Ellsworth II- Battery Energy Storage System (BESS) +/- 20.32 acres Mesa, Arizona Good Neighbor Policy Submitted by: Pew & Lake, PLC 1744 South Val Vista Drive, Suite 217 Mesa, AZ 85204 480-461-4670 On behalf of: Submitted to: The City of Mesa Planning & Zoning Division May 18, 20265 Introduction Pew & Lake, PLC (the “Applicant”) on behalf of Ellsworth Energy Center, LLC, a subsidiary of NextEra Energy Resources, LLC (“NextEra”), is pleased to submit this Good Neighbor Policy to the City of Mesa (the “City”) in support of a rezoning request for the development of a Battery Energy Storage System (BESS) facility (the “Project”). The Project is proposed to be developed on approximately 20.32 acres of property located on the north side of Starfire Avenue, east of Ellsworth Road (the “Property”). The Property is shown below and is a portion of Maricopa County Assessor parcel number 304-31-0149A. The approximate boundary of the entire parcel is shown below, outlined in red. Purpose This Good Neighbor Policy is provided to the City in compliance with Section 11-31-37 of the Mesa Zoning Ordinance (the “BESS Ordinance”). The purpose of this document is 1) to provide the City with the operational details of the proposed BESS facility; 2) to facilitate an understanding of the operations that will take place within the facility and 3) to establish mechanisms by which operational concerns may be addressed. Description of Project The BESS facility on the Property will be developed consistent with the Light Industrial zoning requirements and development standards contained in Section 11-8-3 of the Mesa Zoning Ordinance (“MZO”). Most of the property will be devoted to the installation of BESS units and ancillary equipment. Shown on the cover of this document is a representation of what the BESS units will look like on the property. In addition to the BESS units, the property will contain interior drive aisles and perimeter improvements that will secure the property while providing an aesthetically pleasing appearance. Good Neighbor Policy In the interest of being a good neighbor, the proposed BESS facility has been designed in compliance with the BESS Ordinance, and with sensitivity to the existing and planned surrounding uses: • This location has been selected by NextEra not only for its proximity to the adjacent SRP Scott substation, but because of its lack of proximity to residential development. Situated next to the SR 24 Freeway, within an industrial park, and over 1/3 mile away from residential development. • The project will be secured by an opaque screening wall or fence that is one-foot taller than the tallest piece of equipment on the site and will be compliant with applicable BESS ordinance standards. • Vehicular and pedestrian access to the site will be limited. Authorized NextEra personnel will have access to the site, which will be controlled by Knox boxes at each entry point, in compliance with the Mesa Fire Code Restricted Gate Procedures. • The project will meet all sound-related operational requirements of the applicable BESS ordinance. Sound attenuation may be accomplished through a combination of methods including: a screen wall designed with an opaque material that can also provide sound attenuation properties; inverter attenuation kits; and battery silencers. Through the site design process, NextEra will model the equipment to ensure that the project complies with the City of Mesa Noise Ordinance and does not increase the pre-construction ambient noise levels. The noise levels will be measured at the time a Certificate of Completion is issued, and annually for five years post-construction. NextEra will work with the City of Mesa to address any sound-related concerns. • Lighting at the BESS facility has been designed to minimize impacts on adjacent properties. There is no lighting on the BESS equipment or structures, and there will only be motion-detected lighting at the entrances to the site. During the construction permitting process, NextEra will provide a photometric plan to the City to ensure that any lighting on the property is designed to minimize any light trespass to surrounding properties. • NextEra employs safety measures onsite that include real-time sensors within the BESS containers that continuously track parameters like battery temperature, current voltages, temperatures within the enclosures, and the status of the doors and ventilation systems. Any deviation from normal conditions is detected by the Renewable Operations Control Center (ROCC), a remote facility that operates 24 hours a day, 365 days a year. If necessary, local battery technicians may be dispatched to the site to address issues. The ROCC can also remotely shut down the entire facility if necessary. • Emergencies are prevented by the selection of batteries and equipment that are engineered to meet the highest standards of safety and fire protection, and to minimize asset risk. The batteries undergo rigorous testing and certification by the National Fire Protection Association (NFPA), and Underwriter’s Laboratories (UL). As noted above, thermal management equipment is in place that directs the facility to operate within ideal operational temperatures. NextEra develops emergency action plans with local fire departments to ensure that first responders understand BESS technology, and the safety protocols that are necessary to protect the community while responding properly to any incident. Upon formal construction plan submittal, NextEra will provide the City of Mesa with a Hazard Mitigation Analysis, the results of a Large-Scale Fire Test, an Operations and Maintenance Manual, Fire and Explosion Testing Data, and an Operational Plan. Each of these documents will meet the standards established by the NFPA, or Mesa Fire Code. • The Ellsworth II site will be maintained at appropriate intervals throughout the year. Equipment inspections are conducted at least twice annually, as are the fire and safety systems. Technicians will visit the site weekly to perform general upkeep including routing visual inspections and general upkeep. Landscaping will be irrigated and maintained through a contract with a local landscape contractor. Plan of Operation Upon the completion of construction and issuance of a Certificate of Completion, the BESS facility will largely be unmanned and run on a continuous basis. As previously noted, on an intermittent basis, NextEra employees will visit the site to perform equipment testing and maintenance. Complaints or Concerns If any complaints or concerns arise from the operation of the facility, the procedure for responding to those concerns is as follows: 1. Complaints or concerns may be reported by contacting the phone number posted on the project site wall. 2. Reported concerns will be routed to the appropriate project representative for review and follow-up, as necessary.
