GOALS AND OBJECTIVES FOR THE STRATEGIC PLAN FOCUS AREAS: Not Applicable SUMMARY PROJECT DESCRIPTION: Currently, the City Code refers to businesses offering massage services as Massage Establishments. However, there are 2 places in the City Code that refer to "Massage Parlors." Because this term carries an outdated and negative connotation, it is recommended that the terminology be updated to "Massage Establishments," reflecting a more professional and accurate business type. Accordingly, it is requested that the City Code, Chapter 8, Business Regulations, Article 8-1, Business License, Section 8-1-1, License Required, be amended by deleting the term "parlors" and substituting the term "establishments", together with a similar amendment to the title of Article 8-6. The amendment to Section 8-1-1 will clarify that the term "business" shall not include "massage establishments", which conforms to the definition-terminology set forth in Section 8-6-1(B) of the City Code. BENEFITS: Updating the City Code benefits residents by promoting a more professional and accurate representation of legitimate wellness businesses, improving community perception, and aligning City Code with modern industry standards that support clarity. FUTURE ACTION: Once Ordinance No. 26-26 is approved, the City Clerk's Office will take the steps necessary to update the City Code. FINANCIAL IMPACT STATEMENT: There is no financial impact to this proposed action.
