Introduction
The Chandler Police Department's Professional Standards Section (PSS) is responsible for
reviewing, retaining, tracking, and analyzing all reportable use-of-force incidents. As part of
this responsibility, PSS conducts a comprehensive review of each incident and prepares both
a quarterly use-of-force report and an annual analysis. These reports help identify patterns
or trends that may highlight opportunities for training, equipment enhancements, policy
updates, or other corrective actions.
The quarterly use-of-force report is prepared in accordance with CALEA Standard 4.2.2,
Written Use of Force Reports and Administrative Review, and complies with Chandler Police
Department General Orders A-07.100.G, Reporting and Inspections - Administrative Reporting
~ Accreditation Reports, and E-01,400.£.9, Use of Force - Reporting and Review - Use of Force
Review Board.
Each quarterly report includes a summary of intermediate use-of-force incidents,
documenting the report number, cali type, date and time, involved officers, type of force
used, level of resistance encountered, and any injuries or medical care provided.
The report also offers a breakdown of the level of force used in each incident, along with an
analysis comparing overall force usage to the number of arrests made during the quarter.
This information is supplemented with demographic data (race, gender, and age), details of
injuries sustained by officers and subjects, and the circumstances surrounding all reportable
low and intermediate-level of force incidents.
Additionally, the report incorporates the deliberations and findings of the Use of Force
Review Board and highlights any emerging trends that may indicate a need for policy,
training, or procedural adjustments.
The Chandler Police Department has utilized the Use of Force Review Board since 2008. The
board meets monthly to review reportable use-of-force incidents and determine whether
the actions of involved employees were justified and consistent with departmental policy.
The board examines all low- and intermediate-level incidents to ensure policy compliance,
proper documentation, and identification of potential training needs. When necessary, the
board may refer an incident to the Professional Standards Section/Internal Affairs for further
review,
Quarterly reports addressing low and intermediate-level use-of-force incidents are shared
with the Citizens’ Panel for Review of Police Complaints and Use of Force to provide
transparency and community oversight.
Use of Force General Orders
The Chandler Police Department General Order E-01 Use of Force consists of 100 (Overview),
200 (Options), 300 (Investigating Use of Force Incidents) and 400 (Reporting and Review).

General Order E-01.200 lists different levels of force an officer can employ. These levels are
classified as Low, Intermediate, and Deadly.
Low Level Force consists of tactics and tools authorized to gain compliance, overcome
resistance, or capture, control, and facilitate constraint when an officer is faced with
resistance, This can include officer presence, verbal direction, empty hand control
techniques, and OC Spray or High-Pressure Air Systems for area saturation.
Intermediate Level Force consists of tactics, tools, and munitions authorized to gain
compliance, overcome aggression, or capture, control and facilitate constraint when an
officer is faced with aggression or aggravated aggression. This can include OC Spray, Impact
Devices, Conducted Electrical Weapon, Strikes, Police Service Dog (K9), and Bilateral Vascular
Restraint.
Deadly Force is a level of force used to stop a threat that, in the manner of its use or intended
use, is capable of creating substantial risk of causing death or serious physical injury. Officers
may employ all techniques, weapons, and devices outlined in this general order and others
that may be available.
The Chandler Police Department recognizes the current Arizona statutory law dictating that
no unnecessary or unreasonable force shall be used in making an arrest, and the person
arrested shall not be subjected to any greater restraint than necessary for his detention, The
Chandler Police Department stipulates officers must adhere to their training unless the
situation justifies a deviation from that training. When an officer decides to use force during
an incident, the officer must first consider Graham v. Connor factors which include the
severity of the crime, whether the subject poses an immediate threat to the officer or others,
whether the subject is actively resisting arrest or attempting to evade arrest by flight, and
any other factors under the totality of circumstances that were present.
A major factor in determining whether force is necessary depends on the behavior of the
subject. The subject could decide to be compliant or resistant. The levels of resistance are
classified into four different levels per Chandler Police Department General Order E-01.200.
Compliance consists of a person who acknowledges direction or lawful orders given and
offers no resistance or aggression. Resistance consists of actions taken by a subject to
prevent a physical arrest or detention, without placing an officer, themselves or another
person in jeopardy or physical harm. Aggression consists of actions taken by a subject to
prevent a physical arrest or detention and may cause physical harm to the officer,
themselves, or another person. Aggravated Aggression consists of actions taken by a subject
to prevent a physical arrest or detention and may result in the death or serious bodily harm
to the officer, themselves, or another person.
Per General Order E-01,400 Use of Force- Reporting and Review, not all applications of force
are required to be reported. Intermediate applications or attempted applications must
always be reported, Low level applications must be reported only when they result in injury

