City Council Report
Date: October 26, 2026
To: City Council
Through: Marc Heirshberg, Assistant City Manager
From: Erik Guderian, Transportation Director
Sabine King, Assistant Transportation Director
Subject: Country Club Drive: U.S. 60 to Southern Avenue Project
CIP Project No. CP0844
Project Agreement with Maricopa Association of Governments
Project Agreement No. 27-CCB-20-03
(Council District No. 4)
Purpose and Recommendation
The purpose of this report is to request Council approval of a resolution authorizing
the City Manager to enter into a Project Agreement (PA) between the Maricopa
Association of Governments (MAG) and the City of Mesa (City).
The PA establishes the regional reimbursement schedule for the Country Club Drive:
U.S. 60 to Southern Avenue Project (CP0844), an Arterial Life Cycle Program
(ALCP) project identified in the Regional Transportation Plan as Project No. ACI-
CCB-20-03.
Refer to Exhibit “A” for the location map of the project.
Staff recommend that Council approve this Resolution, authorizing Staff to seek
ALCP reimbursements.
Background
In November 2004, the voters of Maricopa County approved a transaction excise tax
for the purpose of implementing the Regional Transportation Plan (RTP). The arterial
street component of the RTP, defined in the ALCP, includes major arterial streets and
intersection improvements (Arterial Street Improvements) with a revenue allocation.
The Federal Highway Administration (FHWA) allocated Surface Transportation Block
Grant Program (STBG) and Congestion Mitigation and Air Quality (CMAQ) funds to
the MAG region as sources of revenue. These are administered by the Arizona
Department of Transportation (ADOT) and are eligible to be used to implement the
RTP.
Discussion
Funds for ALCP are administered by the ADOT through its Regional Arterial Road

Fund (RARF) sub-account for arterial streets, and through allocations of the Federal
Highway Administration’s STBG and CMAQ funds that are allocated to the MAG
region and administered by ADOT. Funds will be disbursed by ADOT once federal,
state or local requirements are satisfied (as applicable), and upon the presentation of
an invoice approved or reviewed with concurrence by MAG as provided in this
Agreement.
This project was not originally included in the ALCP. The City subsequently
coordinated with MAG in 2025 to reallocate funding from projects that could not be
completed within the Proposition 400 funding timeframe, preserving funds that
otherwise would have lapsed.
The project will improve Country Club Drive between U.S. 60 and Southern Avenue to
provide safer and more reliable travel for drivers, pedestrians, bicyclists, and transit
users. This includes reconstructing the pavement; upgrading sidewalks, ramps,
driveways, and transit stops for accessibility; modernizing traffic signals and traffic-
management equipment; and installing raised medians. The project will also add a
signalized pedestrian crossing with a protected waiting area in the new median
approximately 850 feet south of Southern Avenue.
This Project is described in greater detail in the Project Overview submitted by the
City, dated June 30, 2026 and on file in the offices of the City and MAG.
Alternatives
The City Council could choose not to enter into the Project Agreement with MAG.
This alternative is not recommended because the City would be ineligible for ALCP
reimbursement for the Project and could lose the associated funding if another
eligible project cannot be completed within the Proposition 400 funding timeframe.
Fiscal Impact
The total estimated cost for the transportation improvements of the Country Club Drive:
U.S. 60 to Southern Avenue Project (CP0844) is $11,408,112. Through the ALCP, Mesa
is eligible for reimbursement of 70% of eligible project costs, up to $7,985,678, resulting
in an estimated City share of $3,422,434. Because the ALCP is a reimbursement
program, the City must initially fund project expenditures and request reimbursement as
eligible costs are incurred.
A breakdown of the total estimated construction cost for the Project is as follows:
Project Description Total Estimated MAG Estimated City’s Estimated
Project Cost Contribution Contribution
(Transportation)
Country Club Drive: U.S. $11,408,112 $7,985,678 $3,422,434
60 to Southern Avenue
Coordinated With
This Agreement has been coordinated with the Engineering Department, the Office of
Management and Budget, and Financial Services.
