DOBSON RD., SUN LAKES, AZ Special Event Description The Knights of Columbus Council 9678 (Knights) is applying for a Series 15 Special Event (Temporary) license to add a wine bar to the scheduled Italian Dinner for parishioners in the Great Hall of the St Stevens Parish facilities located at 24827 S Dobson Rd, Sun Lakes, AZ 95248 (Figures 1and 2). The entire dinner event takes place inside the Great Hall, except for the storage of wine, as shown in Figure 3. The wine storage areas in the Adjacent Kitchen and storage room are included within the license application area (Figure 3). This is the first time the Knights’ Council has applied for a Series 15 Special Event License. The event is scheduled to take place for one day on November 7, 2026, from 4-7 pm with an expected attendance of up to 224 parishioners. The Knights are organizing and conducting the Dinner in the Church facilities provided by the Parish as they have for scheduled events for the past 36 years. The Knights annually support 7 to 10 meal events per year on behalf of St Stevens Parish. This event is scheduled to occur concurrent with the already scheduled Italian dinner, if the proposed wine bar is licensed by DLLC. The Italian dinner event, including the potential wine bar, has been approved by Fr. Wilfred Yinah, Pastor of St Stevens Parish. Knights of Columbus Tax Status The Knights of Columbus, including all subordinate councils, assemblies, and chapters (collectively referred to as councils), is a tax-exempt organization, recognized by the Internal Revenue Service as a fraternal beneficial society under Section 501 (c)(8) of the Internal Revenue Code. A group ruling recognizing the exemption was obtained by the Supreme Council for itself and subordinate units. A copy of the Council 9678 Charter issued by the Supreme Council is shown in Figure 4 documenting our affiliation status in the Knights of Columbus. The Knights of Columbus group ruling (group number 0188) does not extend to home corporations. This tax-exempt status requires each council in the United States to file an annual Form 990 with the Internal Revenue Service. Council 9678 annually files a Form 990N tax return postcard (Figure 5). Drink Ticket Sales Liquor sales will be controlled through drink ticket sales. Each patron over 21 years of age will be able to purchase up to 2 drink tickets during the event. Drink tickets will not be sold to patrons ordering take-out meals. Ticket sales for drinks occur only at the main entrance (north side) from Knights at a dedicated ticket sales table. The wine bar is located on the opposite (south side) wall of the great hall. Wine is served only to patrons that present a drink ticket to the bartender. All patrons buying drink tickets must provide a valid picture ID to the ticket seller. In the case of any patrons whose ID shows them to be under 30 years of age, must also allow both photo-documentation of the ID by the seller through a picture of the id and of the presenter of the ID. Those records will be archived in a log for the event and kept on file by the Knights’ Secretary for a period of one year. =k ™ ahakdad T | — | E Vila la Park Park St S €) Vila ‘la Park Park St S & ee rd 7 wmiailias, ae tit ae iain - a 2 7 re Kéy card Job adaar . \ RK | | ay | | (2 as i ada woe spe ms"| aoa par OA a ae a satan: ao [fe security gate}, 7 | at |e oy \ wee “ & fo) i tla 1 9 as i ma band H 1 rT aay o E 2 Hercu 14 MS pout _<t- i } = j H eo aas al lal i] Mhae HI | | j ! Event Security Planning A detailed diagram of the premises to be licensed for a Series 15 Special Event License within the St Stevens Church complex at 24827 S Dobson Rd is shown in Figure 3. The premises (social hall, kitchen, and storage room in one building of the St Stevens Parish complex) defines an area of approximately 8,000 ft? at the St Stevens Parish complex (figure 3). The St Stevens church complex, including the proposed area to be licensed for the consumption of alcohol, has an electronic security system that detects motion in buildings and any entry through all doors when activated. The surveillance system is activated whenever buildings are not in use. The area proposed to be licensed has a separate surveillance system from the rest of the St Stevens Parish complex. Tripping an alarm triggers notification of St Stevens supervisory personnel and local police. While the complex is already a “no carry” firearms facility a “no firearms sign” will also be posted on the main entrance door for this event. A “Pregnancy warning sign” will also be posted on the wall in a high visibility location behind the wine bar. These signs will be in English. Liquor storage occurs in a locked storage cabinet (1) in the storage room, and in a refrigerator located in the kitchen (2). The refrigerator storage (2) is only used 2 hours before, and during the event, to provide chilled wine. Both the kitchen and storage room are off-limits to dinner patrons and posted with “staff only” signage. Wine glasses are stored at the wine bar and distributed to patrons when they present a ticket for a drink. Wine will only be served from the wine bar to patrons presenting a drink ticket to the bartender. The wine bar, drink ticket sales and security will be staffed by members of the Knights Council 9678 wearing blue Knights of Columbus knit Polo shirts. A total of 6 Knights will be involved in security related to the storage, sale of tickets, serving drinks, and ensuring that consumption of liquor is confined to the licensed area of the event. All bartenders will hold or be supervised by a person holding a certificate of completion for Title 4 Basic Liquor Law Training and/or Title 4 Management Training certificate. The main entrance double doors are unlocked during the Italian Dinner event. The emergency exit doors are locked to entry during the Italian Dinner event and can only be used to exit the building. They will all be identified with “emergency exit” signage in English. The wine server will ensure no patrons use the emergency exit next to the bar to exit the building with any drinks. A security guard will be posted near the main entrance and monitor the hall for any person attempting to leave the building with a drink in hand or bring any alcohol into the building during the dinner event. Two Knights will be positioned in the Great Hall to view the exit doors on the west side of the Great Hall to ensure no patrons exit through those emergency exit doors with drinks during the event. Additional signage in English will be placed adjacent to the main entrance and wine bar indicating that all consumption of alcohol must occur within the Great Hall during the dinner event. Summary of security and control measures 1. Controlled access to licensed areas always. a. Kitchen and storage areas posted off limits to the public; entry doors locked when not in use. b. 24-hour security system for the building is activated whenever building is not in use. Unauthorized entry triggers alerts to Church management and police department. 2. All exits locked to entry from the outside during the event. Patrons can only enter and leave premises through the main entrance. w No wine service without presenting a drink ticket to server. No tickets sold without an ID check. Only 2 tickets will be sold to each patron after ID check. oar Wine glasses only available from the bartender at the wine bar. Signage posted at the wine bar, ticket sales table and main entrance indicating all drinks must be consumed within the Great Hall. 7. Knights will be present at the main entrance to ensure no patrons take drinks out of the Hall or bring liquor into the Hall. 8. Knights will be positioned in the Haal to observe other emergency exits to ensure no patrons use those exits with a drink. 9. “No guns” and “pregnancy health advisory” signage will be posted at the main entrance and wine bar. 10. Until used at the event wine will be stored in an unmarked, locked cabinet in the storage room.
