Exhibit E MONTE VERDE COMMUNITY MASTER PLAN Major Amendment – 3rd Amendment Citizen Participation Report Case #: PLZZ-24-0013 August 24, 2026 Monte Verde CMP Major Amendment Citizen Participation Plan 1 Purpose The purpose of this Citizen Participation Report is to summarize the citizen participation efforts in connection with the Major CMP Amendment application for the 156 acres at the southwest corner of Miller Road and Lower Buckeye Road (“Property”). Outreach Efforts The following is a list of the public outreach efforts that have occurred to date in association with this application. School District Notification Letter. A notification letter was mailed to the Buckeye Elementary School District and Buckeye Union High School District on April 17, 2025, and again on March 27, 2026. A follow-up email was sent to the Buckeye Elementary School District on June 8, 2026. The notification letter included a description of the CMP request, and the Certificate of Adequate School Facilities form for completion by the respective school districts. Buckeye Union High School District responded with the completed Certificate of Adequate Facilities form on April 25, 2025. The letters and response are included as Appendix A. Neighborhood Meeting Notification Letter. A notification letter was mailed to neighbors to provide notice of the application and the neighborhood meeting, scheduled for May 4, 2026. The letters were mailed on April 17, 2026. The notification letter included a description of the CMP major amendment request and the proposed land use map. The applicant and City received comments from two neighbors in response to this letter expressing concerns about traffic, multi- family residential development adjacent to the existing single-family neighborhood in Westpark. These comments are included in the neighborhood meeting summary. Neighborhood Meeting. The neighborhood meeting for the CMP amendment application was held on May 4, 2026, at 6:00 p.m. at the Buckeye Valley Chamber of Commerce. Over thirty neighbors attended the meeting. The top issues and concerns that were discussed during the meeting were commercial uses, density, traffic, water and sewer, buffers/screening, and schools and parks. A summary of the meeting is included as Appendix B. Hearing Notices. The Planning and Zoning Commission hearing and City Council hearing notices have been posted, mailed, and published as listed in the Outreach Schedule. The notices are included as Appendix C. Summary of Input The following is a summary of the input and responses received to date: Debris: During the neighborhood meeting on May 4, 2026, neighbors alerted the representative to debris within the irrigation ditch on the subject property. That same week, the property owner arranged the cleanup of the channel. On June 8, 2026, the applicant received a phone call from a Westpark neighbor, notifying the applicant of additional debris and tree overgrowth in the ditch along the western property boundary, adjacent to the Westpark neighborhood. The applicant relayed this information to the property owner, who coordinated another cleanup in this area. Monte Verde CMP Major Amendment Citizen Participation Plan 2 Commercial Uses: At the neighborhood meeting, the team heard from neighbors that they wanted less commercial on the Property. To address this, the zoning exhibit has been updated to show only residential uses on Parcel D, rather than an either/or option for commercial or residential on Parcel D. Parcel D is now shown as Single-Family Residential – Medium/High. This change has reduced the total commercial acreage by 8.5 acres on the Property. Densities: At the neighborhood meeting and in comments received ahead of the meeting, there were concerns about high-density residential uses, or multi-family residential. To address this, the development team has reduced the overall unit count from a maximum of 1,014 to 862 units. This is a 15% reduction in residential units for the Property, and the overall density has therefore been reduced from 6.5 dwelling units per acre to 5.5 dwelling units per acre. The maximum number of units was reduced for Parcel C, which now has a maximum density of 20 dwelling units per acre (reduced from 25 dwelling units per acre), and Parcel F, which now has a maximum density of 5 dwelling units per acre (reduced from 6 dwelling units per acre). Buffers and Screening: Neighbors at the neighborhood meeting expressed concerns regarding new development adjacent to Westpark. As discussed during the meeting, a 30-foot landscape buffer, which will include a trail, is planned for the western boundary of the Property to create a buffer between Westpark and the new development on the Property. During the meeting, a neighbor proposed adding an 8-foot wall to the western boundary for screening. The development team has addressed this by including a requirement in the CMP amendment that a 6-foot wall be built on the western boundary of the Property. The meeting notice (Appendix A) was sent on April 17, 2026. The applicant and City received comments from two neighbors in response to the notice letter, included as Appendix B. The representative from Gilbert Blilie PLLC was present at the meeting to provide information about the proposed Monte Verde Community Master Plan (CMP) Major Amendment and to present the latest CMP zoning exhibit, which outlines the proposed uses. The exhibit presented at the meeting is included as Appendix C. Over thirty neighbors attended the meeting. The sign-in sheet is included as Appendix D. Throughout the meeting, the group discussed the current zoning and allowed uses on the site versus what is proposed. It was also noted that the proposed uses for this site have evolved through preliminary discussions with City staff and City officials. The group also discussed how the uses compare with other neighborhoods in Buckeye. The representative explained the overall development process and that this rezone is the first step. Recurring issues during the meeting were: the amount of commercial proposed on the site, multi-family/high-density on the site, and