The purpose of this memo is to provide recommendations for appointments to the
following Boards and Commissions:
Industrial Development Authority of the City of Phoenix
I recommend the following for appointment:
Florence Franklin
Ms. Franklin is a Retiree and a resident of District 6. She replaces Aaron Marquez for a
partial term to expire May 1, 2027.
Maryvale Village Planning Committee
Councilwoman Betty Guardado recommends the following for appointment:
Juana Pacheco
Ms. Pacheco is an Integrated Health Navigator at Jewish Family and Children’s Service
and a resident of District 5. She fills a vacancy for a term to expire October 21, 2028.
Paradise Valley Village Planning Committee
Councilman Jim Waring recommends the following for appointment:
Eva Anderson
Ms. Anderson is a Retiree and a resident of District 2. She replaces Shawn Hoffman for
a term to expire October 21, 2028.
Jessica Fairbanks
Ms. Fairbanks is a Realtor at Realty ONE Group and a resident of District 2. She
replaces Robert Goodhue for a term to expire October 21, 2028.
Phoenix Business and Workforce Development Board
I recommend the following for appointment:

Yvonne Luna
Dr. Luna is the Vice Provost of Academic and Workforce Alliances at Northern Arizona
University. She replaces Brenda Sipe for a partial term to expire June 30, 2027.
Vision Zero Community Advisory Committee
Councilwoman Laura Pastor recommends the following for appointment:
AJ Marsden
Ms. Marsden is a Community Volunteer and a resident of District 4. She fills a vacancy
for a term to expire October 7, 2028.
