1. INVOCATION - INVOCACIÓN
Chairman Sellers asked Supervisor Hickman to introduce his guest who would offer the
invocation and pledge.
Supervisor Hickman introduced Liz Foster, Executive Director of the Maricopa County

years as Executive Director. Supervisor Hickman said yesterday, March 23, 2021 was
National Agriculture Day honoring all those who contribute to agriculture in our nation.
He spoke about the importance of the farming and agriculture industry which
contributes to everything we eat, use and wear. He said it is important to build public
awareness, reminding people that their food, fiber, and ornamentals come from farms
and ranches not from a store. Supervisor Hickman encourages young people to seek
career opportunities in this field and The Farm Bureau’s Ag Literacy grants are available
to producers, educators and those interested in promoting agriculture. Supervisor
Hickman thanked Ms. Foster for sponsoring the County Breakfasts over the years,
helping to promote the rural life and the farming industry.
2. PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Ms. Foster led the Pledge of Allegiance to the flag.
Supervisor Gallardo admitted he is a city guy and thanked Supervisor Hickman for
helping him build relationships with farmers in District 5. He said Supervisor Hickman

5. REID SPAULDING RETIREMENT
Recognition of Reid Spaulding, Deputy County Manager, for his years of service to Maricopa
County. (C-20-21-006-X-00)
Joy Rich, County Manager thanked the Board for the opportunity to acknowledge Reid
Spaulding who has served as Deputy County Manager for the past three years. She
said people often throw around the term “Rockstar”. The people who know Mr.
Spaulding agree this is an accurate title for him. Ms. Rich said due to COVID
restrictions, we cannot get together and hear the many testimonials from colleagues so
she would like to highlight several of the tremendous accomplishments that he had
oversight of during his tenure as Deputy County Manager. Before he stepped into the
Deputy County Manager position, Mr. Spaulding was the Facilities Management
Director, charged with planning and oversight of County construction projects. He was
instrumental in steering the County’s Capital Programs with innovative solutions while
being fiscally responsible. As the Deputy County Manager, he was a calm leader,
worked well with stakeholders, and was a mentor to those who worked under him. Ms.
Rich touched on over a dozen projects that were displayed on the screen. The two
marquee projects that she highlighted were the 225 W. Madison Street renovation and
the Intake, Transfer and Release Center. She said the 225 W. Madison project was one
he had to sell the idea of repurposing the old, vacant jail into a functional building that
would house the County Attorneys. Ms. Rich said he was the right combination of “crazy
and confident” as he took on this project. The Intake Transfer and Release Facility (The
Watkins Jail) is another marquee project with a variety of very complicated functions
that needed to be included in the facility. This was a great example of a project that
dealt with challenging stakeholders and the need to work with them through the
process. Mr. Spaulding was innovative and had the ability to work with others in a way
that he heard their position and everyone’s needs were met in the process. Mr.
Spaulding remained fiscally conservative. Ms. Rich said Mr. Spaulding was a
professional, an innovator and had a knack for project analysis. Mr. Spaulding’s
tremendous accomplishments as the Deputy County Manager have been invaluable
and his departure will leave a hole in the organization.
Chairman Sellers asked Mr. Spaulding to come forward for the presentation of a plaque
and a photo with the Board.
Mr. Spaulding stepped up to the podium and addressed the Board. He thanked Ms.
Rich for the overview and introduced his wife of 38 years. He said seven years ago, the
leadership at Maricopa County brought him in from Pima County and he will be forever
grateful. Mr. Spaulding recognized the Board both past and present, all being
honorable, professional, and a dedicated group of leaders. He said this past year has
been difficult and the Board has handled themselves with integrity and class. He said it
has been an honor to serve Maricopa County. Mr. Spaulding said most importantly he
wanted to recognize the 10 Department directors that were under his leadership. He
said he felt fortunate to work with that group who are a “collective group of subject
matter experts” who made the job easy. He spoke about his 40-year career and said
without a doubt the last seven years have been the best. When asked what his proudest
project was, he said the 10 Department directors. He said he played part in hiring six
and “that group is going to have a far longer lasting effect on this County than any bricks
and sticks that I was a part of”. He said those are 10 fantastic people and he would be
proud of that contribution forever. In closing, he said he would take a cue from Tom
Manos, former County Manager. Mr. Spaulding said when Mr. Manos retired, he went
out and bought a Maricopa County flag much like the one behind the dais and he is
flying it somewhere probably up north. Mr. Spaulding stated he is going to fly a County

