AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF
LITCHFIELD PARK, MARICOPA COUNTY, ARIZONA, APPROVING A
CHANGE OF ZONING AND AMENDMENT TO THE OFFICIAL ZONING
MAP FOR APPROXIMATELY 2.32 ACRES OF REAL PROPERTY
LOCATED AT 111 W. HONEYSUCKLE STREET, LITCHFIELD PARK,
ARIZONA, APN 501-68-415A, FROM NEIGHBORHOOD
COMMERCIAL PLANNED DEVELOPMENT (NC-PD) TO CITY CENTER
(CTR), AND AMENDING THE OFFICIAL ZONING MAP ACCORDINGLY.
WHEREAS, by adoption of this Ordinance, the Mayor and Common Council of the City of
Litchfield Park (the “City Council”) desire to amend the Official Zoning Map of the City of Litchfield
Park (the “City”) for approximately 2.32 acres of real property located at 111 W. Honeysuckle
Street, Litchfield Park, Arizona, APN 501-68-415A, as described in Exhibit A attached hereto and
incorporated herein by reference (the “Property”), by changing the zoning classification from
Neighborhood Commercial Planned Development (NC-PD) to City Center (CTR), as shown on the
Zoning Map in Exhibit B attached hereto and incorporated herein by reference (the “Zoning Map
Amendment”); and
WHEREAS, the Property is owned by Pagebrook Holdings LLP, who is also the applicant
for the zoning change; and
WHEREAS, all required public notice was provided, and all required public meetings and
hearings were held in accordance with applicable state and local laws; and
WHEREAS, the Planning and Zoning Commission held a public hearing on September 15,
2026, and recommended approval of the requested zoning change subject to the stipulations set
forth herein; and
WHEREAS in accordance with A.R.S. § 9-462.01, the City Council has considered the
impact of this Ordinance on housing, including a general estimate of the probable impact on the
cost to construct housing for sale or rent, and
WHEREAS, the recommended zoning changes are in conformity with the City’s General
Plan.

NOW, THEREFORE, BE IT ORDAINED by the Mayor and Common Council of the City of Litchfield
Park, Arizona, as follows:
Section I: The recitals above are hereby incorporated as if fully set forth herein.
Section II: The Official Zoning Map of the City of Litchfield Park is hereby amended for the
Property consisting of approximately 2.32 acres, APN 501-68-415A, as depicted and described in
Exhibit A, by changing the zoning classification from Neighborhood Commercial Planned
Development (NC-PD) to City Center (CTR), as shown on the Zoning Map in Exhibit B, subject to
the requirements of the City of Litchfield Park City Code and Litchfield Park Zoning Code.
Section III: The zoning approval granted herein is subject to the stipulations and conditions
set forth in Exhibit C, attached hereto and incorporated herein by reference.
Section IV: The City Manager is directed, upon the effective date of this Ordinance, to cause
the Official Zoning Map to reflect the City Center (CTR) zoning designation applicable to the
Property and indicate that the zoning is subject to compliance with the stipulations provided
herein.
Section V: The Mayor, the City Manager, the City Clerk, and the City Attorney are hereby
authorized and directed to take all steps necessary to carry out the purpose and intent of this
Ordinance.
PASSED AND ADOPTED by the Mayor and Common Council of the City of Litchfield Park,
Arizona, this 18th day of November 2026, by the following vote:

(Stipulations of Approval)
1. Prior to redevelopment of the Property, the property owner shall enter into a
Development Agreement with the City of Litchfield Park, in a form acceptable to the
City.
2. The Property shall remain subject to and comply with the applicable Litchfield Square
Codes, Covenants, and Restrictions (CC&Rs), as may be amended from time to time.
3. Upon the effective date of this Ordinance, or as otherwise approved by the City, the
existing cross-parking agreement between the Property owner and the City of Litchfield
Park shall be terminated and released.
