Exhibit E The Cascade Citizen Participation Plan Planned Area Development (PAD) Application Case #TBD 1st Submittal: 12/4/2025 Updated 4/17/2026 Updated 4/22/2026 Updated 8/10/2026 Updated 9/16/2026 Applicant/Representative: William E. Lally 2525 E. Camelback Road Phoenix, AZ 85016 Page 1 of 6 Project Description Elianto is a master-planned community located in the northwestern portion of the City of Buckeye (the “City”) and included within the Tartesso North Community Master Plan (“Tartesso North CMP”). As part of a strategic refinement of the original 2004 master plan, Mattamy Homes (“Master Developer”) is proposing to establish the Cascade Planned Area Development (“PAD”), to create a distinct, modernized entitlement framework tailored to the portion of Elianto, east of the Sun Valley Parkway. The remainder of Tartesso North, approximately 1,104 acres, continues to operate under its existing entitlements and development agreements. The PAD introduces a Village-based planning structure that organizes The Cascade anto into a series of smaller, identifiable planning areas connected through coordinated mobility, open space, and design systems. This structure allows the community to evolve with clarity and flexibility while maintaining a cohesive overall vision. It also transitions the Site from the City’s former CMP approach to the current PAD model, which now serves as the City’s primary entitlement mechanism for large-scale master-planned communities. The Cascade is located north of Thomas Road and east of Sun Valley Parkway, between the White Tank and Belmont Mountains (the “Site”). The PAD establishes a consolidated set of Development Standards and Design Guidelines tailored specifically to this Site. These provisions reflect the desert setting, align with the long-range vision of the Imagine Buckeye 2040 General Plan, and provide the regulatory foundation for future subdivision, infrastructure planning, and community design within Elianto. Which residents of the City, adjacent property owners, interested parties who have submitted a request to the City to be notified of any rezoning pursuant to ARS 9- 462.03, adjacent political jurisdictions, and public agencies with jurisdiction over the property may be affected by the application. At least 15 days prior to the neighborhood meeting and again at least 15 days prior to the Planning & Zoning Commission public hearing, individual letters will be sent to all property owners within 500’ of the Property and interested parties/stakeholders in the surrounding area subject to this entitlement request. The letter will adhere to all City of Buckeye notification requirements and will adequately notify the surrounding property owners of the proposal. We intend to update this initial citizen participation plan with more details of our expanded outreach efforts once identified. How those interested in and potentially affected by an applicant will be notified that an application has been made. In accordance with Section 8.2.6 of the 2010 Development Code, we will provide notice using the following procedures which will specify (1) the date, time, and place of the Page 2 of 6 neighborhood meeting/public hearing, (2) describe the Property with the street address, legal description, or general description and nearest cross streets, (3) the nature, scope, and purpose of the proposed action, (4) indicate that the interested parties may appear at the hearing and speak on the matter, and (5) indicate where additional information on the matter may be obtained. Mailed Notice In accordance with Section 8.2.6 and Table 8.2-1 of the 2010 Development Code, we will mail individual letters via first class mail to all property owners within 500’ of the Property at least 15 days prior to the scheduled date of the neighborhood meeting and public hearings. Interested parties and stakeholders in the surrounding area subject to this entitlement request will also be notified. The letter will adhere to all City notification requirements and will adequately notify the surrounding property owners of the proposal. The City will also provide notice in accordance with ARS 9-462.04. We will provide the Development Services Department with an Affidavit of Mailing certifying that all required notices were timely mailed. As stated, Master Developer intends to create a more robust outreach plan than the City minimum requirements. We intend to update this initial citizen participation plan with more details of our expanded outreach efforts once identified. Published Notice We will publish notice in a newspaper of general circulation at least 15, but no more than 45 days before the scheduled hearing dates. We will provide the Development Services Department with an Affidavit of Publication. Posted Notice We will need to discuss with City staff appropriate locations for site posting the Property in a prominent place, clearly visible from a major arterial street (locations to be approved by City) which will remain on the Property for a period of at least 15 days prior to the neighborhood meeting. The closest major roadways are Sun Valley Parkway and Thomas Road. We will post the signs on the Property once the location of the signs are determined and approved by City Staff. We will maintain the sign in good condition and, when hearing dates are identified but at least 15 days prior to the first public hearing, update the signs to include the date, time, and location of future P&Z and Council meeting. The signs will be removed within 10 days after the public hearing. Page 3 of 6 How those interested and potentially affected parties will be informed of the substance of the change, amendment or development proposed by the application. We will respond to all input and comments as they are received. Our responses will be provided to City Staff for their records. Our office will follow-up with interested individuals and City Staff as necessary to ensure their concerns are heard and all relevant procedures are followed. Further, we will ensure all necessary information is shared continuously regarding the status of the request. The City will be provided with copies of our correspondence, letters, and information shared with stakeholders. In