Council to take action on the reallocation of $550,000 from CIP 106840 APS Brine Disposal and transfer
said funds to CIP 109580 Citywide Brine Management; and authorize the City Manager to execute all
necessary contracts and documents for the Brine Management project, in an amount not to exceed
$550,000.

SUMMARY
PROJECT DESCRIPTION:
The initial phase of the APS Brine Management Project is nearing its completion, and the forecasted
funding need for FY2027 is less than originally budgeted. As a result, the project will finish the fiscal
year with a budget surplus. The need to potentially deploy poorer quality groundwater wells has
accelerated the Citywide Brine Management Project, starting with the pilot development and conceptual
design phases. To support this acceleration, staff is requesting reallocation of $550,000 from the APS
Brine Management Project (CIP 106840) FY2027 budget to the Citywide Brine Management Project (CIP
109580) FY2027 budget.
BENEFITS:
Maximizing budgetary resources to ensure continued delivery of quality and reliable water to city
customers.
FUTURE ACTION:
Future Council Action may be required to move the project into the full design and construction phases.
FINANCIAL IMPACT STATEMENT:
The requested transfer does not increase or decrease the budget. Savings on one project will be used to
increase the budget of another project.
APS Brine Management Project (CIP 106840) has an available FY2027 budget of $4,654,000.
City-Wide Brine Management Project (CIP 109580) has an available FY2027 budget $0.
After reallocation:
CIP 106840 Available FY2027 Budget = $4,104,000
CIP 109580 Available FY2027 Budget = $550,000

It is anticipated that up to $550,000 will be spent on the City-Wide Brine Management Project.
