August 26, 2026 Minutes
The Human Relations Advisory Board (HRAB) of the City of Mesa met on August 26, 2026 at
6:00pm in the Study Session Room at City Hall, 20 East Main Street.

1. Chair’s Call to Order.
Mr. Ellsworth called the meeting to order at 6:00 p.m.
(1a) Announcement of excused absences.
All members were present.
(1b) Hear and discuss the recognition of outgoing board members: Chair Christiana
Hammond, Yudidt Nonthe Sanchez, Perla Sanberg, and Spencer Beck.
Presentations and discussion only; no formal action taken by the Board.
(1c) Announcement and introduction of new HRAB Member: Susan Lawrence.
Presentations and discussion only; no formal action taken by the Board.
(1d) Hear an update regarding recent staff transitions, including departure of Staff Liaison
Andrea Alicoate and introduction of new Staff Liaisons Lindsey Balinkie and Cynthia
Ezcurra.

2. Items from Citizens Present. *
No citizens wished to speak to the board.
3. Approval of minutes from the March 25, 2026 HRAB meeting.
It was moved by Mr. Oscar White and seconded by Ms. Jane Williams-Cooper that the above-
mentioned minutes be accepted as written.
Upon tabulation of votes, it showed:

4. Hear, discuss, and approve the selection of the Chair and Vice Chair roles.
It was moved by Mr. White and seconded by Ms. Williams-Cooper that the selection of Mr.
Ellsworth as Chair be accepted as written.
Upon tabulation of votes, it showed:
AYES – Mr. Abram Ellsworth, Mr. William Campos, Ms. Sabrina Dobson, Ms. Chantelle

It was moved by Mr. Ellsworth and seconded by Mr. White that the selection of Ms. Dobson as
Vice Chair be accepted as written.

5. Hear and discuss a presentation from the Parks, Recreation & Community Facilities
Department regarding long-range planning and development including Capital Improvement
Program projects.
Mr. Zac Koceja, the Parks, Recreation & Community Facilities Deputy Director, presented to
the Board regarding its organization, project identification and prioritization, along with the
implementation process for future community facility developments in Mesa. Mr. Koceja shared
that the Parks, Recreation & Community Facilities (PRCF) Comprehensive Master Plan was
adopted by Council in 2022 and is designed to be a 20-year guide and implementation tool to
be revisited for review every 5 years to evaluate the plan’s progress. Mr. Koceja highlighted
that the periodic reviews allow the team to identify opportunities within the plan for any
improvements or modifications that may be needed.
Mr. Koceja shared the data-driven process in determining future projects in the community to
increase facility access in Mesa. He further explained that with consideration of its existing
facilities, PRCF determines the future projects based on location and recreation type with the
area’s context in mind. Mr. Koceja explained the distinction between Capital Improvement
Projects and Life-Cycle Projects and shared that a large part of the aforementioned Master
Plan includes Life-Cycle projects due to Mesa’s aging infrastructure. Mr. Koceja concluded his
presentation by addressing questions and feedback from the Board.

6. Scheduling of meetings, future agenda items, and general information.
(6a) Review the 2026-2027 Human Relations Advisory Board meeting dates.

(6b) Next HRAB meeting will be held on September 23, 2026 at 6pm in the Study Session
Room at City Hall, 20 East Main Street, Mesa, AZ, 85201.
7. Hear reports on conferences and/or meetings attended.
Mr. William Campos attended Queen Creek Chamber of Commerce, East Valley Hispanic
Chamber of Commerce, and Local First Arizona events, along with a workforce roundtable
hosted at the Chandler-Gilbert Community College.
Ms. Sabrina Dobson attended the National Organization for Victim Advocacy Conference and
the Mayor’s Faith Leader Breakfast.
Mr. Abram Ellsworth attended the Mayor’s Faith Leader Breakfast and the Human Trafficking
Training Conference.
Ms. Chantelle Frazee-Jacobs attended the Child Abuse Prevention Conference: Prevention on
Purpose.
Ms. Rose Hanne attended the American Potluck to celebrate America250 and the District
Rotary Club Conference.
Ms. Susan Lawrence attended the Mayor’s Faith Leader Breakfast and has volunteered at the
Mesa Arts Center, as well as a senior center in Northern Arizona.
Mr. Oscar White attended the Chandler Veterans Conference.
Ms. Jane Williams-Cooper participated in the ASU Dementia Training and Certification.
8. Adjournment.
The meeting was adjourned at 7:12 pm.