addition, maps and lists of the notified stakeholders and property owners will be included in our final Citizen Participation Results Report. Master Developer intends to expand its outreach to other stakeholder groups in the community. Updates to this plan will reflect this expanded outreach effort. The applicant’s schedule for the completion of the citizen participation plan. Mailed notices will be completed and sent at least 15 days prior to neighborhood meeting and public hearings and the proper affidavits will be provided to the City. Additionally, the Property will be posted once the posting locations are determined by City Staff prior to the hearings as well as any required legal notices within the newspaper of general circulation within the City, most likely the Arizona Republic. If requested, we will meet with any interested individual or stakeholder after the notification letters have been sent and the Property has been properly posted. At least 21 days prior to the Planning & Zoning Commission public hearing we will provide City Staff with a completed Citizen Participation Results Report, which will include the details and techniques, used to involve the public and provide a summary of concerns, issues, and resolutions to these issues. Our public outreach will be continuous and will occur throughout the PAD rezone process. How the applicant will keep the Planning Department informed on the status of their citizen participation efforts. We will provide the Development Services Departments with a written affidavit regarding the procedures and timing for mailing and publishing. We will also provide an affidavit with the site posting. The final Citizen Participation Results Report will be completed at least 15 days prior to the Planning Commission hearing date and will include the following: (i) Dates and locations of all meetings where citizens were invited to discuss the applicant’s proposal; (ii) Content, dates mailed, and numbers of mailings including letters, meeting notices, newsletters and other publications; Page 4 of 6 (iii) Where residents property owners, and interested parties receiving notices, newsletters or other written material are located; and (iv) The number of people that participated in the process (v) A summary of concerns, issues and problems expressed during the process, including: a. The substance of the concerns, issues, and problems b. How we addressed or will address the concerns expressed during the process; and c. Concerns, issues and problems the applicant is unwilling or unable to address and why. We will update Development Services via email of all important issues that may arise during our public outreach. If additional public outreach occurs after the submittal of the Citizen Participation Results Report, we will provide updates to inform Development Services and City Council. Master Developer looks forward to providing the City with a comprehensive outreach effort during and towards the end of the entitlement process. Citizen Review Report Since the initial citizen review plan submittal, we have submitted an additional case, the Elianto Major CMP Amendment. After our initial submittal, we have contacted and provided information to the other owners within the application of the PAD’s, DA’s and CMP amendments progress. We have had several discussions and correspondence with representatives of Tartesso. We have had one phone call from an adjacent property owners realtor regarding access issues. We communicated with City staff on coordinating the neighborhood open house required for the PAD and CMP amendment submittals. It was agreed upon that Monday evening of April 20, 2026, was an acceptable date for our open house meeting. The meeting began at 5:30 P.M. at Tartesso Elementary School, 29677 W. Indianola Ave. within the Tartesso community to the west of Elianto. Attached to this report at Tab 1 is the notification letter, the map of the property owners within 500 feet of the property (Tab 2) and the list of property owners (Tab 3). Neighborhood Open House Report On April 20th, we held a neighborhood open house in Tartesso, which is directly west of the PAD and CMP amendment proposal. We held the meeting at Tartesso Elementary School in the media room. There were two (2) total attendees. One attendee, Mr. Thomas Bertalon, was given a minor presentation on all of the graphics present at the open house. Page 5 of 6 He asked very poignant questions and we responded to all of his questions. He was very impressed with our proposal and stated that he was in favor of the proposal. He took a comment card on his way out and indicated that he may send it to City staff. The second attendee, Mr. Joe Schramm from Quantum Capital, was also given a brief individual presentation as he walked through the boards placed throughout the media room and asked questions and took photos of the boards. Mr. Schramm’s firm represents the larger Elianto property located north of the developed neighborhoods of Tartesso and remaining within the original Elianto CMP. He stated that the proposal was a good thing for this area of Buckeye and that more rooftops will benefit all properties in the area. Mr. Ken Galica was present and heard the positive statements from both attendees. The sign in sheet is also attached to this report at Tab 4. In working with City staff, we have decided that the cases are ready for public hearings. In preparation for hearings, we have conducted the public hearing notice requirements. Please refer to Tab 5 for the required public hearing notification letter and affidavit. This letter was sent to the same list of stakeholders and adjacent property owners within 500 feet that was sent for the neighborhood open house. Please refer to Tab 6 for required legal ad in the newspaper and affidavit. Finally, please refer to Tab 7 for required site posting and affidavit that updated the signs indicating the public hearing date. If there is any follow up questions from any interested neighbors or stakeholders, we will provide the City with an update to the citizen participation plan. Other than a realtor asking general questions on an adjacent property and access, there has been no further comments from the public on this case.
