The following chart below shall replace the named deliverables of the existing Price per Deliverables for Phase IV Solution Implementation Support and Oversight. The following chart represents changes in pricing per deliverable effective as of July 1, 2020 forward. “Solution Implementation Support – Non-Recurring Deliverables” are removed from the scope of work. Deliverables not mentioned below remained unchanged as per Amendment 10. REVISED Labor Pricing Labor Role Revised Revised Period of Rate Performance Project Manager $145.00 7/1/2019 to 10/31/2022 Project Coordinator $115.00 7/1/2019 to 10/31/2022 Testing Manager $145.00 7/1/2019 to 10/31/2022 QA Manager $145.00 7/1/2019 to 10/31/2022 Data Analyst Lead $148.00 7/1/2019 to 5/31/2021 Database Developer $122.00 7/1/2019 to 6/30/2022 Reports Analyst / Aumentum Database Analyst $90.00 7/1/2019 to 11/30/2020 Solution Architect $170.00 T&M Senior Business Analyst $113.00 T&M Cobol Programmer $96.00 9/1/2020 to 12/31/2021 REVISED Hours by Category Labor Category Hours Project Management Services 13,957 Test Management 6,436 Data Analysis & Reporting 6,916 Database Development 6,423 Solution Architecture Services 5,633 Total Project Hours 39,362 EXHIBIT B-1 ADDITIONAL SCOPE OF WORK 1.0 INTENT: The purpose of this exhibit is to add to and extend resources, incorporate adjustments for travel and modify selected deliverable amounts. The timeline of Grant Thornton services and scope will remain the same as in prior amendment 10. The aforementioned changes will net zero adjustments to the total contract amounts for the Grant Thornton budget for the Phase IV Implementation in the ULTIS project. 2.0 SCOPE OF WORK: The scope of services to be completed by Grant Thornton in the Phase IV will increase from amendment 10. The scope increases are the addition of a legacy system COBOL programmer, a timeline extension for the Data Analyst, and the expansion of systems covered by Implementation and Oversight services beyond the original Treasury Information System (TIS) and the e-Gov system to include Data Warehouse, Server Migration and OnBase Document Management System. Further, the OCM deliverables and support is eliminated for the scope of work. All other resources remain the same as noted in Exhibit A Revised Labor Pricing. The overall timeline for services provided by Grant Thornton will remain the same. Background MCTO asked Grant Thornton to increase the Grant Thornton Project Scope and provide resources to meet those needs. The increased resources are expected to lower project risk with improved project performance, and increase the likelihood of success. OCM Support Grant Thornton is no longer providing any OCM support. The organizational change management (OCM) deliverables are eliminated. This reflects a decreased need for outside resources due to MCTO taking on OCM implementation responsibilities. Funds for OCM will be repurposed to support the COBOL programmer. Estimated Timeline The original timeline described in Amendment #10 is under review by MCTO. Any changers to the timeline by MCTO may impact the Scope of Work and project timeline. 3.0 Deliverables Grant Thornton will produce the following deliverables in accordance to the frequency and/or project milestones identified in Exhibit A. 3.A Implementation Support Deliverables Grant Thornton will produce the following recurring deliverables while supporting the implementation project team. Monthly Project Status Report Grant Thornton will produce a monthly status report organized by work stream that describes, in detail, the activities performed by the Grant Thornton team, meetings attended and conducted, and completed tasks for the reporting period. It will also include planned activities, meetings, and tasks to be completed for the following reporting period. The Status Report will include status and progress from all Grant Thornton activities, including project management, testing, data analysis, data warehouse, server migration and OnBase implementation support. Monthly Project Risk Register & Issue Log Grant Thornton will conduct a comprehensive monitoring of the project. Based upon the principles of the Project Management Body of Knowledge (PMBOK), the monitoring will review all aspects of the project structure. The Risk Registers & Issue Logs will include risks and issues identified by any member of the project team for e-Gov and Aumentum. Quarterly Data Conversion Readiness Report The Data Conversion Readiness Report will be expanded to include the following information: • A summary of the development and quality assurance activities related to the data warehouse, server migration, OnBase, and property tax system build will be provided to MCTO. Deliverables will be driven by the MCTO sprints and included in the data readiness reports. The velocity metrics for the resources will be included in the report. • Scope is added to include assistance with the analysis, design, development and validation of the data warehouse, server migration and any interfaces or dependencies related to the e-Gov ecosystem. Reports, Data Analysis & Validation Grant Thornton will provide requirements gathering, design and validation of property tax system, e-Gov data, database and reports. Grant Thornton will help MCTO determine information requirements, communicate them clearly to stakeholders, facilitators and partners, and check the integrity of data being provided in the reports. 3.B Implementation Oversight Deliverables: Grant Thornton will produce the following recurring deliverables while providing oversight for the project. Monthly Project Health Report To establish effective overall project health reporting from the beginning, Grant Thornton and MCTO will mutually agree upon a Project Performance Matrix, that identifies the project components that should be reported upon, as well as the standards and measures that will be used to quantify progress. The performance and progress information contained in the Project Health Report will be expanded to include the new reporting, quality support and project oversight activities, as part of the ULTIS deployment of property tax system and e-Gov. Quarterly System Deliverable Review Report Grant Thornton will review and provide project oversight of MCTO and the System deliverables and key work products for e-Gov, data warehouse, server migration, OnBase and property tax system. A deliverable review checklist template will be established to facilitate the review. Review results will be documented in the template for each deliverable and key work products. This feedback will be provided to MCTO to be included in the overall feedback provided back to the development team(s). The system deliverable review report will be conducted on a quarterly basis, with the exception of those quarters where a Gate Review is conducted. All completed deliverable reviews will be included, along with a high- level summary, in the System Deliverable Review Report. Phase Gate Review Report Grant Thornton will conduct five (5) gate reviews at the end of key milestones in the Aumentum / e-Gov project. Grant Thornton will follow a gates methodology predicated on a planned and standardized evaluation criteria at the end of each phase. Grant Thornton will customize its Quality Assurance Framework (“QA Framework”) to the specific needs of this project. The QA Framework is based on industry standards and best practices. Our QA Framework is organized into four domains and places specific focus on benefits realization, ensuring that the recommendations provided in our assessments are grounded in our clients’ overall goals and objectives. The QA Framework drills down into individual project activities (by phase) and is underpinned by a detailed set of assessment criteria for each project activity including expected artifacts and deliverables, project metrics, risk indicators, and checklist questions. The figure below shows the five gates and the corresponding MCTO project activity: Gate Gate Description MCTO Activity Mapping Future state process design & use case development; e-Gov feature/requirement list & architectural Stage 1 Idea Scoping Design Requirements True-Up; Fit/Gap Resolution; Re-Planning & Project Stage 2 Business Case Baselined MCTO property tax system build, e- Gov, OnBase, data warehouse Stage 3 Development development E2E Testing & UAT Readiness for MCTO property tax system build, e- Testing & Gov, OnBase, data warehouse Stage 4 Validation development Parallel Pre-Go-Live Tax Roll results assessment & deployment for MCTO property tax system build, e-Gov, Stage 5 Launch OnBase, data warehouse development At the end of each phase gate review, Grant Thornton will deliver a Phased Gate Review Report. Based on this report, MCTO will be able to make an informed decision to continue to the next phase in the project or not.