or complaint of injury. Medical attention must be offered when there is injury or complaint
of injury.
Background
The Chandler Police Department documents all low and intermediate-level reportable
use-of-force incidents in its internal Records Management System (RMS). The involved
employees complete a detailed report outlining the circumstances of the incident and fill out
the Use of Force Detail Page.
Once submitted, PSS is notified through RMS, initiating the Use of Force Review process. The
responding supervisor conducts an initial review and completes a Use of Force report in
BlueTeam.
The BlueTeam report includes information on the involved officer(s) and citizen, any
observed or reported injuries, the type of force used, a summary of the incident, the
associated police report, photographs of injuries, and relevant body-worn camera video. The
report then proceeds through the employee's chain of command, where each reviewing
supervisor documents their assessment and notes any concerns.
After the chain-of-command review is completed, the BlueTeam report is forwarded to PSS
for preparation ahead of the Use of Force Review Board meeting. Board members receive
the full report and supporting materials in advance to allow for thorough evaluation. During
the monthly meeting, the board discusses the incident and votes in accordance with
established review policies.
2026 Second Quarter Use of Force Review
During the second quarter of 2026, the Chandler Police Department recorded 2,119 arrests
involving both adults and juveniles. These arrests resulted in twenty-nine (29) reportable
use-of-force incidents at the low or intermediate level. Of these, eighteen (18) were classified
as intermediate use-of-force incidents, and eleven (11) involved low-level use-of-force. These
incidents occurred while officers were arresting or detaining individuals based on reasonable
suspicion or probable cause.
In several cases, more than one force type was used due to multiple officers being involved
or varying levels of resistance. Some incidents involve more than one officer using different
empty-hand control techniques, which can result in multiple types of force being
documented. As a result, the twenty-nine (29) incidents included a total of fifty (50) distinct
force types of low or intermediate-level force used. Overall, use-of-force incidents accounted
for only 1.4% of all arrests during this quarter. This report does not include firearm
discharges, deadly force, or any other force used during those incidents.

All twenty-nine (29) reportable incidents were reviewed by the Use of Force Review Board,
which meets monthly to assess whether each application of force was justified and
consistent with Chandier Police Department policies.
The following tables detail the incidents reviewed by the board for April, May, and June 2026.
They include information on the level and type of force used, subject demographics, injuries,
contributing factors, and the board's findings. This report also provides narrative summaries
of the eighteen (18) intermediate use-of-force incidents reviewed during the quarter.

Injuries
Eight (8) officers were injured during low or intermediate use of force incidents. The injuries
sustained by the officers were minor in nature and consisted of scrapes, abrasions, cuts, and
complaints of pain. The officers’ injuries stemmed from takedowns, body-to-body contact
while on the ground, or from being physically assaulted by the subject. There were forty-one
(41) officers with no injuries noted or visible.
Twenty-four (24) subjects were injured or complained of injury/pain during the use of force
incidents. The injuries sustained were minor in nature, consisting of abrasions, cuts, scrapes,
contusions, swelling, complaints of pain, and CEW puncture wounds. Some of the incidents
required transportation to the hospital for further medical evaluation. There were two (2)
incidents that resulted in serious injury and required transportation to the hospital for
further medical attention. The injuries consisted of a dog bite and a facial injury. There were
five (5) incidents that resulted in no injury.
Injured officers and subjects were offered medical attention, which they received when
requested, Medical treatment was either provided on scene by the fire department or at a
hospital for more extensive care or evaluation.

