CITY OF BUCKEYE Finance Department “BJA FY26 Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program” Grant Application to the Bureau of Justice Assistance through the United States Department of Justice - Summary Recap Project Description: The Buckeye Police Department seeks to address the 35% increase from 2022 to 2025 in opioid and substance abuse offenses through the establishment of an Opioid, Stimulant, and Substance Use Unit. This unit will investigate and interdict drugs, weapons, and human trafficking activities and combat violent crimes with an overarching goal to enhance public safety and reduce overdose deaths. If awarded, the project will cover the salary, benefits, and vehicles for two full-time sworn Detectives and one full-time Sworn Sergeant during a 36- month period. The Buckeye Police Department’s goal is to increase investigation and prosecution efforts while collaborating with neighboring jurisdictions and service providers. Another goal is the continuous improvement of services provided to victims of drug, weapons, and human trafficking. Buckeye Police Department anticipates an initial increase in drug-related cases, but the goal is to reduce opioid related incidents through early detection, prevention, and awareness efforts. The goal is to reduce the incidents of opioid abuse from the 2025 level of 274 to below 200 within the next five years. Project Cost: $ 1,735,700 (over a 36-month period) Non-Required Match: $435,700 (in Year 3 of the grant, if awarded) Grant Amount: $1,300,000 (over a 36-month period) Plans Once Grant Expires: If awarded, the Award Agreement will be presented to Council for budget authority, as well as the authority to accept and execute the grant award. After all grant funds have been expended and after the 36-month grant period of performance has expired, the City of Buckeye will have the option to retain and fund the two detectives and one sergeant positions out of the General Fund, eliminate the positions, or seek other grant funding opportunities to support the positions. Objectives and Expected Outcomes: If awarded, the addition of the two full-time sworn Detectives and one full-time Sergeant position will benefit BPD as an effective means to combat opioid, stimulant, and substance use crimes in the community. The addition of these three personnel will significantly enhance the City’s ability to investigate, prevent, and respond to drug-related criminal activity and violent crime. This strategic investment in public safety positions the City to safeguard its residents and protect its economic vitality.
