REPORT
Meeting Date: October 20, 2026
General Plan Element: Community Involvement
General Plan Goal: Seek community-wide representation on issues
ACTION
Accept the 2025 annual reports approved by each publicly appointed Board, Commission,
Committee, and Working Task Force.
BACKGROUND
During the May 11, 2010 Work Study Session, as part of an audit of the City's boards and
commissions, the City Council recommended that each board and commission prepare an annual
written report highlighting their accomplishments and setting out future work plans. At the July 6,
2011 Work Study Session, the City Council provided direction to continue the practice of annual
reporting for all boards and commissions.
Since 2011, each board and commission staff liaison has prepared an annual report for their board,
commission, or working task force which was reviewed and approved by the members of the
respective board, commission, or working task force. These reports are submitted to the City Clerk's
Office which compiles all the reports for the Mayor and Council.
Starting in July 2025,18 of our boards and commissions presented a synopsis of their annual report
to the City Council at Council Meetings. These presentations started in July 2025 and were
completed by September 2025. The presentations focused on key accomplishments, major actions
taken, and upcoming opportunities or challenges. The City Council had an opportunity to ask
questions and provide feedback to these bodies.
During the April 28, 2026 Work Study Session, the City Council instructed staff to continue the
annual presentations but to have the presentations at two City Council Special Meetings rather than
several City Council Regular Meetings. Additionally, the Council requested that the Industrial
Development Authority (IDA) be added to the list of presenting bodies. Eight (8) boards and
commissions, including the IDA, presented at the August 25, 2026 City Council Special Meeting and
11 boards and commissions presented at the October 6, 2026 City Council Special Meeting.

Anticipated Key issues in 2026:
■ Heat Island Mitigation and Climate Action Planning
■ Drought Preparedness and Water Conservation
■ Environmental Stewardship in Waste Management
■ Plastic Waste and Public Health Impacts
■ Renewable Energy, Energy Efficiency and Energy Management for City Facilities
■ Air Pollution
■ Environmental Awareness and Community Engagement
Future Significant Work Products:
■ Review and provide.guidance on the draft Shade and Tree Plan.
■ Evaluate municipal drought preparation and water conservation measures; identify effective local
strategies to enhance Scottsdale’s long-term water resilience.
■ Support efforts to increase landfill diversion, grow the circular econorhy, and otherwise minimize waste.
■ Evaluate sources of food waste; pursue effective local solutions to redistribute edible food and otherwise
direct food waste destined for the landfill to its highest and best use.
■ Advance efforts to establish a municipal Green Purchasing Policy.
■ Investigate local plastic waste reduction strategies.
■ Support increased installation of solar energy and energy storage systems at City facilities.
■ Identify opportunities to adopt International Energy Conservation Code appendices.
■ Evaluate and encourage, during the next building code update cycle, adoption of International Green
Construction Code (IgCC) sections that were not adopted with the 2021 IgCC.
■ Evaluate and encourage the implementation of organic pest management.
■ Support pollinator protection initiatives, such as the Monarch Pledge and Bee City USA programs.
Scottsdale Environmental Advisory Commission
2025 Annual Report
■ Evaluate and encourage nature-based solutions to local environmental challenges, including “designing
with nature” principles.
■ Investigate and recommend air quality improvement strategies such as behavior-based mitigation.
■ Monitor State legislation that would preempt municipal authority to address local environmental matters
— e.g., energy management, waste management, pesticide regulation, and air quality — and provide
guidance.
■ Select the 2026 Sustainable Scottsdale Award recipient(s).
■ Develop communications to increase environmental awareness and community engagement, including
periodic messages for publication in Scottsdale Update and other citywide communication platforms.
■ Support community engagement activities, e.g., coordination of any Earth/Arbor Day celebrations.
Upcoming Opportunities, Challenges, or Outcomes:
■ Colorado River: Uncertainty and Shortage. The major agreements that have guided Colorado River
operations over the past 100 years expire in 2026. New agreements must be reached or imposed amid the
realization that demand far exceeds supply. Over appropriation, climate change, and long-term drought
have resulted in historic low elevations within the Colorado River Basin’s primary reservoirs. Lake Powell
and Lake Mead. Scottsdale relies heavily on the Colorado River for 70-75% of our potable water supply.
Delivery reductions are inevitable; the only question is: how severe will the cuts be?