Medical Behavioral Emergency/Impaired by Alcohol or Drugs
Ten (10) subjects involved in low or intermediate use of force incidents were found to be a
person under the influence of alcohol or drugs, experiencing a medical behavioral
emergency, or a combination of impairments. There were eleven (11) subjects where it was
unknown if they were under the influence or experiencing a medical behavioral emergency
and eight (8) subjects where nothing was detected.

Policy Violations
Twenty-eight (28) use of force incidents were found to be within policy. One (1) use of force
incident was referred to PSS for further review.
Training Issues
The Use of Force Review Board identified four (4) use-of-force incidents for which training
recommendations were made. The recommendations included requesting additional
resources when appropriate, utilizing open and empty hands during the initial approach and
maintaining full commitment when going hands on, designating one point of contact to
provide clear and concise commands, and assigning a designated hands-on officer to assist
with gaining and maintaining control.
These training recommendations were communicated to the involved employees’ respective
chain of command and the Training Unit for further review, follow-up, and appropriate
training consideration.
Conclusion
The review of use-of-force incidents during the second quarter of 2026 found that officers
utilized appropriate levels of force to affect the arrest or detention of subjects, These findings
demonstrate that the Department's use-of-force policy, defensive tactics training, Use of
Force Review Board process, and overall philosophy are consistent with applicable case law,
statutory requirements, and the principles of community-oriented policing.

Subject: White Male, 53 years old

Summary:
On April 3, 2026, officers responded to a fight in progress at West Chicago Street and South
Oregon Street in Chandler. The call notes stated an adult male was assaulting a child. Officer
Dalen #884 arrived on scene and several citizens directed him to the male involved, A male
victim stated he was assaulted by the other male and was bleeding from the nose. Officer
Dalen developed reasonable suspicion the male was involved in an assault and disorderly
conduct. The male walked into the breezeway tunnel under the Hilton Hotel westbound
towards Oregon Street. The officer activated his emergency lights on his marked police
vehicle in view of the male. He exited the police vehicle in full police uniform and yelled out,

approximately 2106 hours, the officer approached the breezeway and requested additional
resources to de-escalate the situation and assist. As he approached, the male emerged from
behind the pillar and began to walk towards him. The officer attempted to gain his voluntary
compliance and told him, face

no, and started to walk past the officer towards the victim. To prevent his escape, and to
prevent additional contact with the victim, Officer Dalen grabbed onto the male by his upper
right arm. The male aggressively turned towards the officer and wrapped his hands around
Officer Dalen's waist, pulling on the officer. The male grabbed onto his police baton and
ripped it from his belt, damaging it. Due to the male's aggression, and to overcome his
resistance and stop his assault, Officer Dalen struck the male in the face with his first. The
male fell to the ground. Once on the ground, the male tensed his arms and resisted attempts
to place him in a handcuffing position. The male continued his aggressive demeanor and
grabbed onto the officer’s left wrist and held it with a firm grip. Officer Dalen delivered
additional strikes to the male’s face and a knee strike to his abdominal area while giving the
male commands to let go of his wrist. The male let go but continued to tense his arms and
resist attempts to handcuff him. Another officer arrived and assisted. The officers were able
to overcome his resistance and apply handcuffs. The male declined medical treatment. An
ID Tech responded and photographed his injuries, which consisted of redness on his face
and scrapes to his knees. The male appeared to be under the influence of alcohol. The male
was arrested for Assault, Disorderly Conduct, and Resisting Arrest. The incident was captured
on the officer's body worn camera,

