3. Discussion Items:
3-a. DRB24-00707. "Park North Multi-Family," 5± acres located approximately 270± feet east of the
northeast corner of South Power Road and East Guadalupe Road. Design Review to allow for
a 78-lot attached single residence development. (District 6) (See Attachment 1)
Planner ll Charlotte Bridges presented Case DRB24-00707, Park North, a request to allow 78
attached single-family residences on a vacant parcel located east of Power Road and north of
Guadalupe Road, with a Maricopa County Flood Control District channel along the frontage.
(See Page 1 through Page 4 of Attachment 1)
Ms. Bridges added the proposed development consists of 78 individually owned attached
residences. The project includes 21 side-by-side two-story building units totaling 48 dwelling
units, located primarily along the east, north, and west property boundaries. The remaining units
are arranged in front-to-back building configurations, with two-story structures connected at the
ground floor and located within the interior of the site. (See Page 5 through Page 7 of
Attachment 1)
Ms. Bridges noted that landscaping is proposed along Guadalupe Road, as well as along the
north and east sides of the property within the adjacent park. These improvements will be
provided through a development agreement with the City. The applicant will coordinate with the
Parks and Recreation Department regarding the placement and selection of tree species.
Additional landscaping is proposed throughout the development, including trees and shrubs
along the buildings and within the central amenity area. (See Page 8 through Page 9 of
Attachment 1)
Ms. Bridges reviewed the proposed building elevations, which generally consist of stucco,
siding, brick, concrete shingles, and aluminum garage doors. Three elevation variations are
proposed for both the side-by-side and front-to-back building types. (See Page 10 through Page
28 of Attachment 1)
Ms. Bridges stated the applicant is requesting Alternative Compliance for street-facing facades.
The zoning ordinance requires specified projections or recesses along street-facing facades.
The proposed side-by-side and front-to-back units provide second-story projections, with
recessed garage doors also incorporated into the front-to-back units. Alternative Compliance is
also requested related to material percentage requirements to allow the aluminum garage doors
to be considered as an exterior primary material. In addition, one rear elevation of the front-to-
back units does not meet the required exterior material standards because it is primarily stucco.
(See Page 29 through Page 30 of Attachment 1)
Ms. Bridges requested the Board's review and recommendation regarding the proposed building
elevations, landscape plan, and Alternative Compliance requests.

Design Review Board

The Design Review Board made recommendations based on the Staff presentation.
Ms. Bridges provided the following summary of the Board’s recommendations:
• Work with the Maricopa Flood Control District to install trees, if allowed, on the property
between the project site and the Guadalupe Road right-of-way.
• Revise the landscape plan to provide a mix of trees species for the trees proposed to be
planted within Christopher J. Brady Park along the north and east side of the project site.
3-b. DRB25-00407. "Mountain America Credit Union," 1.5± acres located at the northeast corner
of East McKellips Road and North Recker Road. Design Review to allow for the development of
an approximately 7,962 square foot Financial Institution with drive-thru facilities. (District 5)
(See Attachment 2)
Planner ll Kwasi Abebrese presented Design Review Case DRB25-00407 for Mountain America
Credit Union, a request to allow an approximately 7,962-square-foot financial institution with
drive-through facilities on an approximately 1.5-acre vacant site at the northeast corner of
McKellips Road and Recker Road. Mr. Abebrese noted that the application was submitted and
reviewed under the previous code, and the previous design standards for the Limited
Commercial District apply to the proposal. (See Page 1 through Page 5 of Attachment 2)
Mr. Abebrese stated the development consists of an approximately 5,434 square-foot credit
union and a 2,397 square-foot facilities building, both located on the western portion of the site.
The credit union will include a drive-up ATM lane and dedicated teller lane with an
approximately 700-square-foot canopy. Site access will be provided from McKellips Road and
Recker Road. The project requires 26 parking spaces and will provide 32 spaces on the east
side of the credit union. (See Page 6 of Attachment 2)
Mr. Abebrese added the landscape plan includes foundation base landscaping, parking lot
landscaping, and landscape yards along Recker Road and McKellips Road. A 3.5 foot-high
masonry wall will screen the parking areas and drive-through facilities from McKellips Road.
