The purpose of Rule 230 is to establish procedures for developing and issuing general
permits for similar sources subject to the same or substantially similar regulatory
requirements. Rule 230 is a part of the Maricopa County Air Quality Department’s (MCAQD)
New Source Review (NSR) rules which make up the preconstruction permitting program.
MCAQD currently has general permits for 12 facility classes for smaller Non-Title V sources.
In 2019, MCAQD submitted Rule 230 to the U.S. Environmental Protection Agency (EPA)
along with six other MCAQD rules that make up the NSR permitting program as a revision
to the Arizona SIP. In 2022, the EPA approved six of the seven NSR rules, deferring action
on Rule 230. The EPA later provided rule approvability comments on Rule 230. MCAQD is
proposing revisions to address these comments by ensuring the rule complies with the
general SIP requirements for NSR programs in the Code of Federal Regulations (CFR) under
40 CFR 51.160 through 164.
Additionally, MCAQD is proposing to revise Rule 230 to expand the general permit program
by allowing larger Non-Title V and Title V sources to potentially qualify for general permits.
These revisions may reduce costs for these businesses due to reduced review time and
lower application fees compared to individual permits.

2025-005 Wastewater Treatment Plants]. This item will become effective immediately upon
the Board of Supervisors' approval.
The Maricopa County Board of Health (BOH) reviewed proposed revisions to update the

27. FY 2026 JURISDICTIONAL ELECTIONS BUDGET ADJUSTMENT
In accordance with A.R.S.42-17106(B), approve the following budget adjustments for FY
2026:
1. Increase expenditure appropriation in the Recorder’s Office (D360) General Fund (100)
Operating (OPER) budget in an amount not to exceed $3,873,715.
2. Increase revenue appropriation in the Elections Department (D210) General Fund (100)
Operating (OPER) budget in an amount not to exceed $3,873,715.
The adjustment is needed due to an increase in expenditures related to the number of
jurisdictional elections held in FY 2026. The increase in expenditures is offset by the increase
in revenue from the cities, towns and schools for holding their elections. All revenues are
received and recorded in the Elections Department.
Intergovernmental revenues are not local revenues for the purpose of the constitutional
expenditure limitation, and therefore, expenditure of these funds is not prohibited by the
budget law. This budget adjustment does not alter the budget constraining the expenditure
of local revenues duly adopted by the Board pursuant to A.R.S §42-17105.

IGA. SSSA’s will be reviewed and updated annually by County and ADES and formally
amended under the IGA provisions as necessary.
ADES shall pay its Pro-Rata Share of Shared Facility Operation Costs as follows:
• West Valley One Stop Center: Commencing July 1, 2026, through June 30, 2027, ADES

Funds received under this Agreement are not considered revenue as the Federal Workforce
Innovation and Opportunity Act (WIOA). WIOA, Section 121(c) and (h) requires the
development of Agreements with partners located in the One-Stop Career Centers. Agencies
co-located in the One-Stop Career Centers must pay for their proportionate pro-rata share
of costs for the operation of the Career Centers.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore expenditure of the revenues is not prohibited by the budget law.
The approval of the funding does not alter the budget constraining expenditures of local
revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget
will be adjusted as necessary to accommodate this grant through future budget
reconciliation. This Agreement does not contain County General funds.

“Maricopa HOME Consortium” or the “Parties”; and individually, “Consortium Member” or
“Party”) for the U.S. Department of Housing and Urban Development (HUD) HOME
Investment Partnerships Programs (“HOME”).
The Agreement, fully executed on May 28, 2020, designates Maricopa County as the lead
agency for the Consortium, and to assume responsibility for ensuring that the Consortium’s
HOME Program is carried out in compliance with HUD rules, regulations, and requirements,
including requirements concerning a comprehensive housing affordability strategy. The

84. FY2026 APPROPRIATION TRANSFER WITHIN THE COUNTY IMPROVEMENTS FUND
(445)
Pursuant to A.R.S §42-17106(B), approve the following FY 2026 appropriation adjustments:
1. Increase the Non-Departmental (D470) General Fund County Improvements Fund (445)

2. Decrease the Non-Departmental (D470) General Fund County Improvements Fund (445)
White Tank Competitive Track Improvements (PWTC) expenditure budget by $44,047.
This budget adjustment is requested to address increased costs for supplies required to
complete the PDWT project. Actual supply expenditures have exceeded original budget
estimates due to higher material costs and additional supply needs identified during project
implementation.
The adjustment of $44,047 from project PWTC to project PDWT will provide sufficient
funding to cover these increased supply costs and ensure the timely completion of the project
without interruption. The requested adjustment does not increase the overall departmental
budget and is a reallocation of existing project funds to meet current operational needs.
These actions will have a net zero impact on the County-wide budget and do not alter the
budget constraining the expenditures of local revenues duly adopted by the Board pursuant
to A.R.S. §42-17105.