Subject: White Male- Hispanic, 40 years old
Subject Actions: Resistance
summary:
On April 05, 2026, multiple officers responded to 575 West Pecos Road, #2064 reference a
domestic violence call where an adult male pointed a gun at his wife. Upon arrival, officers
learned two other parties resided in the home and heard the verbal dispute between the
suspect and the victim. One witness heard the victim yell that the suspect pointed a gun at
her and observed a handgun lying on the bed. The witness retrieved the handgun and ran
out of the apartment along with the second witness who had dialed 9-1-1. The victim later
exited the apartment and was safely relocated for further interviews. An immediate action
team was established. The suspect exited the apartment and commands were given to stop.
The suspect fled on foot resulting in a foot pursuit. The suspect ultimately relocated back to
his apartment where officers attempted to contain him to apartment #2064. The suspect
later opened his front door and officers continued to give commands, but he was non-
compliant and shut the door. At this time, officers established probable cause for felony
Aggravated Assault. The suspect later opened the door and Officer Mrotzek #921 gave
commands for the suspect to exit and announced that force would be used if he did not
comply. The suspect did not comply and at 2101 hours, Officer Mrotzek deployed one 40mm
less lethal round which struck the suspect mid torso, The suspect closed the door on officers
who ultimately retreated to a containment position and awaited SWAT arrival for a
barricaded subject. SWAT explosively breached the front door and inserted OC 37mm
rounds into two of the bedroom windows, along with PAVA rounds into the west window.
The suspect eventually exited the apartment via the front door. The suspect would not
comply with commands, flipped off both teams, and yelled expletives. Due to the crime of
Aggravated Assault with a firearm, lack of compliance and not submitting to arrest, the
suspect being possibly still armed with a handgun, and telling officers multiple times he was
not going to come out, Officer Snedigar #732 released his Police Service Dog K9, “Cowboy,”
at the suspect at approximately 2313 hours. The K9 bit the male's left shin and was on bite
for approximately 40 seconds until the male was placed into custody. A medic immediately
provided medical attention to the male’s shin and he was transported to the hospital for
further medical treatment. The male sustained multiple punctures and lacerations to his left
shin and bruising to his stomach area. The injuries were photographed. The male appeared
to be under the influence of alcohol or drugs. The male was arrested for Aggravated Assault-
DV, Assault- DV and Disorderly Conduct- DV. The incident was captured on the officer’s body
worn camera.

Subject: White Male- Hispanic, 33 years old

Summary:
On April 13, 2026, Officer Currington #957 responded to 4838 West Mercury Way in Chandler
to serve an Order of Protection (OOP) to the male defendant. He also learned the male had
nine (9) outstanding warrants for his arrest. Officer Currington successfully served the OOP
and took the male into custody, The male requested paramedics for chest pain and he was
transported to Chandler Regional Medical Center for an evaluation and to obtain a medical
clearance for jail. While at the hospital, the male was handcuffed by one hand to the hospital
bed. During the entire stay at the hospital, the maie was argumentative with the officer and
verbalized that he was angry about being served with an OOP. The hospital evaluation took
hours to complete. Due to the male’s argumentative, uncooperative and threatening
behavior, Officer Currington handcuffed the male's second hand to the bed to immobilize
him. At this time the male’s right leg was unsecured and he was lying in a reclined position
on the bed. Hospital staff advised they needed a urine sample to complete their evaluation,
but the male refused to provide a sample and was warned they would utilize a “straight-
catheter” to retrieve urine if he did not provide a sample. A couple hours later, the male stil!
had not provided a urine sample and the nursing staff decided to move forward with the
“straight-catheter.” The male responded by saying he would assault hospitai staff if they
attempted that procedure. The male began adjusting himself in the bed as if he was going
to resist the medical procedure. As Officer Currington began to slide the RIPP restraint over
the male’s leg, he pulled his leg back and curled it under his body causing the RIPP restraint
to come off his leg. The male told Officer Currington he was going to kick him, and a verbal
warning was issued that force would be used against him. Officer Currington then
repositioned himself on the right side of the hospital bed to try and gain control of his leg.
When Officer Currington went to grab the male's leg again, he curled his leg inward as if he
was going to kick him and used his hands to gain leverage on the bed to junge forward
toward the officer. The male thrust his torso and head toward the officer in an attempt to
head-butt him. Officer Currington responded with a fist strike to the male’s face. The strike
struck the left side of the male's face, which caused his nose to bleed. Nursing staff provided
further medical attention, Officer Currington did not suffer any injury. The male's injuries
were photographed. The incident was captured on the officer's body worn camera. He was
arrested for Threatening or Intimidating, Aggravated Assault on a Police Officer, and the
arrest warrants.

