Acceptance, if awarded, of a grant from the Arizona Department of Public Safety in the amount of $500,000 for overtime wages, equipment, and training related to the reduction of human exploitation and trafTicking; and 2. BACKGROUND The Scottsdale Police Department (SPD) has applied for funding through the Arizona Department of Public Safety’s Local Border Support Fund to expand regional efforts aimed at combating human trafficking, human smuggling, child exploitation, drug trafficking, and other border-related offenses. Scottsdale’s status as a major tourism and special-events destination creates seasonal surges in visitors, lodging activity, and transportation corridors that can be exploited by criminal networks. Prior joint investigations with Homeland Security Investigations (HSI) and the Arizona FBI Internet Crimes Against Children (ICAC) Task Force show that illegal activity detected locally often connects to larger regional or interstate operations, reinforcing the need for coordinated enforcement and intelligence sharing. SPD is requesting grant funding for investigative overtime associated with a two-year Regional Border-Related Trafficking and Exploitation, specialized training, and for investigative software. These resources will expand proactive enforcement, digital-evidence review, undercover operations, and victim-recovery activities, particularly during high-activity event periods. Training will support proficiency in emerging investigative techniques, digital evidence practices, victim-centered responses, and cross-border activity indicators, while software tools will strengthen online-facilitated exploitation investigations. The project also includes internal performance evaluation and documentation across operations, investigations, training, and prosecution. ANALYSIS & ASSESSMENT Action Taken Docusign Envelope ID: 8577E0A6-CE2F-83A8-8243-D8940C269882 City Council Report | FY27 DPS Local Border Support Fund Grant The Local Border Support Fund award would significantly enhance SPD’s ability to conduct intelligence-led operations, respond to trafficking and exploitation indicators during high-activity periods, and coordinate effectively with federal and regional partners. Acceptance of this grant would expand investigative capacity, improve victim-identification capabilities, and support more effective prosecution outcomes in cases involving border-related criminal activity Significant Issues to be Addressed None RESOURCE IMPACTS Available funding Approval of the grant will allow the Human Exploitation and Trafficking (Heat) unit to conduct additional targeted enforcement and education details. This action requests a budget transfer of up to $500,000 from the adopted FY 2026/27 Grants Contingency Budget to provide budget appropriation for the purpose of the grant. Staffing, Workload Impact No additional staffing required. Cost Recovery Options There are no additional cost recovery opportunities nor is there a match requirement associated with the grant.
