City Clerk’s Department (Terri Roth)
• Received delivery of the new plotter/scanner October 14, 2026. Staff is excited to get
this up and running to assist us in purging paper plans from the vault. It will provide us
more space for document storage.
• Staff attended the first ever 2026 AMCA & ACAA Joint Conference. It was a two-day
event for all City Clerks and City Attorneys to learn how better to understand and work
with each other.
• Clerk attended the funeral mass of former City Clerk, Mary Rose Evans.
• Staff participated in the on-site wellness program through AzMT.
• Staff attended Clerk Conversations webinar. This is a group setting to discuss issues that
clerks are currently dealing with and how to handle.
• Met with our account rep to address issues we are having in CivicClerk and teach us how
to correct those issues without contacting customer support.
• Completed the update to 2027 Citizens Academy. Registration opened October 1, 2026
and will close January 31, 2027. Orientation is scheduled for Wednesday, February 3,
2027.
• Updated Workman’s Comp report for all Boards and Commissions and will submit to HR
Finance/IT Department/ACM (Paige Peterson)
Finance
• The new finance system implementation continues to make excellent progress.
Configuration sessions, subject matter expert walkthroughs, training sessions, and the
User Acceptance Testing (UAT) kickoff are scheduled between October 16 and October
30. Our target go-live date is December 1st.
• I completed the Chart of Accounts (COA) rewriting this week in preparation for the
NetSuite implementation. The previous COA contained nearly 2,000 accounts (this was
originally created in the 1990’s and has grown considerably since the inception), which
was far more complex than necessary for a city of our size. The new COA is less than
800 accounts, making it more manageable, easier to maintain, and will provide clearer
financial reporting.
Assistant City Manager
• Staff will meet with Spectrum next week to discuss the ordinance requiring contractors
to remove blue stake markings after a project is complete. Utility companies have
expressed concern that the ordinance may conflict with state statute. Arizona 811 feels
that blue stake marking can never be removed even after the project is completed. Staff
and legal continue working on this issue.
• Yosha, Kevin, and I met with two residents, Kelly Bohm and Beth Jordan, to discuss their
proposed tree initiative to help replace trees lost during last month’s storm. The
discussion included a potential “Donate a Tree” program that could offer memorial,
family, honor, or neighborhood tree sponsorship opportunities. The City would

determine the tree species available for donation, establish donation amounts, identify
tree sizes, and select appropriate planting locations. We also discussed the residents’
proposal to conduct fundraising efforts to assist with tree replacement.
• Staff has determined the city lost approximately 50 palm trees as a result of the storm.
The extent of the damage was not immediately apparent because the high winds caused
hairline fractures that were not visible at the time. As a result, many of the trees are
now beginning to die. Grounds staff and WCA have evaluated the affected trees and
believe storm damage is likely the cause. The estimated cost to remove and replace
each palm tree is approximately $8,500, resulting in a total estimated replacement cost
of $425,000.
• We received the third downtown electrical and lighting upgrade quote. They range
from $300K to $967K. We’re meeting to rein in the scope and get the cost to a
reasonable amount within the City’s budget
IT
• Staff met with Sentinel to review and refine the outage notification playbook that
outlines when Sentinel contacts City staff regarding service disruptions. Because most
outages are caused by internet connectivity issues, updating the playbook will help
reduce unnecessary notifications and improve response efficiency.
Code Enforcement (Rena Dosch)
• Attended AZBO
• Conducted reactive inspections
• I received a complaint on the state of the alleyways. With the help of the
Communications Director, a Courtesy Notice flyer was created and issued to 32 homes
with alley debris violations. The flyer contains information regarding a property owner’s
responsibility to maintain the alleyway free of debris/blight and a QR code on how to
schedule bulk pick-up with Waste Management.
Administration
• I attended the West Valley Managers meeting in El Mirage.
• Staff met with EPS for a scoping meeting on the Litchfield Road underpass. We expect a
proposal within the next week. I have asked them to also give us a proposal on a
possible Camelback underpass, as Council gave staff direction in January 2026 to obtain
a quote/proposal on that underpass as well. These quotes will be provided together and
separately. Staff have received the quote back on the Litchfield underpass and are
working with the contractor on the Camelback underpass quote. As a reminder Council
approved $200k for the Litchfield underpass design & engineering in Spring 26’.
• Multiple staff and Councilmembers attended the Hilltop PAC grand opening.
• Staff received formal notice that our application for the Tonoho Odom grant on the
Litchfield underpass was denied.
• Staff met with Jay Poyner regarding easements at Monument Point. Staff saw potential
revised layouts for Poyner’s buildings in Litchfield Square. The plans are now 2-story. No
conceptual elevations were shown.

• Staff are working on the City Strategic Plan with a work session planned for October. As
a reminder, this will be the City’s 1st strategic plan. Staff will be looking for Council input
on objectives per category.
• Staff met with SH and discussed the upcoming contract for d&e of Camelback west. This
would be similar to the Colliers contract for the same project. This would include the
Camelback/Village signal as well.
• Liberty informed us that the Stage 2 curtailment has been deactivated.
• Staff continue discussing downtown electrical, irrigation, RBG lighting, etc.
• Staff are discussing the need for a booster pump for PWLHC fire sprinklers. Building
code requires sprinklers in the house, which will require a booster pump to achieve
necessary water pressures. City facilities do not currently need a booster pump for our
needs unless the city plans to repurpose the cottages into offices or commercial space.
There could a possible shared cost between PWLHC, City and Agua Fria for a booster for
hilltop needs.
Respectfully submitted,
Matthew C. Williams