Subject: White Male- Hispanic, 51 years old

Summary:
A male suspect wanted on a US Marshals warrant, and probable cause charges for domestic
violence related crimes and arson fled from patrol on April 18, 2026. The male had an
extensive criminal history and was believed to be armed. On April 21, 2026, Detectives with
the Special Investigation Section attempted apprehension, but the male suspect fled from
his vehicle and attempted to hide from law enforcement, The male walked towards Calle Los
Cerros Drive and Baseline Road in Tempe. Officers with Mesa’s Violent Offender Unit
attempted less lethal force options by utilizing bean bags, but the male fled east towards
Detective Castiegrante #768 who utilized a Conducted Electrical Weapon (CEW) to arrest the
suspect. Four probes were deployed, but no probes penetrated the male's clothing. The male
did not sustain any injuries. The incident was captured on another officer's body worn
camera. The male was arrested for domestic violence crimes and an arrest warrant.

Subject: Black Male, 24 years old

Summary:
On April 24, 2026, officers responded to 2000 West Ray Road in Chandler reference a male
who needed to be trespassed from the store and was alleged to have stolen miscellaneous
food items. Prior to police arrival the male left the store and drove to the area of North
Andersen Boulevard and West Linda Lane where he crashed the vehicle he was in and fled
on foot. Officers arrived in the area and as they were setting up a perimeter, a citizen advised
a male had attempted to get into her vehicle while she was in it. Another officer advised they
saw movement near the Northeast corner of 1825 West Ray Road and a drone confirmed
there was a male walking in the area. Officer Bacon#835, Officer Roberts #928, and other
officers arrived in the area of the complex entrance gate where the male was observed
walking and he matched the description of the suspect. Commands were given to the
suspect to stop, but the male ignored all commands and continued to walk away. Fearing for
the potential safety of the community as the male had already attempted to enter an
occupied vehicle, Officer Bacon #835 released his department issued Police Service Dog K9,
“Viggo," who bit the right wrist area of the male suspect. Officers Roberts #928 and other
officers then attempted to place the male into custody. A handcuff was placed on the right
wrist of the suspect, which around this time Officer Bacon successfully detached K9 Viggo
from the arm of the suspect after being on bite for 17 seconds. Officers told the male to
place his arm behind his back which the suspect ignored. The male continued to flex and
tense up his arm not allowing officers to maneuver his arm behind his back. As this was
occurring, Officer Roberts #928 delivered two sets of three closed fist strikes to the right side
of the male's ribcage area. When this did not gain compliance, Officer Roberts delivered one
knee strike to the same area. The male was eventually detained after a brief struggle.
Chandler fire was called and responded to evaluate the male's injuries which included
multiple puncture injuries to the male's right wrist/forearm area. An ID Technician
photographed the injuries, The incident was captured on the officer’s body worn cameras.
The male was arrested for Shoplifting, Disorderly Conduct, Fail to Remain at Accident, and
Resisting Arrest,

Subject: Black Male, 18 years old
Subject Actions: Resistance, Aggression
Summary:
On April 24, 2026, members of the Special Investigations Section attempted to arrest a male
subject for multiple felony warrants who was known to be in possession of firearms, to
include a suspected fully automatic pistol, which was later confirmed. The suspect was an
investigative lead in multiple shootings within the Valley being investigated by both Phoenix
PD and MCSO. During the arrest operation at West Maryland Avenue and North 93" Avenue
in Glendale, the suspect failed to fully and completely obey all police commands and
dropped his hands towards his waistband resulting in multiple less than lethal force
deployments. The male was instructed to place his hands on top of his head, exit the vehicle
and follow commands. The male exited the vehicle and turned away from detectives as
instructed, however he dropped his hands toward the front waistband area. Fearing he was
reaching for a firearm; Detective Ponce #892 deployed his 40mm less lethal weapon and the
projectile struck the male in the left hip area. The male later dropped his hands toward his
waistband area again and Detective Diaz #787 deployed a volley of 3 to 4 pepperballs which
struck him in the lower left side of his back. The male later looked to the left and removed
his hand from his head, which resulted in Detective Diaz deploying 2 to 3 more pepperballs
to his lower back and Detective Ponce deploying a second 40mm less Jethal projectile at the
male's thigh. The male complied for a short time but then began looking left and right as if
he was looking for an escape route, so another volley of pepperballs were deployed to his
lower back, The male then followed commands, but then a short time later he removed his
hands from his head and began reaching towards his waistband and lean over to his left
causing him to conceal his front left waistband. Detective Diaz deployed another volley of
pepperbails at him and Detective Ponce deployed a third 40mm less lethal projectile at him.
The male then listened to commands and was placed into custody. A Glock firearm equipped
with a switch was located inside the vehicle on the passenger side where the male had been
seated, The male sustained bruising to his back and legs. The male requested medical

hospital for further medical attention and was cleared for booking. The male was arrested

