ACTION/MOTION: (This language identifies the formal motion to be made by the Council)
Council to take action on the acceleration of CIP Project No. 104350 – Buckeye Municipal Airport Utility
Improvements from fiscal year 2028 to fiscal year 2027; authorize the City Manager to approve project-
related expenditures up to $3,300,000; and authorize the City Manager and City Attorney to take all
steps necessary to implement this action.
GOALS AND OBJECTIVES FOR THE STRATEGIC PLAN FOCUS AREAS:
Infrastructure
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Municipal Airport Utility Improvements Project (CIP No. 104350) establishes the utility
infrastructure needed to support existing Airport operations, activate the initial Vermillion hangars, and
prepare the Airport for continued development. As new facilities are added, reliable water, power, and
communications infrastructure are essential to bringing those facilities into service and supporting future
investment.
The initial construction phase includes replacement of the existing domestic waterline from Well Site No.
1, water connections serving existing and new hangars, replacement of the well’s hydropneumatic tank,
customer-side electrical infrastructure, City fiber conduit, and airfield utility crossings. These
improvements address immediate development needs while establishing infrastructure that can serve
subsequent Airport improvements.
The requested authorization allows the City to deliver this work in phases within the approved
$3,300,000 project budget. In addition to the initial DCS Contracting construction work, funding will
accommodate APS power-provider costs, engineering and other project expenses, contingency, and
remaining utility improvements, including planned septic tank installation south of the runway, as funding
permits.
BENEFITS:
Approval of this request would give the City the flexibility to manage and deliver the Buckeye Municipal
Airport Utility Improvements Project efficiently within the approved $3,300,000 project budget.
The project will provide critical water, electrical, and communications infrastructure to support the initial
Vermillion hangar development, existing Airport facilities, and future Airport development. The
improvements will improve the reliability of the Airport's domestic water system, provide electrical service
to the initial Vermillion hangars, expand City IT/fiber infrastructure, and establish utility infrastructure to
support continued Airport growth.

Overall, the project will improve the Airport's utility infrastructure, support current development needs,
and position the Buckeye Municipal Airport for future expansion and investment.
This authorization enables the City to deliver critical utility capacity and reliability ahead of tenant
occupancy, which reduces operational risk and avoids revenue delays tied to hangar activation.
Replacing the domestic water main from Well Site No. 1 and adding new service connections prepares
the system for increased demand forecast in the Airport's near-term planning scenario and avoids
pressure and reliability issues as new hangars are constructed.
The fiber conduit component extends City communications pathways on-airport and ties into priority
corridors identified in recent CIP reviews, improving operational communications, security systems, and
emergency response while lowering future mobilization and outage costs.
Together, the water, electrical, and fiber upgrades form the foundational utilities backbone for current
operations and future Airport expansion, improving service reliability, tenant readiness, and overall
Airport resilience.
FUTURE ACTION:
Following contract execution, construction activities will commence in accordance with the approved
project schedule.
FINANCIAL IMPACT STATEMENT:
The requested action will utilize $2,700,000 of CIP Savings to accelerate the Airport Utility Improvements
project, which is currently budgeted for FY2027 ($600,000) and FY2028 ($2,700,000). The overall cost of
the project is not changing.
CURRENT FISCAL YEAR TOTAL COST:
CIP No. 104350 – Airport Utility Improvements has a total project budget of $3,300,000.00 under account
50211200 – 543235. The project will be funded in FY2027 using available CIP savings, and the
corresponding FY2028 budget request will be canceled.
Staff is requesting that City Council preauthorize the City Manager to approve construction actions,
professional services, contract amendments, work orders, and other project-related expenditures for the
project up to this amount.
