Project Brief Description
The coronavirus (COVID-19) pandemic resulted in a major disaster declaration (DR-4525-AZ) on March 30, 2020 for
the State of Arizona, during the incident period of January 20, 2020 and continuing. To help control the spread of the
COVID-19 virus, Maricopa County entered into a contract with the Days Inn to provide critical protective measures,
specifically isolation/quarantine non-congregate sheltering at the location known as the Days Inn. This project is part of
efforts to respond to migrants recently released at the U.S./Mexico BORDER. This Project is being formulated based
on estimated costs for eligible work and associated costs that are reasonable and necessary for the isolation and
quarantine of those who test positive for COVID-19 who do not require hospitalization but need isolation, those who
have been exposed to COVID-19 who do not require hospitalization, and asymptomatic high-risk individuals needing
social distancing as a precautionary measure. The eligible timeframe for the work is based on the regulatory period of
performance, unless the public health needs of Maricopa County should terminate prior to this date.
Eligible costs under this project may include, but are not limited to:
• Purchase and distribution of food, water, or ice
• Purchase and distribution of other commodities
• Security, law enforcement, barricading, and patrolling
• Isolation-related temporary lodging
• Quarantine-related temporary lodging
• High risk population sheltering
A temporary shelter is being operated from the Days Inn, which can house approximately 130 people at a time. This
project covers the operation period from 4/1/2021 to 5/1/2021. Maricopa County is expanding its capacity during this
period to accommodate an increase in need, due to an influx of recently released migrants at the border. Maricopa
County expects 50% of the total sheltered population at the Days Inn during this operational period to be migrants.
• Daily operation costs are estimated at $12,248.92 and are based on the inclusion of expected costs for:
• Facility fees as settled in the contract between Maricopa County and the Days Inn
• Cleaning fees as settled in the contract between Maricopa County and the Days Inn
• Management fees as settled in the contract between Maricopa County and the Days Inn
• 3 meals a day for all occupants
• Transportation between the housing facility and medical facilities as necessary
• Contracted security staff as required by the contract between Maricopa County and the Days Inn
• Supplies necessary to maintain the functionality of the shelter

These 2 cost summarys (2 hotels) are approximated based on projected occupancy
and known costs. The estimate has changed due to current projections and the
withdrawal of one of the hotels. The number being utilized for approval is taken from
the LEMO workbooks submitted to FEMA. Any change will be reflected in future
approvals and Adv amendments (if required).
