. She noted that safeguards and access restrictions are in place to ensure age-appropriate content and responsible use of gaming platforms. As staff continue to gain experience with the technology, plans are in place to expand the variety of VR gaming options available. Crystal added that the response from youth has been overwhelmingly positive, with many expressing excitement about the new gaming room and appreciation for the quality of the equipment provided. The tour continued to the gymnasium, where Crystal highlighted several recent improvements to the gymnasium, including new wall paneling at each end of the court and the new HVAC system providing air-conditioned space in the gymnasium for the first time. As the tour proceeded through the facility, Crystal pointed out the racquetball courts, weight room, and kitchen. She explained that the kitchen hosts a popular cooking class every Friday during the summer, where youth learn basic cooking skills and how to prepare simple, healthy, and affordable meals. Upstairs, Commissioners viewed space utilized by the Transition School, commonly referred to as "T-School." Crystal emphasized that HJRC staff are actively working to expand outreach efforts beyond the Sunnyside neighborhood while also increasing public awareness that the recreation center and its programs are open and available to community members of all ages. The tour concluded in the community garden, where Commissioners observed a variety of flowers, vegetables, and herbs beginning to sprout. They also learned about the onsite compost drop-off location, which is available to community members through a partnership with the City of Flagstaff's Sustainability Program. Following the tour, Commissioners expressed appreciation for the recent facility improvements, diverse programming opportunities, and staff efforts to create welcoming spaces and services for youth and the broader Flagstaff community. B. HVAC project at Hal Jensen Recreation Center Commissioners were able to view and feel the facility's new HVAC system unit in the gymnasium. Amy Hagin informed Commissioners that with Phase 1 completed, Phases 2 and 3 remain pending as staff work to identify funding sources. 7. Reports and Updates A.