Proposed plant materials include willow acacia, desert willow, red push pistache, Afghan pine,
red bird of paradise, dwarf bottlebrush, desert marigold, and chocolate daisy. (See Page 7 of
Attachment 2)
Mr. Abebrese outlined the proposed buildings will utilize four primary materials: stone veneer,
fiber cement lap siding, metal panel, and glazing. The credit union elevations incorporate these
materials throughout the building, with metal panels also used to screen rooftop mechanical
equipment. The facilities building will use similar materials and design elements. (See Page 8 of
Attachment 2)
Mr. Abebrese described the renderings that were provided showing the southeast, northwest,
and northeast perspectives of the credit union building, including the elevations visible from
McKellips Road, Recker Road, and the parking area. (See Page 9 through Page 14 of
Attachment 2)
Mr. Abebrese noted that there are no alternative compliance requests associated with the
proposal. Staff requested the Board's review and recommendation regarding the proposed
building elevations and landscape design. (See Page 15 of Attachment 2)
The Design Review Board made recommendations based on the Staff presentation.

Design Review Board
August 11, 2026
Page 4
Mr. Abebrese provided the following summary of the Board’s recommendations:
• Increase the volume of the stone veneer or block sections on the building façades.
• Replace the Afghan Pine with a more desert adaptive tree type that is compatible with
the surrounding area.
• Evaluate the width and location of the light fixture above the door at the east elevation of
the building.
• Evaluate the height, width and materials of the proposed drive-up canopy to reduce the
feel of the weight of the top of the canopy.
3-c. DRB25-00903. "Terrible's Commercial Development," 1.3± acres located approximately 1,500
feet south of the southwest corner of South Crismon Road and East Southern Avenue. Design
Review to allow for an approximately 4,689 square foot Convenience Market with an
approximately 4,156 square foot Service Station. (District 5) (See Attachment 3)
Planner ll Chloe Durfee Daniel presented Design Review Request DRB25-00903 for Terrible’s,
proposing a 4,689-square-foot convenience store with a 4,156-square-foot accessory fuel
canopy. The site is located near Hampton Avenue and Crismon Road, south of Southern
Avenue and adjacent to the Lincoln residential project. (See Page 1 through Page 4 of
Attachment 3)
Ms. Durfee Daniel added the site is currently vacant and includes commercial uses to the north
and south. The proposal includes shared cross-access to the north and south, 15 parking
spaces are provided where 13 are required. The landscape plan incorporates existing trees
along with palo verde, mulga, date palms, and shrubs. The applicant reviewed the proposed
building elevations, colors, materials, stone accents, and site renderings, noting a significant
grade change across the site. (See Page 5 through Page 7 of Attachment 3)
Ms. Durfee Daniel also presented the fuel canopy elevations and requested Alternative
Compliance related to canopy articulation and materials, including wall and roof articulation and
the use of materials. Staff requested the Board’s review and recommendation regarding the
building elevations, fuel canopy, landscape design, and requested Alternative Compliance for
the fuel canopy. (See Page 8 through Page 15 of Attachment 3)
The Design Review Board made recommendations based on the Staff presentation.
Ms. Durfee Daniel provided the following summary of the Board’s recommendations:
• Appreciate the art panels.
• Canopy needs more variation including articulation in height and materials.
• Consider steps, reveal joints, or recesses for the canopy.
• For the Convenience store, there are too many materials.
• Remove the stone and replace it with the tile or provide block instead of the stone and
tile.
• With the tile, make sure it is popped out and a prominent material on the building.
3-d. DRB25-00910. "RV Service Building," 5.8± acres located at 2038 North Country Club Drive.
