FIN – “BJA FY2026 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program” MEETING DATE: 10/06/26 Grant Application to the Bureau of Justice Assistance through the United States Department of Justice DATE PREPARED: 10/01/26 DISTRICT NO.: All STAFF LIAISON: Rob Roach, Grant Program Manager, rroach@buckeyeaz.gov, (623) 349-6165 AGENDA ITEM TYPE: Consent Agenda DEPARTMENT: Financial Services Items / New Business ACTION/MOTION: (This language identifies the formal motion to be made by the Council) Council to take action to ratify and approve the submission of a $1,735,700 grant application under the “BJA FY2026 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program” to the Bureau of Justice Assistance through the United States Department of Justice in the amount of $1,300,000 over a 36-month period and a non-required match of $435,700 from the City of Buckeye, representing partial coverage of personnel costs in the third year; and authorize and direct the City Manager to take all steps necessary to carry out the purpose and intent of said grant application. GOALS AND OBJECTIVES FOR THE STRATEGIC PLAN FOCUS AREAS: A Safe and Sustainable Quality of Life SUMMARY PROJECT DESCRIPTION: The BPD seeks to address the 35% increase from 2022 to 2025 in opioid and substance abuse offenses through the establishment of a OSSU Unit. The OSSU Unit will investigate and interdict drugs, weapons, and human trafficking activities and combat violent crimes with an overarching goal to enhance public safety and reduce overdose deaths. If awarded, the project will cover the salary, benefits, and vehicles for two full-time sworn detectives and one full-time sworn sergeant. The Grant funds are expected to cover more than two years' worth of expenses. The BPD’s goal is to increase investigation and prosecution efforts while collaborating with neighboring jurisdictions and service providers. Another goal is the continuous improvement of services provided to victims of drug, weapons, and human trafficking. The BPD anticipates an initial increase in drug-related cases, but the goal is to reduce opioid related incidents through early detection, prevention, and awareness efforts. The goal is to reduce the incidents of opioid abuse from the 2025 level of 274 to below 200 within the next five years. BENEFITS: The addition of the two full-time sworn detective positions and one full-time sworn sergeant positions and vehicles will benefit BPD as an effective means to combat opioid, stimulant, and substance use crimes in the community. This will significantly enhance the City’s ability to investigate, prevent, and respond to drug-related criminal activity and violent crime. This strategic investment in public safety positions the City to safeguard its residents and protect its economic vitality. FUTURE ACTION: If awarded, the Grant Award Agreement will be presented to Council for any needed budget authority, as well as the authority to accept and execute the same. After all Grant funds have been expended or after the 36-month Grant period of performance has expired, the City of Buckeye will have the option to retain and fund the two detectives and one sergeant positions out of other non-grant funds, eliminate the positions, or seek other grant funding opportunities to support the positions. FINANCIAL IMPACT STATEMENT: There is no fiscal impact associated with the Grant application. If awarded, the Grant portion is $1,300,000. The Grant funding will fully cover the salaries and benefits of two sworn detective positions and one sergeant position and vehicles during the first two years and part of the third-year personnel cost. The non-required match will cover the remaining personnel cost in the third year, all over a period of performance of 36 months. The expected costs not covered by the Grant in the third year is $435,700, which is anticipated to be expended in fiscal year 2029 or later. If awarded, the Grant Award Agreement will be presented to Council for budget authority, as well as the authority to accept and execute the same. CURRENT FISCAL YEAR TOTAL COST: The FY2027 cost depends on if and when the Grant is awarded. The FY2027 cost may be $735,300 if timely awarded, all of which is reimbursable by the Grant. There is no required City of Buckeye match.
