Housing and Community Development Advisory Board (HCDAB) Thursday, May 7, 2026 Meeting Time: 6:00 p.m. Meeting Minutes The Housing and Community Development Advisory Board Members meet for a Regular Meeting at City Hall – Study Session Room, 20 E. Main Street, Mesa, AZ 85201. Board Members BOARD MEMBERS PRESENT MEMBERS ABSENT STAFF PRESENT Scott Kenji Garcia Diana Yazzie Devine - Excused Justin Boyd Brian Hurd Amanda Miller – Unexcused Marcy Magallanez-Snow LaGrant Jackson Nicolle Karantinos Brett Ranta Monica Thompson *1. Chair’s call to order Vice-Chair LaGrant Jackson starts roll call at 5:59 p.m. Board members Diana Devine and Amanda Miller are not available to attend tonight’s meeting. *2. Board Member Status Habigail Nonthe Scott resigned from the board effective April 6, 2026. The board recognizes Abby’s service to the City of Mesa and the Housing and Community Development Advisory Board. Thank you, Abby! LaGrant Jackson decided not to re-appoint to a new term. The board would like to recognize LaGrant’s service to the City of Mesa and the Housing and Community Development Advisory Board. Thank you LaGrant! *3. Approval of minutes of previous meetings as written Minutes from April 2, 2026, Regular Board minutes. It is moved by Board Member Brett Ranta and second by Board Member Monica Thompson that the meeting minutes be approved. Upon Tabulation of votes, it shows: AYES – Garcia, Hurd, Jackson, Karantinos, Ranta, and Thompson NAYS – None Carried unanimously. Housing and Community Development Advisory Board (HCDAB) Agenda Page 2 *4. Items from citizens present Members of the audience may address the Board on any item. State statute prohibits the Housing and Community Development Advisory Board (HCDAB) from discussing an item that is not on the agenda; however, the Board does listen to concerns and has staff follow up on any questions raised. No items presented at tonight’s meeting. *5. Discussion and action items *5-a. FY 2026/2027 Funding Process Overview The Board hears a presentation by Justin Boyd, Housing and Community Development Administrator summarizing the FY 26/27 funding process. The board hears, reviews, and discusses the FY 26/27 funding process. *5-b. FY 2026/2027 Topics Marcy Magallanez-Snow, Management Assistant II, leads a discussion about future topics for the Housing and Community Development Board. The board discusses future topics. Monica Thompson would like to have a presentation about the Community Court program. *6. Discuss the schedule of future meetings Future HCDAB Meetings HCDAB Regular Meeting – Sept. 3, 2026, 6:00 p.m., City Hall/Study Session Room, 20 E. Main Street, Mesa, 85201. *7. Adjournment Without objection, the Regular Housing and Community Development Advisory Board meeting is adjourned at 6:30 p.m. It is moved by Board Member Scott Kenji Garcia and seconded by Board Member Brett Ranta that the meeting be adjourned.
