City Council Report Date: October 26, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Use of a Cooperative Contract for the Purchase of Seven Automated Side Loading (ASL) Refuse Trucks (Replacement) for the Fleet Services and Solid Waste Departments (Citywide) Recommendation Council is requested to approve the award as recommended. The Fleet Services and Solid Waste Departments and Procurement Services recommend authorizing the purchase using the Sourcewell cooperative contract with Rush Truck Centers of Arizona, Inc. in an amount not to exceed $3,928,525, based on estimated requirements. Background / Discussion The Fleet Services and Solid Waste Departments are requesting the purchase of seven (7) Diesel-Powered Automated Side Loading (ASL) Refuse Trucks to replace seven units that have met the Fleet and OMB criteria for replacement. These specialized vehicles are used to collect residential refuse, recycling, and green waste throughout the City. Each truck is typically operated by one driver and equipped with a mechanical arm that lifts and empties standardized residential garbage carts, allowing for safe and efficient collection. Rush Truck Centers of Arizona, Inc. has existing Peterbilt 520 chassis available with production slots for NEWWAY side-load bodies, allowing for anticipated delivery in March 2027 and providing more than six months of time savings compared with other options. Timely acquisition of these trucks will help maintain reliable and efficient residential refuse collection while reducing the need for extended vehicle rentals. The Sourcewell cooperative contract has been competitively bid and meets the City’s procurement requirements. Utilizing the Sourcewell contract allows the City to receive competitive rates based on a formally solicited agreement. The City believes the pricing is fair and reasonable and soliciting for this product would not result in the City receiving more favorable pricing or terms.
