E-Bike & E-Scooter Ordinance Council Summary Purpose Improve public safety, reduce injuries, and address growing community concerns about e-bikes, e-scooters, e-motorcycles and other high-speed micromobility devices through clear rules, education, and targeted enforcement. Ordinance Article 12-2-10: Regulates riders, devices, safety requirements, and enforcement Key Regulations (Operators) Minimum Age requirements are not applicable when accompanied by a parent or legal guardian. o 12 for E-Scooters o 14 for Class 1 and Class 2 E-Bikes o 16 for Class 3 E-Bikes Helmets required for all riders under 18 Must follow traffic laws (Title 28) Sidewalk riding allowed with pedestrian priority Class1, Class 2 and E-Scooters Bike lanes required when available Prohibits reckless behavior such as stunts, multiple riders, and phone use Devices rated under 15 MPH are not regulated by this article unless unsafe behavior Penalties & Accountability 1st violation: $100 2nd violation: $250 (within 12 months) 3rd violation: $500 + device impound (within 12 months) Repeat violations may result in a misdemeanor arrest Parents may be cited for minors Electric motorcycles (over 28 MPH) are subject to immediate impound and state law requirements, including reckless driving arrest Phase-In Implementation Plan Phase 1 (Oct-Nov 2026): Education campaign (schools, social media, retailers) Phase 2: November 2026-Warning period and voluntary compliance Phase 3: December 2026-Targeted enforcement focused on reckless behavior Desired Outcome Balanced approach focused on education first, enforcement second. Provides clear expectations, supports responsible riders, and addresses unsafe behavior before serious injury occurs. Reinforces parental accountability while providing no age restrictions when accompanied by a parent or legal guardian.