traffic. While not a rezoning concern, some neighbors notified the representative of debris on the site, for which the representative agreed to notify the property owner immediately. In summary, the development team is evaluating the proposed changes that the neighbors suggested throughout the meeting. These include: changing Parcel D to only residential, adding more screening/buffering mechanisms between Westpark and the site, and reducing the overall residential unit count. The following is a summary of the issues and concerns that were discussed during the meeting. Commercial Uses Overall, there was a sentiment that the neighbors do not want more warehousing in Buckeye, including on this site. The applicant noted that warehousing is not a use planned for this site. Many neighbors also expressed that they did not want more commercial uses Monte Verde CMP Major Amendment Neighborhood Meeting Summary 1 Appendix B in this area of Buckeye. One suggestion was to change Parcel D to just residential, rather than an either/or option for commercial or residential. This will reduce the commercial acreage on this site. Density Generally, the neighbors who attended the meeting noted concerns about high densities and multi-family residential. Some of the concerns were resolved through discussion, such as explaining that the type of multi-family housing the property owner builds is not low- income housing and has a high-quality design. A suggestion from the group was to lower the unit count on the site. This is something the development team agreed to evaluate further. Traffic There was concern that the number of residential units would amount to increased traffic on Warner Street, Miller Road, and Lower Buckeye Road. The representative discussed the process for roadway improvements and, generally, what access to the site would entail. The representative also noted that a TIA is being completed to evaluate traffic for this site. While not a roadway segment the property owner will be responsible for, neighbors and the City representative discussed improvements on Miller Road from Warner Street to Broadway Road, including the bridge over the canal, and potential noise abatement for traffic in this area. Water/Sewer Neighbors had questions about water for this site. The representative discussed the amount of water that was secured as part of the original CMP, and the solution for the remaining water needs, which is being addressed through a well that will be located on another property. Buffers/Screening Throughout the meeting, there were some concerns about new development being adjacent to Westpark and Northwood Park Estates. The representative discussed that a trail is planned on the western boundary of the site to create separation between the Westpark homes and the proposed homes on the site. A neighbor suggested installing an eight-foot wall along the western boundary to create more screening. There was also a suggestion to limit homes on the south boundary of the site to one story to limit views from the Northwood Park Estates. Monte Verde CMP Major Amendment Neighborhood Meeting Summary 2 Appendix B There were additional concerns about planning residential development near commercial uses. During the meeting, the group discussed changing Parcel D to residential only so that Parcel E, which is already planned for residential, would be near more residential rather than commercial. The representative noted that the suggestions from the meeting will be further evaluated as part of the CMP amendment process. Schools and Parks Neighbors questioned whether schools and parks would be integrated into the site. The representative noted that schools are not part of the plan, as the school districts have not expressed a need for one here. The representative noted that a trail is planned on the western boundary to create a buffer between the site and Westpark, and which will also serve as open space. Other parks will be planned as the neighborhoods within each parcel are designed. My family and I have been a part of this community since early 2022. Since then, our family has grown. I do have some concerns as well as some suggestions on things that our community needs. Concerns: traffic flow is awful I many areas in Buckeye. Some of the ones I can think of are the I10 heading west right after it breaks to the 303 and the I10 becomes a 5 lane into a 3 lane. In my opinion, 3 lanes is not nearly enough for our growing community. I know there’s plans with MC85 that will help, but the 10 year wait is a major concern. Part of Miller Rd being a 1 lane each way is also a concern. As well as that ditch near lower Buckeye and Miller. The intersections at the off ramps on Perryville and Jackrabbit are also concerns. They need to be expanded and have lights. We also need to work on conservation. We need to leave fields alone, plant more trees, and make our communities more green overall. Also, no more warehouses! We do not have the proper roads to accommodate the increased semi-trucks in the area. It is a danger to the community. Our community also needs more family friendly places and events. Another community pool is needed. More parks and a splash pad is also needed. Indoor family friendly businesses such as trampoline parks and indoor playgrounds would be great. Parks that will promote health for our children, with walking trails, a garden, trees, etc. I also think we do not need any more primary care doctors offices, and need to add more things like behavioral health including more ABA providers, therapy providers, etc. Thank you for your time. Here are my comments: I am primarily concerned with visual impact at the edges of the parcels. Homes at the edges of parcels A, D, E, and F should be single story. Apartment buildings at the edge of parcel C should be two stories or less. Small stand-alone buildings should be placed at the edges of parcel B. Large big box stores should be placed farther back toward the middle of parcel B. As I am driving around, it is quite noticeable when I drive by an apartment complex with three story buildings right at the street.
