LWDAs are provided with WIOA Title I funding for the Adult, Dislocated Worker, and Youth Programs, totaling $49,415,715, distributed based on the allocation formula approved by the Workforce Arizona Council in May 2025. Funding is also allocated to support Rapid Response, totalling $3,448,664. The purpose of rapid response is to “promote economic recovery and vitality by developing an ongoing, comprehensive approach to identifying, planning for, responding to layoffs and dislocations, and preventing or minimizing the impact of layoffs of dislocations on workers, businesses, and communities.” [20 CFR § 682.300(b)]. List of elements of a successful rapid response system. LWDA FUNDING AMOUNTS IN THE DISLOCATED WORKER ALLOCATIONS IN THIS ALERT DIFFER FROM ALLOCATIONS PRESENTED AT THE WORKFORCE ARIZONA COUNCIL (WAC) MEETING HELD ON MAY 14, 2026. THIS ALERT, ORIGINALLY ISSUED ON SEPTEMBER 14, 2026, CONTAINS THE CORRECTED CALCULATION IN ACCORDANCE WITH THE WAC APPROVED FUNDING ALLOCATION METHODOLOGY THAT WENT INTO EFFECT MARCH 13, 2025. THE WAC FUNDING ALLOCATION POLICY PROVIDES THAT THE GOVERNOR, THROUGH THE WAC, RESERVES UP TO 25 PERCENT OF THE STATE'S DISLOCATED WORKER ALLOTMENT FOR RAPID RESPONSE ACTIVITIES PURSUANT TO WIOA § 133(A)(2). THE POLICY THEN ESTABLISHES HOW ARIZONA DISTRIBUTES THAT RAPID RESPONSE RESERVE, WITH 10 PERCENT ALLOCATED EQUALLY AMONG LWDAs TO MAINTAIN RAPID RESPONSE CAPACITY AND 15 PERCENT RETAINED AT THE STATE LEVEL FOR STATEWIDE RAPID RESPONSE ACTIVITIES. THE USE OF THE TERM "ALLOCATED" FOR THE LWDA PORTION DOES NOT CHANGE THE FEDERAL SOURCE OR CHARACTER OF THOSE FUNDS. THE 10 PERCENT PROVIDED TO LWDAs ORIGINATES FROM THE GOVERNOR'S RAPID RESPONSE RESERVATION UNDER WIOA § 133(A)(2). IT IS NOT PART OF THE LWDA DISLOCATED WORKER FORMULA ALLOCATION MADE UNDER WIOA § 133(B). THAT DISTINCTION IS IMPORTANT BECAUSE THE TWO-YEAR AVAILABILITY PROVISION IN 20 CFR § 683.110(C) APPLIES SPECIFICALLY TO FUNDS ALLOCATED TO LWDAs UNDER WIOA §§ 128(B) AND 133(B). RAPID RESPONSE FUNDS RESERVED UNDER § 133(A)(2) ARE ADDRESSED SEPARATELY UNDER 20 CFR § 683.120(F). 1789 W. Jefferson, Mail Drop 5111, Phoenix, AZ 85007 • P.O. Box 6123, Mail Drop 5111, Phoenix, AZ 85005 Telephone (602) 542-4910 • https://des.az.gov/ Period of Availability for Expenditure of WIOA Title I Funds: Pursuant to 20 CFR 683.110, funds allocated by a State to a LWDA under subpart A sections 128(b) and 133(b), for any Program year are available for expenditure only during that program year and the succeeding program year. ADULT, DISLOCATED WORKER, YOUTH FUNDS THAT ARE NOT EXPENDED BY A LWDA IN THE TWO YEAR PERIOD DESCRIBED IN PARAGRAPH (b) (1) OF SECTION 128 (b) and 133(b) OF THE WORKFORCE INNOVATION AND OPPORTUNITY ACT SHALL BE RETURNED TO THE STATE. ADULT, DISLOCATED WORKER, YOUTH funds so returned are available for expenditure by State and local recipients and subrecipients only during the third program year of availability. UNOBLIGATED RAPID RESPONSE FUNDS THAT ARE NOT EXPENDED BY THE LWDA IN THE ONE YEAR PERIOD DESCRIBED IN WAC POLICY NUMBER 09 SHALL BE RETURNED TO THE STATE. RAPID RESPONSE FUNDS SO RETURNED ARE AVAILABLE FOR STATEWIDE ACTIVITIES DURING THE SECOND PROGRAM YEAR OF AVAILABILITY. FUNDS RETURNED TO THE STATE may be used for statewide projects or distributed to other LWDAs, which had fully expended their allocation of funds for the same program year within the TWO YEAR PERIOD FOR ADULT, DISLOCATED WORKER, YOUTH AND ONE YEAR PERIOD FOR RAPID RESPONSE. Reports will be pulled from the system of record, so please ensure that data pertaining to the service provision, other relevant activities, AND OBLIGATIONS have been entered in accordance with the Intergovernmental Agreement. DES IS RESPONSIBLE FOR ADMINISTERING THE AWARDS AND DETERMINING OBLIGATIONS BASED ON THE FINANCIAL INFORMATION SUBMITTED BY LWDAS. DES’S METHODOLOGY RELIES ON THE "UNLIQUIDATED OBLIGATIONS" REPORTED BY EACH LWDA. THAT REPORTING METHODOLOGY IS AN ADMINISTRATIVE MECHANISM FOR IDENTIFYING OBLIGATIONS AND DOES NOT INDEPENDENTLY ESTABLISH OR MODIFY THE WAC FUNDING POLICY. THE WAC’S INTENT IS THAT THE FULL RAPID RESPONSE AMOUNT ORIGINATES FROM THE GOVERNOR'S § 133(A)(2) RESERVATION, WITH THE POLICY SUBSEQUENTLY DIRECTING HOW THOSE RESERVED FUNDS ARE DISTRIBUTED WITHIN ARIZONA.
