City Council Report Date: October 26, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Purchase of Extrication Equipment (Addition) for the Mesa Fire and Medical Department (Sole Source) (Partially Grant Funded by the Arizona Department of Homeland Security) (Citywide) Recommendation Council is requested to approve the award as recommended. The Mesa Fire and Medical Department and Procurement Services recommend awarding the contract to the sole source vendor, Swift Group, LLC, in an amount not to exceed $200,000, based on estimated requirements. This purchase will be partially funded through a grant from the Arizona Department of Homeland Security. Background / Discussion This contract will provide the Mesa Fire and Medical Department (MFMD) with additional Genesis rescue equipment. MFMD currently utilizes Genesis rescue equipment on all front- line apparatus, and personnel are trained and certified in its operation, maintenance, and deployment. The purchase of additional Genesis equipment will support the Department’s existing rescue tool platform and ensure personnel have access to familiar equipment regardless of the apparatus assigned. Using the same equipment across the fleet promotes personnel safety and effective emergency response by reducing the need for additional training and minimizing the potential for errors during critical incidents. It also simplifies equipment maintenance and inventory management while allowing crews to work more effectively together during emergency operations. Swift Group, LLC is the sole provider for Genesis rescue tools for the state of Arizona.