Summary:
On April 25, 2026, Circle K employees at 3033 South McQueen Road in Chandler called to
report an intoxicated male inside the store causing a scene. The male was getting angry ata
machine and was very intoxicated. He left the store with an open container of alcohol and
left some of his property behind. He then walked towards the back of the store. Real Time
Operations Center was able to see the male on the canal behind the store stumbling around
with an open container. Officers arrived on scene and gave the male verbal commands to
drop the alcohol container. The male stared at the officers and became even more agitated,
He began to consume the alcohol completely disregarding their authority. Officers then
attempted to detain the male and he immediately tensed up when they grabbed onto his
arms. Three Officers struggled to get the subject's arms behind his back and could not
handcuff him. They took the male to the ground, at which time Officer Ralph #953 advised
he lost sight of the male’s hands. The subject was actively resisting arrest and was now in a
position of advantage over another officer. The officers’ attempt to secure the subjects arms
behind his back were proving unsuccessful, and Officer Ralph advised he was concerned that
the male might be reaching for an unseen weapon. Officer Ralph drew his conducted
electrical weapon (CEW) and fired probes into the subject's leg and front torso. Officer Ralph
fired four probes approximately two to three feet away to avoid striking another officer due
to the ongoing struggle. The first three probes did not stop the subject from resisting, but
the fourth was effective and appeared to cause neuro-muscular incapacitation. The subject
seized up momentarily while on his back, but officers were unable to get the subject into
handcuffs. When the effects of the CEW ceased, the subject resumed fighting as he had done
before. Eventually, other officers arrived on scene and were able to successfully pin the
subject to the ground on his stomach and handcuff him behind his back. Another officer
sustained an injury to his left wrist. Chandler FD was requested and provided medical
attention on scene to the male and injured officer. The subject was not able to answer simple
questions and was disoriented and confused. He continued to be combative even while
handcuffed. CFD administered a sedative to the subject and transported him to the Chandler
Regional Medical Center via ambulance for further medical attention. The officer was
transported to Chandler Regional Medical Center for x-rays. Chandler Police Crime Scene
Technicians photographed all involved parties. The subject was charged with Disorderly
Conduct, Resisting Arrest, and Aggravated Assault on Police causing Injury. The incident was

The Criminal Apprehension Unit (CAU) identified the suspect wanted in connection to ahome
invasion, Robbery and Aggravated Assault on May 02, 2026, A firearm was used in the crime.
The suspect was located on May 03, 2026, and a Grappler deployment was successful on
stopping the vehicle the suspect was in. While attempting to take the suspect into custody,
he failed to fully comply with the instructions given to him. Sergeant Sanchez #8143 deployed
pepperball rounds at the suspect's feet for area saturation to gain compliance. As detectives
instructed the male to walk backwards toward officers, the male removed his hands from
his head and made a movement bringing his hands toward his shoulders. Given his
continued noncompliance and potential threat, Sergeant Sanchez deployed additional
pepperball rounds directed at the male’s back to gain compliance. Following this
deployment, detectives again issued verbal commands, at which point the male complied.
The arrest team was then able to safely take the male into custody without further incident.
The male was arrested for Aggravated Assault, Burglary, Armed Robbery, Kidnapping, and
weapons offense. Photographs were not taken of the male's back without his shirt on to

