City of Apache Junction Home of the Superstition Mountains DATE: SEPTEMBER 23, 2026 TO: MAYOR AND CITY COUNCIL MEMBERS THROUGH: BRYANT POWELL, CITY MANAGER FROM: TRINA HARRISON, CIP PROGRAM MANAGER SUBJECT: AGREEMENT FOR CITY SERVICES EXPANSION CONSTRUCTION MANAGER AT RISK (CMAR) PRECONSTRUCTION SERVICES Executive Summary Staff respectfully requests approval to enter into an agreement with Willmeng Construction Inc. to provide preconstruction design assistance for the City Services Expansion project at Ironwood and Horton Drive. This project delivers multiple new community assets, including a police substation, branch library, community park and lake, and a park maintenance building and yard. Contractor involvement at this stage will help ensure the design remains aligned with budget, schedule, and constructability goals. Background The project site lies within the 6,600 acres annexed in October 2021 as part of the Superstition Vistas area. Under the development agreement, D.R. Horton conveyed the 22-acre parcel to the City of Apache Junction for future municipal use. This conveyance reduces the overall project cost expenditures by an estimated $7 million. On August 20, 2026, Willmeng Construction Inc. was selected through a Request for Qualifications process to support the City and its architectural and engineering team throughout the design phase. With the master plan complete and the design team under contract, the project is ready to advance into preparation of construction documenis. This phase requires approval of a defined scope of work, schedule, and fee. This preconstruction agreement is the first of at least two anticipated contracts; additional smaller contracts may be needed for procurement of long-lead items to maintain schedule once construction begins. Analysis and Recommendation Staff recommends approval of the preconstruction contract with Willmeng Construction Inc. in an amount not to exceed $463,734, including allowances. This fee reflects Willmeng’s involvement in design coordination, constructability review, cost estimating, and materials and methods evaluation. Their participation will helo ensure the police substation, branch library, maintenance building, and shared yard remain within budget, and that the community park, lake, parking, and supporting infrastructure are designed cohesively as one unified site. Staff recommends approval to maintain project momentum and reduce cost and schedule risks. Next Steps This contract will be placed on the consent agenda for the October 20'h City Council Meeting, unless otherwise directed by City Council.
