Preliminary Abandonment Staff Report: ABND 250037
Project# 24-1073
Quarter Section: 40-30
District#: 2
Location: Right-of-Way (ROW) located directly west of
1414 East Wahalla Lane and directly east of
1346 East Escuda Drive, within the area
bounded by East Beardsley Road and
North14th Street
Applicant: Residential Pursuits Investments
Request: To abandon an irregularly shaped ROW
measuring approximately 25-foot by 199-
feet, totaling approximately 4,160 square
feet. The abandonment area is located
directly west of 1414 East Wahalla Lane and
directly east of 1346 East Escuda Drive,
between East Beardsley Road and
North14th Street.
Purpose of request: The applicant has indicated that the ROW is
no longer warranted, as 14th Street
terminates at Escuda Drive and there is no
intention to extend the roadway northward
due to the presence of the freeway.
Additionally, APS utility lines are located
within this area; therefore, an 8-foot Public
Utility Easement (PUE) will be established to
accommodate any utilities that may still
require access north of Escuda Drive.
Hearing date: October 9, 2025

City Staff Research
City Staff research shows that the west 25-feet of that part of the south 327 feet of said west
half lying north of the north line of said south 25 feet right-of-way was dedicated on September
3, 1987 as part of the City of Phoenix Ordinance S-17318, recording number 19870557711 of
the Maricopa County Recorder. If abandoned, the 25-foot-wide portion of right-of-way will
convey to 1414 E Wahalla Lane.

Additional right-of-way dedications, outside of the proposed abandonment area, may be
necessary to complete the design.