Design Review to allow for an approximately 7,975 square foot expansion of an existing
Automobile/Vehicle Sales Facility. (District 3) (See Attachment 4)

Design Review Board
August 11, 2026
Page 5
Mr. Abebrese presented Design Review Request DRB25-00910 for an approximately 7,975-
square-foot expansion of an existing automobile sales and service facility on an approximately
5.8-acre site located north of McKellips Road and west of Country Club Drive. The existing site
includes an office, warehouse and storage building, parking areas, and RV display areas. The
proposed addition would be located south of the existing building and would be accessed
through two existing drive aisles from North Country Club Drive. A total of 59 parking spaces are
required, with 61 spaces proposed. (See Page 1 through Page 7 of Attachment 4)
Mr. Abebrese noted that the project was submitted and reviewed under the previous
development code and is subject to the applicable General Commercial zoning design
standards. A separate Substantial Compliance Improvement Permit (SCIP) request is also
being processed for existing conditions that do not meet current development standards,
including landscape setbacks, perimeter landscaping, foundation landscaping, and parking lot
landscaping. That request was scheduled for consideration by the Board of Adjustment on
September 2. (See Page 8 of Attachment 4)
The landscape plan includes foundation landscaping and proposes trees and shrubs along
McKellips Road and Country Club Drive, as well as additional landscaping within the parking lot.
Existing utility and irrigation easements constrain tree placement in portions of the site adjacent
to County Club Drive. Additional landscaping is proposed as part of the SCIP improvements.
The proposed building includes three primary materials: stucco, metal wall panels, and smooth-
face concrete masonry units. Mr. Abebrese reviewed the north, south, east, and west
elevations, noting that portions of the east elevation would be visible from Country Club Drive
and portions of the west elevation would be visible from the adjacent industrial development.
(See Page 9 through Page 12 of Attachment 4)
Mr. Abebrese requested Alternative Compliance for several development standards, including
material composition, roof articulation, and wall articulation. The material request would allow
metal wall panels to exceed 50 percent of the north and south elevations, which are largely
internal to the site. The roof articulation request would allow deviations from requirements for
varied building heights and roof forms, while the wall articulation request applies to the internal
north elevation. Mr. Abebrese requested the Board’s review and recommendation regarding the
proposed building elevations, landscape design, and requested Alternative Compliance. (See
Page 13 through Page 14 of Attachment 4)
The Design Review Board made recommendations based on the Staff presentation.
Mr. Abebrese provided the following summary of the Board’s recommendations:
• Provide additional trees and shrubs outside of the existing 8 foot wide Public Utilities and
Facilities Easements (PUFE) at the south and east sides of the project site adjacent to
McKellips Road and Country Club Drive respectively, as well as within the existing
parking lot.
• Replace the proposed stucco in the building design with a different material such as
metal panel to match the north elevation of the building.
3-e. ZON26-00411. "ER2," 8.70± acres located approximately 630± feet south of the of the
southwest corner of North Greenfield Road and East McDowell Road. Alternative Compliance
request to allow for an approximately 155,597 square foot Industrial development. (District 1)
(See Attachment 5)

Design Review Board
August 11, 2026
Page 6
Ms. Bridges presented Zoning Case ZON26-00411 for an Alternative Compliance request
associated with a proposed approximately 155,597 square-foot industrial building on an
approximately 8.7 acre site south of McDowell Road and west of Greenfield Road. The site is
currently undeveloped. (See Page 1 through Page 5 of Attachment 5)
Ms. Bridges added the proposed single-story building would have a height of approximately 40
feet and include two access points from Greenfield Road and an additional access from Norcroft
Street. The applicant is also requesting a parking reduction through the Development Plan
Review process, reducing the required 280 spaces to 238 spaces.
Ms. Bridges noted the landscape plan includes perimeter landscaping along Greenfield Road
and the property boundaries, as well as required landscaping islands and trees within the
parking area. Parking canopies are proposed over portions of the parking area, which affect the
configuration of the required landscape islands. (See Page 6 through Page 7 of Attachment 5)
Ms. Bridges stated the building is proposed as concrete tilt-panel construction with two formliner
treatments, color variations, glass elements, awnings, breeze block, and landscape trellises.
