Boeing’s Warehouse Narrative Introduction Boeing is proposing a 35,000 sf warehouse building located at the northeast corner of N. Greenfield Road and E. McDowell Road, Mesa, Arizona. The proposed warehouse will be located in the west portion of the campus behind the existing and proposed Boeing fabrication center buildings. General Information The project site is a portion of APN 141-37-009M and comprises approximately 2.76 acres. The proposed warehouse will encompass approximately 35,000 square feet. The proposed site is located at the northeast corner of N. Greenfield Road and E. McDowell Road in Mesa, Arizona. More specifically, the building will be situated within the western portion of the existing Boeing campus, just west of the current flight line, behind the existing and proposed Boeing fabrication center buildings within the 100-meter secure perimeter. The site is currently vacant land owned by Boeing. It is bordered by the Boeing campus to the west, south, and east, and by vacant land to the north. The property is designated Light Industrial (LI), where warehouse and storage are permitted use under the existing zoning. The proposed warehouse building will be utilized by the existing and proposed fabrication centers to store unused equipment. This proposed warehouse will not have any employees working in the building. A Site Plan and Overall Site Plan exhibit have been included with this narrative to illustrate the proposed layout. Circulation and Parking The proposed warehouse will be used solely for equipment storage supporting the existing and proposed fabrication buildings. No additional employees will be working in the warehouse; therefore, the existing and proposed parking for the fabrication buildings will adequately serve the site. Vehicle circulation will be provided via a proposed 26-foot-wide asphalt drive aisle. Two access drive aisles will connect the site to the existing north–south drive aisle to the west of the warehouse. Concrete pavement and sidewalks will be provided at building entrances to facilitate pedestrian access. The proposed drive aisle will accommodate full turning movements and provide adequate fire access throughout the site. Grading and Drainage The proposed development is designed to fully contain the 100-year, 2-hour storm event. An on-site retention basin and associated storage facilities will be sized to capture 100% of the required design volume and will drain within 36 hours, in accordance with City of Mesa drainage criteria. Utilities The proposed warehouse will function solely as an equipment storage facility and will not require additional staffing. As such, no domestic water or sanitary sewer services are anticipated. A 6-inch fire service line will provide fire protection and will connect to an existing 12-inch fire line loop located west of the proposed building. Additionally, a telecommunications line will be extended to serve the building. kimley-horn.com 2046 Riverview Auto Drive, Suite 400, Mesa, AZ 85201 480 207 2666 Page 2 Architecture Alternative Compliance See separate architectural narrative. Alternative Landscape Plan Due to the unique site characteristics of the proposed Warehouse as part of the Boeing Fabrication Center within the Airfield Overlay District, an alternative landscape plan is requested by exceeding minimum requirements of Mesa Zoning Ordinance Section 11-33-7. The proposed Warehouse will be located within the 100-meter secure perimeter around the Boeing Fabrication Center buildings to comply with the Governments Intelligence Community Directive (ICD) 705 relating to physical and technical security standards for the site. Within this secure area, vegetation surrounding the existing buildings and proposed Warehouse will be limited to limited quantities of ground covers and shrubs to allow for inspectable space for security and safety of the building. Foundation base zones have been provided but will be without vegetation due to the inspectable space requirements next to the buildings. In addition, due to the proximity of the Boeing Flight area and safety concerns for Foreign Object Damage (FOD) that can occur to the helicopters, the landscaping has been limited as well. The alternative landscape plan meets six (6) of the design principles as set within Mesa Zoning Ordinance Section 11-33-7(A). The landscape around the proposed Warehouse are native vegetation including specimen cacti and native shrubs designed in vignettes creating a naturalistic design in layout of the proposed plants mimicking patterns seen in the native Sonoran Desert. The overall Boeing Fabrication Center features an excess plant variety and the proposed Warehouse matches the plant palette of the landscape within the secure perimeter around the fabrication buildings. The basin behind the warehouse is part of the larger drainage within the Boeing Fabrication Center and provides exceptional storm water management by retaining all captured storm water above ground allowing it to be cleaned by native vegetation before percolating into the ground. The site has compatibility with surrounding uses both with the existing phase 1 of the Boeing Fabrication Center and the overall Boeing campus. In studying the existing landscape of the existing phase 1, the plant palette selected for the proposed center have proven plant viability and longevity while still complying with the Governments Intelligence Community Directive (ICD) 705. The proposed landscape is requesting alternative landscape plan for the secure area landscaping to comply with the Governments Intelligence Community Directive (ICD) 705 relating to physical and technical security standards for the site. kimley-horn.com 1855 West Baseline Road, Suite 200, Mesa, AZ 85202 480 207 2666