Summary:
On May 06, 2026, at approximately 1647 hours, Officer Camacho #749 attempted a bicycle
stop on a male for a civil bicycle violation near North McClintock Drive and West Ray Road in
Chandler, The male’s identity was unknown at the time of the attempted stop. The male rode
his bicycle across Ray Road, not using a crosswalk and stayed in the raised median not for
pedestrian use. When contacted by the officer, the male continued northbound across Ray
Road. Officer Camacho activated his siren and told the male to stop. The male continued
riding his bicycle away from the officer, around the driver side of the patro! vehicle,
disobeying a lawful command. Officer Camacho drove next to the male, who was still riding
his bicycle away, and told him to stop. Officer Camacho located the male in the Windmill
Villas neighborhood. He parked his patrol vehicle, with the emergency lights on, and the front
of the vehicle blocking the sidewalk where the male was located. The officer stated the male
was large and dressed in a black hoodie with a front pocket and baggy jeans. It was unknown
if the male was armed and he already demonstrated he was not going to comply with police
due to failing to stop for the bicycle stop. The officer approached the male on foot and told
him to get on the ground multiple times. The male was seen standing on the left side of his
bicycle with a bag hanging from his shoulder on the left side of his body. The male put both
of his open hands up at shoulder height, showing his palms. The officer raised his voice and
commanded the male to get on the ground as the officer approached him on foot. Officer
Camacho felt the male did not comply with his commands to lay on the ground, and the
officer attempted to push him back to knock him on the ground which was unsuccessful. The
officer believed that action seemed to anger the male and believed he was reaching in his
pockets for a weapon causing the officer to fear for his safety. The officer then deployed OC
Spray at the male, who put up his left arm to attempt to block the OC Spray. The officer told
the male to get on the ground again. The male turned to his right with his back facing the
officer and got down on his right knee and his right hand on the ground. The officer
continued walking towards the male and pushed the back of the male’s shoulders with both
of his hands and causing the male to fall onto the ground to his stomach. The male built a
base back to his hands and knees, and the officer pushed him again onto his stomach. The
officer then placed the male into custody. A folded pocketknife was in the front left pocket.
The Fire Department provided the male with medical attention. The male was arrested for
interfering with duties of a public official. The incident was captured on the officer's body
worn camera.

Summary:
On May 12, 2026, the Chandler Police Department SWAT team was serving a search warrant
for the General Crimes Unit at 2615 East Greenway Road #6 in Phoenix. The case was related
to a felony Theft at Costco and the male suspect had outstanding warrants, along with an
extensive criminal history. There was a second female suspect in the apartment as well.
When the SWAT team arrived on scene, they set up containment on the apartment. Multiple
PA announcements were made into the upstairs apartment with no response. After several
minutes, an upstairs window opened and a male began to climb out of the window in an
attempt to escape. The male appeared to be the male suspect. There was a storage shed
adjacent to the window and it would be an easy jump to make from the apartment window.
Due to the crime being a felony, the suspect having an extensive criminal history, and
attempting to escape, Detective Rodgers #552 deployed a 37mm impact round at the
suspect before he could jump out of the window. The 37mm impact round did not strike the
suspect, but he immediately stopped his attempt to escape and went back into the
apartment. After a few brief moments, the male and female suspect exited the apartment
front door and complied with commands. He was arrested for Theft and warrants. There

Summary:
On May 21, 2026, at 0721 hours a male was causing a disturbance at the Chandler Airport
Terminal, located at 2380 South Stinson Way in Chandier, when he was asking strange
questions to patrons, attempting to pull fire alarms, and messing with other items at the
facility. Officers arrived and the male had since relocated to a small bathroom on the
property. Staff at the facility requested officers trespass the male. Officer O'Neil #586 waited
for backup to arrive before he contacted the male in the bathroom. Once the backup officer
arrived, contact was made with the male. Initially the male refused to exit the bathroom and
was non-compliant with officers. The male eventually exited and jiater placed his arms
behind his back but refused to follow officer commands and refused to identify himself.
Officers informed the male he was under arrest and grabbed him to take him into custody.
The male pushed his way through the officers and began reaching for an unknown object
out of the officers’ view. The object ended up being his cell phone. Officer O'Neil #586
discharged his taser and connected two probes with the male’s back, A second activation of
the taser was utilized to get the male into custody. After getting the male into custody, he
was recognized to be the subject of multiple mental health related calls for service in the
Chandler South Precinct. The male was provided medical attention by the fire department
and stated he did not have any injuries. A small scrape on the male’s right leg was observed
by officers. Photographs of the injuries caused by the probes were photographed along with
the scrape on the male's leg. The Behavioral Health Unit was contacted, and a petition was
completed to take the male to Community Bridges for further mental health evaluation.
Criminal charges of Failure to Provide Truthful Name, Criminal Trespass, and Resisting Arrest
were submitted by criminal complaint. Neither of the officers involved reported any injuries.

