Maricopa County is in need of a vendor within the region to provide a multi-pronged strategy to

COMPETITION IMPRACTICABLE CATEGORY (Check applicable box, attach documentation or provide explanation below.)
Maricopa County Procurement Code MC1-351 states: “Competition Impracticable” means an acquisition where, competition is
impractical because of standardization, warranty, or other factors as approved by the Board of Supervisors.
NOTE: The following are unlikely to be sufficient Competition Impracticable justifications:
• Personal or department preference for a product or vendor
• Department perception that the vendor is the best qualified (this should be determined through a competitive process)
• Lack of department planning resulting in limited time to conduct a competitive procurement
• Special incentive or deal offered (can be assessed in open and competitive solicitation)
• Department convenience

THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed):
HOM, Inc. is the sole provider of landlord engagement services in the State of Arizona. HOM Inc works with landlords/homeowners
to rent to homeless individuals. The strategy utilized by HOM Inc helps to house people experiencing homelessness by using
various homelessness assistance programs. They are also structured to pay landlords directly, eliminating the risk to landlords
when renting to homeless individuals. HOM Inc. is the only organization in the State with the capacity to perform these tasks.
Although some local cities and towns in Maricopa County conduct some landlord engagement services for their own jurisdiction,
HOM Inc. is the only provider that can perform this service for the entire County.
Additionally, one key objective of the contract is to provide incentives to landlords to lease to homeless individuals. Local homeless
service providers rely on HOM Inc to provide direct financial incentives to landlords for renting to homeless individuals.
Because HOM Inc. is the only provider in the State capable of meeting all the objectives of this contract it would not be in the best
interest of the County to competitively procure this contract.
SEARCH
A search was conducted consisting of: (check all that apply) RESULTS
Market research Public notice given, list no alternatives were identified
Other vendors contacted Other no alternatives were deemed acceptable
because (explain below):
Describe the search from above in detail:
HOM, Inc. is the sole provider of landlord engagement services in the region and the only company that provides direct
interaction between landlords and homeless service providers in Maricopa County and the State of Arizona.
Specifically, staff conducted research on key homeless service providers in Maricopa County and found that these
providers rely on HOM Inc. to perform engagement services with landlords.
Additionallty, staff conducted Internet research for "landlord engagement services" in Arizona and were unable to find
other organizations in the State that provide these services for a region or county.
Finally, staff contacted other homeless service providers and local jurisdictions and found that none have the capacity
to develop a centralized system-wide landlord engagement service and accompanying electronic database system to
assist Maricopa County’s homeless services system.
PRICE
MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination containing an explanation of why the proposed procurement
process is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.
Price has been fairly and reasonably established by: Comparison to public sector contract pricing
Comparison to previous comparable purchases Discount off published catalog pricing
from a different vendor Market survey
Independent estimate Other, explain:
Describe methodology and results (attach any written supporting data, e.g., survey or market analysis):
Maricopa County reached out to its HUD technical assistance provider to develop the contract scope of work
and determine the amounts of funding needed for each service that HOM Inc will provide. The technical
assistance provider, Corporation for Supportive Housing, helped Maricopa County to determine appropriate
costs needed based on the number of people experiencing homelessness in the region and the amount of
housing vouchers it is anticipated continued use throughout the region for the next three years.
Additionally, using available HOM Inc. performance data and staff knowledge/experience with similar services,
will determine that the scope, duration, and estimated dollar value were reasonable. Finally, staff determined
that if contract objectives were met the services provided would benefit the County's homeless programs
beyond the end date of the contract.