The NAC will continue to focus on two key areas:
1. Utilize City Council-approved budgeted funds for neighborhood improvements
(Neighborhood Enhancement Grant Program) in a manner that avoids potential conflicts
with the City Charter (Section. 3. Powers of the City. 0.)
2. Further development of the NAC work program with the objective of greater participation in
the broader substantive issues that relate to Scottsdale neighborhoods.

Neighborhood Advisory Commission 2025 Annual Report - Approved on January 28, 2026
Future Significant Work Products:
Neighborhood Enhancement Grant Program
The Neighborhood Advisory Commission will further its purpose, powers and duties pursuant to
Ordinance 4331, with the objective of providing direct assistance to Scottsdale neighborhoods
without creating conflicts with the City Charter (Section.3. Powers of the City. 0.] by utilizing City
Council approved budget funding for neighborhood improvements. One such program is the
Neighborhood Enhancement Grant Program [NEGP). In 2026, the Commission will continue
expanding the program’s reach by coordinating with Code Enforcement and the City's Office of
Communications to help notify Scottsdale residents about the grant program and its purpose, and by
strengthening connections with neighborhood leaders, including Neighborhood Watch Captains.
Spirit of Scottsdale Awards Program
Established in FY2015, the Spirit of Scottsdale Awards Program recognizes the people, locations, and
businesses that contribute to the identity of a neighborhood through community interactions or their
contributions to sense of place. The NAC continues to award, through nominations submitted by the
general public, those that exhibit the "Spirit of Scottsdale". In 2026, the Commission will work with
the city's Office of Communications to increase public awareness and participation in the program.
Neighborhood Outreach and Community Dialogue
The Commission actively engages members of the community in public outreach activities and
community discussions. The Commission will continue to invite speakers and presentations from
various city departments that enhance community knowledge and foster dialogue related to the
Commission’s purpose, powers, and duties.
Upcoming Opportunities, Challenges, or Outcomes:
The Neighborhood Advisory Commission will continue to seek opportunities to engage
neighborhoods in programs, initiatives, and campaigns that fulfill the Commission purpose, powers,
and duties.
Additional Comments/Recommendations:
In 2025, City Council support of the Neighborhood Enhancement Grant Program (NEGP) budget
allocation enabled the Commission to support direct, visible neighborhood improvements citywide.
During the year, the Commission also advanced work program development to provide input on
broader neighborhood issues while maintaining focus on implementable neighborhood
improvements.
Over the past year, the NAC was presented with substantive materials that enhanced its
understanding of Scottsdale neighborhoods and supported neighborhood stewardship and advocacy.
In 2025, the NAC promoted plans, strategies, and programs that support Scottsdale neighborhoods,
including:

adaptability in supporting Scottsdale’s most vulnerable residents while maintaining continuity of
critical services amid evolving community needs and reductions in federal funding.
City staff have shown a strong commitment to collaboration, working effectively with faith-based
organizations, nonprofit partners, and regional stakeholders to maximize available resources and
ensure coordinated, client-centered service delivery. These partnerships have been essential in
sustaining programs that support housing stability, food security, senior services, family support,
and homelessness prevention.
The Board acknowledges that reductions and uncertainty in federal funding streams present
ongoing challenges. Despite these constraints. Human Services staff have continued to pursue
innovative approaches, leverage diverse funding sources, and strengthen partnerships to minimize
service disruptions and maintain program effectiveness.
The Board encourages continued investment in Human Services and supports efforts to stabilize
and diversify funding, expand collaborative partnerships, and enhance data-driven decision-making
to ensure Scottsdale residents continue to receive high-quality, reliable services. The Board remains
confident in the department’s ability to navigate fiscal challenges while upholding the City’s
commitment to compassion, accountability, and service excellence.
Commission noted on 01/22/26 that Scottsdale Housing Agency is commended for obtaining High
Performer with 104 points through its Section Eight Management Assessment Report.
