ACTION/MOTION: (This language identifies the formal motion to be made by the Council)
Council to take action to ratify and approve the submission of a $2,080,300 grant application under the
“FY2027 Local Border Support Fund” to the Arizona Department of Public Safety, with a request in the
amount of $2,080,300 and no required match from the City of Buckeye; and authorize and direct the City
Manager to take all steps necessary to carry out the purpose and intent of said grant application.
GOALS AND OBJECTIVES FOR THE STRATEGIC PLAN FOCUS AREAS:

SUMMARY
PROJECT DESCRIPTION:
Buckeye experienced an increase in drug-related offenses of 35% and an increase in weapon offenses
of 114% between 2022 and 2025, according to BPD's 2025 Annual Report. The BPD requires additional
human resources and associated equipment and supplies to combat border-related crimes such as
human, drug, and weapons trafficking, etc. Through this grant, the BPD will primarily focus on detaining
and prosecuting individuals who are engaging in drug, human, and weapons trafficking, and other
border-related criminal activities. To accomplish these activities, the BPD requires a Street Crimes Unit
consisting of four sworn police officers, one sworn police Sergeant, one narcotics detection and suspect
apprehension canine, five vehicles, equipment, and supplies. If awarded, the grant covers a 24-month
period.
BENEFITS:
Through the addition of a Street Crimes Unit, the Buckeye Police Department expects to see a reduction
in overdose hospitalizations and deaths through the removal of deadly drugs, weapons, and perpetrators
from the community. Initially, the BPD expects to see an increase in successful diversions, arrests, and
convictions and, over time, the objective is to reduce these incidents through diversion or incarceration of
the offenders.
FUTURE ACTION:
If awarded, the Grant Award Agreement will be presented to Council for any needed budget authority, as
well as the authority to accept and execute the same. After all Grant funds have been expended and
after the 24-month Grant period of performance has expired, the City of Buckeye will have the option to
retain and fund the four sworn police officers and one sworn sergeant positions using non-grant sources,
eliminate the positions, or seek other grant funding opportunities to support the positions.
FINANCIAL IMPACT STATEMENT:
There is no fiscal impact for the application of this Grant. If awarded, the Grant Award Agreement will be
presented to Council for any needed budget authority, as well as the authority to accept and execute the

same. The “FY2027 Local Border Support Fund” portion is $2,080,300 over a 24-month period. There is
no required match.
CURRENT FISCAL YEAR TOTAL COST:
The FY2027 cost depends on the amount and timing of Grant funding. Up to $1,065,000 may be spent
in FY2027 if awarded in a timely fashion, all of which is reimbursable. There is no required City of
Buckeye match.