flag a little further north and when people ask about the flag, he said “I am going to tell
them that Maricopa County is the fastest growing and the best damn county in the
United States.”
Supervisor Gallardo spoke and said it has been a pleasure to work with Mr. Spaulding
over the past six years. He was always available to the Board of Supervisors.
Supervisor Gallardo said he appreciated Mr. Spaulding’s great sense of humor
particularly during this past year with so many serious topics being considered. He said
a small project that Mr. Spaulding assisted District 5 with was a field office for
Supervisor Gallardo and his staff. It was important for Supervisor Gallardo to have office
space out in his district and Mr. Spaulding helped make it happen. He said he
appreciated everything he did for the District 5 constituency as well as all of Maricopa
County. Supervisor Gallardo said thank you and best of luck.
Supervisor Hickman commented on the frustrating issue of not being able to be together
to celebrate Mr. Spaulding and his contributions to Maricopa County. He said looking
back on 2020, there were many projects completed despite the pandemic which shows
the community how a government is run. He spoke about the 225 Madison building and
stated the renovation was a great solution for a building that would otherwise have been
a “white elephant” and a liability for the County. He said thanks to the ingenuity of Mr.
Spaulding, the building now houses the Maricopa County Attorneys. Supervisor
Hickman said thank you to Joy for grabbing the “refugee” from Pima County.
Supervisor Gates echoed the previous supervisors’ comments and talked about being
fiscally conservative and stretching the taxpayer dollars. He said it has been impressive
how Mr. Spaulding has put that into action time after time despite the market swings.
Supervisor Gates said the leadership has been great and the legacy of a well-
developed team is a great accomplishment and it is the most valuable resource that
Maricopa County has. He spoke about the adaptive reuse and sustainability when it
comes to the 225 project and that has become a source of pride.
Supervisor Chucri said he would echo the comments of his colleagues. Mr. Spaulding
was able to take ideas and concepts and put them into action. This aspect of Mr.
Spaulding’s approach has been the cornerstone of what he has brought to the county.
He sighted an example of the purchase of the old Arizona Republic building in the East
Valley. This purchase would consolidate the County workforce and save money on rent
space. There were naysayers as to the feasibility of a renovation at a cost that would
be reasonable. It was accomplished and that was the first of many projects that Mr.
Spaulding was able to make great decisions and save money. Supervisor Chucri said
Mr. Spaulding will be missed and it is not “good bye” but “see you later”.
Chairman Sellers said he will miss Mr. Spaulding. Chairman Sellers stated he is a
facilities man himself and has great appreciation for his expertise and resourcefulness
saying his favorite project was the ITR because the building serves a variety of
purposes and needed innovation to bring together all the parts to accomplish the goals.

• The Head Start agency located in a community adversely affected by a major disaster,
specifically spikes of positive COVID-19 cases creating barriers towards meeting full
enrollment, as outlined in the Head Start Act Section 640(b).
• The implementation of virtual services resulted in decreased in family engagement and in-
kind and volunteer hours, a major component of NSF generation.

