Council to take action on the Intergovernmental Agreement between the City of Goodyear and the City of
Buckeye for Emergency Communications and Dispatching Services; and authorize the City Manager to
execute and deliver said Agreement and to take all actions and execute documents necessary to carry
out the intent of the Agreement.

SUMMARY
PROJECT DESCRIPTION:
The proposed Agreement between the City of Buckeye and the City of Goodyear establishes a reciprocal
framework for providing backup 9-1-1 emergency communications and dispatching services when either
city is temporarily unable to operate from its primary communications facility. The Agreement is intended
to maintain continuity of critical public safety communications during emergencies, equipment
malfunctions, planned maintenance, training events, or other circumstances that may disrupt normal
operations.
Under the Agreement, the unaffected city may temporarily receive and process 9-1-1 calls and other
calls for law enforcement response on behalf of the impacted city. When necessary, the agreement also
allows employees of the impacted city to utilize the other city's communications facility as a temporary
operating location until normal operations can be restored.
The Agreement establishes notification and operational procedures for both scheduled events and
unplanned emergencies. The cities will maintain current supervisory contact information, implement
electronic keycard access to each other's facilities, and develop a mutually agreed-upon procedure guide
to support implementation of the Agreement. Each agency will continue to operate under its own
departmental policies and procedures while providing or receiving emergency backup services.
The initial term of the Agreement is five years from execution, with provisions for renewal by mutual
agreement and termination by either party with at least 60 days' written notice.
BENEFITS:
The Agreement provides operational redundancy for critical 9-1-1 emergency communications and
dispatching services, helping ensure continuity of service when either city's primary communications
facility is temporarily unavailable. The reciprocal partnership enhances emergency preparedness and
regional coordination by providing both cities with an established process for transferring calls, accessing
backup communications resources, and maintaining public safety operations during emergencies,

equipment failures, planned maintenance, or training events. The Agreement also strengthens resiliency
by allowing personnel to temporarily operate from the partner city's communications facility when
necessary, reducing the potential for disruption to emergency services and supporting continued access
to public safety assistance for residents.
FUTURE ACTION:
The Agreement will remain in effect for five years from the date of execution. Prior to expiration, the City
of Buckeye and the City of Goodyear may mutually agree to renew the Agreement for an additional five-
year term. Staff will continue to evaluate the operational effectiveness of the partnership and coordinate
with the City of Goodyear to maintain current procedures, contact information, facility access, and
emergency communication protocols throughout the term of the Agreement.
FINANCIAL IMPACT STATEMENT:
There is no direct financial impact associated with approval of this Agreement. Each city remains
responsible for the costs associated with operating its respective emergency communications and
dispatching services. The Agreement establishes a reciprocal backup arrangement and does not require
payment between the City of Buckeye and the City of Goodyear for services provided under the
agreement. Any personnel or operational costs incurred by the City of Buckeye in fulfilling its
responsibilities under the Agreement will be absorbed within the Police Department's existing budget.
CURRENT FISCAL YEAR TOTAL COST:
There is no direct cost associated with the Agreement. Each city is responsible for its own operational
costs, and no payments are required between the City of Buckeye and the City of Goodyear for the
reciprocal backup services.
