City Council Report Date: October 26, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Three-Year Term Contract with Two-Year Renewal Options for Electrical Service Infrastructure and Design Services for the Water Resources Department (Citywide) Recommendation Council is requested to approve the award as recommended. A committee representing the Water Resources Department and Procurement Services evaluated responses and recommend awarding the contract to the highest scored proposals from Arcadis U.S., Inc.; Industrial Power Solutions, LLC; Jensen Engineering, LLC; and Swain Electric, Inc. in a combined total amount not to exceed $275,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. Background / Discussion This contract will provide consulting and electrical services for utility infrastructure. Electrical design consulting services will provide professional services for various small projects, including, but not limited to, assessments and conceptual designs for the placement of plant equipment and instrumentation and controls; site assessments; and the preparation of electrical drawings and specifications for new equipment. Electrical services will include, but are not limited to, the replacement of electrical wiring due to theft or corrosion, general electrical services, and electrical maintenance. City staff issued a Request for Proposals (RFP) to registered Electrical Service Infrastructure and Design Services providers. Seven proposal responses were received, all of which met the minimum qualifications. Due to differing qualifications and end-user needs, the City formed two separate evaluation committees to evaluate the vendors under the following categories: electrical design consulting services and electrical services for utilities infrastructure. The proposal responses were evaluated and scored in accordance with the City’s established policies and procedures and relative to the scoring criteria in the solicitation. Scoring criteria for electrical design consulting services included qualifications and experience, employee experience and qualifications, and compliance with the City’s terms and conditions. Scoring criteria for electrical services for utilities infrastructure included qualifications and experience, employee experience and qualifications, proposed pricing, and compliance with the City’s terms and conditions. Based on the evaluation results, the committee recommend awarding the contract to the highest-scoring respondents.