53. NOTICE OF AWARD WITH HEALTH RESOURCES AND SERVICES ADMINISTRATION
FOR HEALTHY START INITIATIVE (HSI): ELIMINATING DISPARITIES IN PERINATAL
HEALTH
Approve Notice of Award (NOA) No. 5 H49MC00174-21-00 for Healthy Start Initiative (HSI):
Eliminating Disparities in Perinatal Health, from Department of Health and Human Services,
(DHHS), Health Resources and Services Administration (HRSA) to Maricopa County through
its Department of Public Health (MCDPH), South Phoenix Healthy Start (SPHS), to provide
continued funding for the Healthy Start program.
The NOA is in the amount of $1,144,121 for the budget period April 1, 2021 through March
31, 2022. The project period is June 1, 2002 through March 31, 2024.
The Department of Public Health’s indirect rate for FY21 is 18.8%. Indirect is estimated at
$181,056, all of which is recoverable. Departmental Indirect Rates are reestablished at the
beginning of each fiscal year and the future Indirect Rate will be collected at the
corresponding rates.
The HSI grant award is reoccurring and has been awarded to the department since 2002.
This grant does not require an in-kind match, indirect cost is fully recoverable and ongoing
cash contributions are not required. Healthy Start services are not a mandated function but
provide a benefit to the citizens in perinatal case management services, health education
events and learning opportunities, and community referrals to women and their families in
the large urban Maricopa County communities of South Phoenix, Maryvale, and Laveen.
The grant award is competitive. All program costs are allocated to the grant so there will be
no additional burden on the department’s operating budget.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This
Amendment does not alter the budget constraining expenditures of local revenues duly
adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted
as necessary to accommodate this grant through a future reconciliation. Funding for this
Agreement is provided by HRSA and will not affect the County’s General Fund. (C-86-02-

SUMMARY OF CURRENT EVENTS - EL RESUMEN DE TEMAS DE
ACTUALIDAD
88. Supervisors'/County Manager's summary of current events - Resumen de temas de
actualidad de los Supervisores/Administrador del Condado
Supervisor Chucri said thanks to Mr. Spaulding for all his work and thank you to the
Chairman for setting aside time to recognize him.
Supervisor Gates said he wanted to recognize the staff at Public Health and the County
partners including Banner Health who have been running the vaccination PODs. He
said he volunteered at the Fairgrounds and the process was seamless. He said thanks
to all the volunteers and the State of Arizona for their partnership in this vaccination
effort. Supervisor Gates said as of this morning, 16 years and older can now register
for the vaccine.
Supervisor Hickman said he and Scott Isham, his Chief of Staff, went out to El Mirage
yesterday to see the Mayor and her executive staff. He said he has been trying to get
out to see the Mayors in District 4. He has received a lot of positive feedback on how
well Public Health and all the partners are doing in managing the vaccination rollout.
Thanks to Marcy Flanagan, Public Health Director and Dr. Sunenshine and all the
partners who are helping to keep us safe.
Supervisor Gallardo said thanks again to Mr. Spaulding and wished him the best of
luck. He spoke about the pandemic and said we are not out of woods yet. Supervisor

Gallardo said many of the older folks in his district have not received the vaccine yet.
and there are many volunteers helping citizens get vaccines by going to parks, homes
and assisting however they can. Supervisor Gallardo said he and his Program Director,
David Galaviz, recently volunteered with food box distribution to help those in need. He
said thanks again to all who are helping.
Chairman Sellers said he wanted to take a few minutes to share a very important
announcement that will affect our entire County and likely the State of Arizona. He said
the Intel Corporation has announced they will be doing a $20 billion expansion at the
Ocotillo plant in Chandler. Chairman Sellers said he was one of the few invited guests
to the event and Intel was very strict about social distancing and COVID protocols. Due
to the nature of the industry, the plant takes the clean environment very seriously. He
said he was surprised at the scarce media coverage for such a significant event. The
Intel plant currently has 12,000 people employed with average salaries over $100,000
per year. He stated this is the largest project currently in the United States and the
second largest construction project in the world. This is a huge investment and a great
economic boost for our region. He said a plant like this uses a lot of water and they
recycle over 95% of the water that is used. Intel is thoughtful in the 5% that is not
recycled and take steps to help sustain the riparian areas of the community. Intel is a
great community partner and we are fortunate to be able to retain that sort of employer
in our county.
