This Citizen Participation Plan has been prepared in accordance with the City of Mesa
Zoning Ordinance requirements for public outreach associated with zoning and
development applications. The purpose of this plan is to ensure that citizens, property
owners, neighborhood organizations, agencies, schools, and businesses in proximity to the
project site are informed of the proposed development and provided meaningful
opportunities to comment.
The subject property is located at 1129 South Val Vista Drive, north of the northeast
corner of Southern Avenue and Val Vista Drive. The application utilizes the existing
Limited Commercial (LC) zoning to allow development of a two-bay oil service building
consistent with permitted uses in the district.

PRE-APPLICATION MEETING
A Pre-Application Meeting with City of Mesa Planning Staff was held on Tuesday,
September 2, 2025. Staff advised that adjacent residents, nearby registered
neighborhoods, and other community stakeholders should be notified of the proposal and
provided opportunities for comment.
CITIZEN PARTICIPATION OBJECTIVES
The objectives of this Citizen Participation Plan are as follows:
1. Provide clear and timely information regarding the proposed development.
2. Ensure that affected and interested parties have adequate opportunity to review
and comment.
3. Maintain a record of all outreach efforts and communications.
4. Submit all required materials to the City of Mesa in accordance with zoning
application procedures.
ACTION PLAN
Contact List Preparation
A contact list will be prepared including:

• All property owners within 500 feet of the project site.
• Registered neighborhood organizations in the vicinity.
• Applicable agencies, schools, and businesses as identified by City staff.
Notification Letter
All parties on the contact list will receive a mailed notification letter containing:
• Description of the proposed development.
• Project schedule.
• Site plan exhibit.
• Contact information for questions or comments.
A log of all communications will be maintained. Comments received will be forwarded to
the assigned City of Mesa Planner.
Community Meetings / Presentations
Presentations or meetings will be conducted upon request by neighborhood groups, HOAs,
or other stakeholders.

CONCLUSION
This Citizen Participation Plan provides a structured and comprehensive approach to
public outreach consistent with City of Mesa requirements. All outreach efforts will be
documented and submitted as part of the Citizen Participation Report.
