REQUIREMENTS FOR COMMUNITY ORGANIZATIONS REQUESTING
2028 GENERAL OBLIGATION BOND PROGRAM FUNDING
A nonprofit community organization may propose up to one project. No later than January 4, 2027, the organization
must submit a letter of interest to budget.research@phoenix.gov and the partnering City department indicating the
project’s title, the City department with which the organization plans to partner, an initial cost estimate, and the
organization’s primary point of contact. The identified contact must attend a mandatory training/workshop to be held
in January 2027 and must complete the project submittal in consultation with the partnering City department.
Project submittals will be due to the City on March 1, 2027. Staff and board members of submitting organizations
will be ineligible to serve on 2028 General Obligation Bond subcommittees in their organization’s program area.
To be considered, projects must fulfill a public purpose consistent with services currently provided by the City,
objectives of the City’s strategic plan, or Council-approved initiatives.
The City will procure and manage design and construction contracts. Limited exceptions may be made; and in such
cases, the organization will be required to comply with A.R.S. Title 34. In most cases, the City will not directly
contribute funding to the organization. Project assets will be owned by the City. No other liens or encumbrances will
be allowed on project assets.
Projects will be required to be consistent with the City’s building standards and sustainability goals, including
reporting requirements.
The City will manage any property acquisitions and will retain deed or title to acquired property. In limited
circumstances, the City may consider alternative property interests such as a long-term lease in place of an
ownership interest.
The organization will be responsible for operating and maintaining project assets and continuing to provide the
stated public service for a minimum of 20 years. The City will not contribute to ongoing operating costs.
Funding is not guaranteed, and large funding requests will have more difficulty competing for limited resources. Any
project funding amounts ultimately included in the bond program recommendations to Council and the public will
represent the maximum City funding that will be provided, and any cost overruns will result in a reduced project
scope, additional funding requirements for the organization, or cancellation of the project.
Funding is subject to review and approval through the bond program process. Even if funding is approved as part of
the bond program, actual funding is subject to negotiation and execution of required funding/operating agreements
and shall be at the discretion of the City.
All proposals and supporting materials submitted to the City for funding under the bond program are public records
under A.R.S. 39-101 et seq. and are subject to public disclosure.
Form of Project Submittal
Complete the Project Request Form in the format provided by the City, and prepare a letter signed by the Executive
Director (or equivalent). Transmit the letter and form to budget.research@phoenix.gov and the partnering
department by March 1, 2027. The letter must:
• Acknowledge and accept all conditions of this document.
• Indicate the amount of funding the organization plans to provide for the capital project. If cash is not already
in hand to contribute to the project, provide evidence of past fundraising efforts on a similar scale.
• Attach documentation evidencing the organization’s status as a nonprofit entity.
