CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES July 7, 2026 1. Approval of the Minutes a. Minutes of April 7, 2026 Panel member Slavin moved to approve the minutes of April 7, 2026, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Vukadinovich seconded the motion. 4. ANNOUNCEMENTS a. Chairperson Diefenbacher introduced new Panel member Catherine Ralls 5. ACTION AGENDA a. Commander Shellum reviewed the Use of Force Report. b. Use of Force Summary Quarter 1 2026 c. The annual report was approved by all Panel members present with one correction: Josh Wright’s name was listed as City Manager and will be corrected in the final report. There were questions and discussion, but no questions specific to the use of force. Panel member Jenkins moved to approve the summary, seconded by Panel member Schinke. The motion was approved by all Panel members present. 6. Discussion a. Panel member Enoch was recognized during his final meeting after six years of service. Commander Shellum presented him with a plaque of appreciation. 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, October 7, 2026, at 6:00 pm. 8. INFORMATION ITEMS a. Officer elections will be conducted at the October meeting. ADJOURNMENT Panel member Vukadinovich moved to adjourn, seconded by Panel member Whitaker. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:11 p.m.