Summary:
On June 04, 2026, Chandler Police were called for a trespassing/disorder involving a male
subject on the golf course. The male was reported to be belligerent towards employees and
armed with a knife. The first officer on scene gave commands, but the male was
noncompliant. Additional officers arrived on scene and continued to give commands to the
male. He was observed to still be armed with a knife in his front pocket. His position. was in
the open air of the golf course parking lot with numerous innocent citizens in his vicinity.
Initial officers reported the male took a fighting stance and verbally threatened them.
Probable Cause for Disorderly Conduct was established, and the male was informed he was
under-arrest. He was given commands to drop the knife and walk towards officers or force
would be used against him. He refused these commands as well. An Immediate Action Team
was formed to move forward and apprehend him. During the officer's approach, the male
was instructed to place his hands on his head and then to lie on the ground, but he refused.
When officers were about ten feet away, he began turning towards the golf course, raising
fears he was about to flee in the direction of the public while still armed with the knife. A
lieutenant directed for 40mm to be used to disrupt his ability for fight/flight until the distance
could be closed by the immediate action team. Officer Meade #714 deployed a single, 40mm
impact round which struck the male's back, The male then dropped to his knees where he
was placed into custody. The male was found to have an opened folding knife in his pocket
which was secured by officers. Chandler Fire Department provided the male with medical
attention. The male was found to have a cut to his finger. The injuries were photographed
and he was cleared for booking at GCUHF, The incident was captured on the officer’s body

Summary:
On June 5, 2026, a Chandler Police Officer attempted a traffic stop on a vehicle for a civil
traffic violation near East Riggs Road and South 116th Street in Chandler, The vehicle failed
to yield and eventually fled south on Highway 587 from Hunt Highway. Near Rainbows End
Road and Hunt Highway, a Grappler device was utilized to stop the vehicle. Immediately
upon stopping, a male passenger fled into the open desert area on foot. As he ran, he
continually reached into his waistband area after dropping a large backpack. Detective Ponce
#892 followed the male on foot and was by himself. The detective deployed three probes
from-his Taser into the male’s back believing he was attempting to retrieve a weapon. This
caused the male to fall to the ground. As he fell, a black handgun fell from his person onto
the ground mere feet from him. At the conclusion of the five second cycle, the male
immediately reached his left hand into his waistband. Believing he was still armed, the Taser
was cycled again for five seconds, At the conclusion of this five seconds, additional officers
arrived on scene and the male was taken into custody. He was found to have an additional
handgun magazine on his person. He had two felony and one misdemeanor warrants for his
arrest. He was also prohibited from possessing a firearm due to his previous felony
convictions. The case was charged federally through the FBI Safe Trails Tase Force. There
were no injuries noted or visible and there were no photographs taken. The male was
evaluated by the fire department.
As this was taking place, Officers and Detectives were conducting a high risk stop on the
vehicle involved. Both the driver and occupant were directed to place their hands out of the
vehicle windows. At two different times, the female driver moved her hands from the exterior
of the vehicle back into the passenger compartment and out of sight. Believing she would
attempt to flee again in the vehicle or retrieve a weapon, Detective Lauritzen #343 deployed
several rounds of Pepperball into the open driver side window striking the female in the left
arm and the interior of the windshield. This had an immediate effect and both the female
and her remaining passenger kept their hands visible until taken into custody. The female
was arrested for a misdemeanor warrant and Unlawful Flight from a Law Enforcement
Vehicle. The female sustained minor injuries to her left arm and was evaluated by the fire
department. There were no photographs taken, Both incidents were captured on the
officer's body worn cameras.