The northeast corner includes a plaza and office area with a second-floor balcony. The
applicant also incorporated architectural fins, landscaping, and other design elements to provide
additional visual interest and articulation along the publicly visible elevations. (See Page 8
through Page 13 of Attachment 5)
Ms. Bridges advised that the project is being reviewed under the new zoning code. The
applicant is requesting Alternative Compliance with requirements related to façade articulation,
roof articulation, parapet detailing, façade material variety, and the percentage of primary
building materials on publicly visible elevations. Staff noted that the building primarily consists of
concrete tilt-panel construction, with formliners providing variation in texture and appearance.
(See Page 14 of Attachment 5)
Ms. Bridges requested the Board’s review and recommendation on the Alternative Compliance
request. The Board expressed positive feedback regarding the overall design, noting that the
proposal was well thought out, particularly given the scale of the building, and that the
alternative compliance requests were clearly addressed. (See Page 15 of Attachment 5)
The Design Review Board made recommendations based on the Staff presentation.
Ms. Bridges provided the following summary of the Board’s recommendations:
• Revise the landscape plan to provide a vine to climb the landscape trellises.
3-f. ZON26-00414. "Magna Steyr Canopies," 10.8± acres located at 7237 E Pecos Road.
Alternative Compliance Request to allow for the expansion of an Outdoor Storage facility.
(District 6) (See Attachment 6)
Senior Joshua Grandlienard presented Zoning Case ZON26-00414, for an Alternative
Compliance request associated with a manufacturing and product storage use. The site is
located at 7237 East Pecos Road, south of Pecos Road and west of Sossaman Road, and is
directly associated with the manufacturing facility to the west. (See Page 1 through Page 4 of
Attachment 6)
Mr. Grandlienard noted the operator manufactures automotive products at the adjacent facility,
after which completed products are transported to the subject site for storage. The site is

proposed to include eight canopies totaling approximately 100,000 square feet, intended
primarily to protect the stored products from weather conditions such as hail and UV exposure.
A 10-foot wall currently screens the site and the adjacent manufacturing use from Pecos Road.
(See Page 5 through Page 6 of Attachment 6)
Mr. Grandlienard explained that staff’s primary concern is the appearance and durability of the
canopies, particularly those visible from Pecos Road. The proposed canopies consist primarily
of metal columns with gray fabric membrane coverings. Although the elevation drawings depict
a blue color, he clarified that the proposed fabric would be gray, consistent with the submitted
material board. (See Page 8 through Page 9 of Attachment 6)
The applicant is requesting Alternative Compliance with requirements related to durable, high-
quality building materials, façade material percentages, and roof materials. Mr. Grandlienard
noted that staff has concerns regarding the long-term durability and maintenance of the fabric
membrane given the local climate and its visibility from Pecos Road. Staff also noted that the
nature of the shade structures makes compliance with certain façade material requirements
difficult. (See Page 9 through Page 11 of Attachment 6)
Mr. Grandlienard stated that the applicant was willing to work with staff regarding possible
design modifications and had provided a list of alternative products for consideration. Mr.
Grandlienard requested the Board’s review and recommendation on the alternative compliance
request and invited the applicant to provide comments. (See Page 13 of Attachment 6)
The Design Review Board made recommendations based on the Staff presentation.
Mr. Grandlienard provided the following summary of the Board’s recommendations:
• Reduce the height of the canopies.
• Create a linear look from Pecos Road.
• Provide the Desert sand color for the canopies.
• Screen the site as much as possible.
• Shallow the gable of the roof of the canopies.
• Consider providing additional landscaping along Pecos to provide additional screening.
4. Staff update.
No staff update.
5. Adjourn.
Without objection, the Design Review Board adjourned at 6:34 p.m.
I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the Design
Review Board meeting of the City of Mesa, Arizona, held on 11th day of August 2026. I further certify
that the meeting was duly called and held and that a quorum was present.
